HomeMy WebLinkAbout1972-12-04r PLANNING BOARD MEETING December 4, 1972 ' The meeting of the Lexington Planning Board was called to order at 7:35 p.m. by the chairman Mrs. Brown with members Costello, Clarke, S. Brown, interim planning director Downe and secretary Mrs. Snow present. Mr. Graham joined the meeting later in the evening. Also present were A. Frick, Conservation Commission and M. Friedman, Assoc. member, Conservation Commission, R. Cochin, LWV, F. Sandy, CLC, L. Notkin, DAC, C. Waixel, Lexington Minute Man. Mr. O'Connell, Town Manager joined the meeting to introduce KENNETH BRIGGS Mr. Kenneth G. Briggs, Planning Director, who will begin his work in PLANNING DIR. the Lexington Planning Board office on December 15, 1972. A letter from Searle Medidata Inc. dated Nov. 16, 1972, prospective tenants of Cabot, Cabot & Forbes building at 45 Hartwell Ave. re- questing Planning Board concurrence regarding compliance of proposed use with the Zoning By -Law was read and Mrs. Brown's draft reply reviewed. It was decided that investigation will be made as to possible previous Board of Appeals permit conditions, following which the content of the letter, with any revisions necessary, will again be reviewed. Copy of a notice to the Conservation Commission from BTPR of a meeting NORTHWEST to be held on Dec. 7, 1972, for discussion of B.TPR's work with respect CORRIDOR/BTPR to the Northwest corridor, was partially read. Dr. Clarke plans to MEETING attend. ' Memo from the Selectmen dated Nov. 30, 1972, and comments by Kenneth Kreutziger on behalf of the D.A.C. on street lighting on Fairfield STREET LIGHTS FAIRFIELD DR. Drive were reviewed and a petition by residents noted. It was DAC decided that Mr. Kreutziger's letter , with a Planning Board cover letter, will be transmitted to the Selectmenin answer to their request for Planning Board recommendations. The Board considered a price rise for the Zoning Maps of the 'Town of Lexington, now being revised and updated. The secretary reported on ZONING MAP suggestion by the Town Manager that the price be raised to fifty cents PRICE each, based on printing and preparation costs. Upon a motion duly made and seconded, it was voted that the maps, when sold individually, shall be priced at fifty cents each. Mr. Judge, surveyor, met with the Board by appointment to informally COLUMBUS ST. present a plan for division of lot 157 at Columbus St. The members SUBDIVISION expressed doubt as to the design of a turnaround shown on a sketch and the frontage it would supply the two proposed lots. Mr. John Snelling, owner of abutting lot 166, was also present. He plans to submit an Application Form A and plan in the near future to show increased width of his lot by the addition of a driveway. Mr. William Hartery met with the Board at 8:30 p.m. to obtain an indication of the view of the members on a proposal for rezoning HARTERY to CS of property at the corner of Marrett Rd. and Lincoln St. now REZONING in RS district. He explained plans for operation of a display ' room/ sales office for sail and pleasure boats in an existing barn which he would renovate. Section 25.67 of the zoning by-law was referred to and uses allowed in CB district were read. Mr. Downe was asked to report to the Board on the matter following site review and interpretation of Sec. 25.67 for further discussion at the next meeting. r - 2 - Dr. Clarke reported on a request by the Conservation Comm. as to DRUMMER BOY ' the implication of the Drummer Boy subdivision definitive plan SUBDIVISION design showing Marvin St. extending to the edge of the subdivision PLAN and abutting "Greener & Whiter" land between the edge of the sub- division and Grove St. Discussion contined on preparation of a wetland protective zoning WETLAND ART. Article. A list of parcels for inclusion in the zone by Frank Sandy was noted. Fred Friedman, using Erik Lund's Wetland Conservancy Article draft as a basis, verbally reported on his concept of an article in terms of the needs of Lexington, It was voted that this concept will be used as basis for development of an article for the 1973 A.T.M. Mr. Downe displayed a sample tracing defining wetland areas prepared by use of map #15 of the Town's photogrammetric maps and it was decided that this process will be continued on a town wide basis. Mr. Downe will consult the Town Counsel to ascertain legality of submission of the article on De. 29, 1972, before completion of the necessary map work. Thomas F. Costello, Clerk The Board reviewed the petition of Robert A. Patterson, for a B/A HEARING special permit to conduct a school at 45 Forest St. (hearing 145 FOREST ST. 12/12/72). A letter to the Board of Appeals from the Lexington SCHOOL School Dept., explaining functions, activities and purposes of the school was read and the details of ownership of the building and administration explained by Mrs. Brown, who informed the Board of Rep. Cole's request for a Planning Board statement with respect to land use. Section 25.21 of the Zoning By -Law was ' referred to. Three residents of the immediate area, Messrs. Smith, Deutsch and Pearson voiced opposition to the granting of the permit on grounds that it is an inappropriate use in residential district because of insufficient size of the building and traffic impact. Following discussion as to areas of re- sponsibility and concern of the Planning Board, Mrs. Brown agreed to draft a letter to the Appeals Board for review at the Dec. 12 Planning Board meeting. A letter from Mr. Nickerson, Chairman of the Bd. of Appeals, dated MALONEY requesting comments and recommendations of the Planning Board on NURSERY,LOWELI the petition of Wm. E. Maloney for special permit to conduct a STREET nursery at 661 Lowell St. (hearing 12/12/72) was read. A pro- posed layout and elevation plan was displayed and referende was made to Sections 12.2 and 24.5 of the Zoning By -Law. Following discussion as to recommendations to be made, Mr. Downe was asked to draft a letter based on the discussion, for consideration of the Board on December 11. Upon a motion duly made and seconded, it was VOTED: To go into executive session for discussion of matters the EXEC. SESSION disclosure of which may adversely affect the financial interests of the Town or the reputation of any person. Following discussion regarding procedures of the Planning Board, ' open session was resumed at the meeting adjourned at 11:25 p.m. Thomas F. Costello, Clerk
