HomeMy WebLinkAbout1972-11-13PLANNING BOARD MEETING November 13, 1972 ' The meeting of the Lexington Planning Board was called to order at 7:40 p.m. by the Chairman Mrs. Brown with members S. Brown, Graham, Costello, Clarke, interim planning director Downe and secretary. Mrs. Snow present. Also in attendance were Kenneth Krautziger, DAC, Margo Gilson, LWV, Angela Frick, Conservation Commission, Frank Sandy, CLC and Cheryl Waixel, Lexington Minute Man. The minutes of Planning Board meetings of October 30, and November 6, 1972, were approved as written. It was decided that a joint discussion meeting of the Planning Board and the Conservation Commission will be held in Room C-1 on Friday, November 17 at 3:00 p.m. for consideration of criteria for types and locations and boundaries of land in need of wetland pro- tection and review of drafts by Mr. Zaleski and Mr. Sandy of an article to implement this protection. Mrs. Brown reported that Erik Lund will submit his ideas in written form on creation of a wetland -conservancy zone which will also be reviewed at the meeting. Lois Brown, E. Clarke and Stan Brown will represent the Planning Board. Mr. Downe gave a verbal report to the Board on his research done with respect to cost estimates for construction of parking structures in the Town. 1966 EDA " A Plan for Lexington Center" and its recommendations on the subject were referred to. It was agreed that, in addition to obtaining more specific cost figures, ' investigation of the existing and future parking needs in the CBD should be made to support an Article for expansion of parking facilities. Ms. Gilson, LWV observer, offered to request assistance of the League members in performing a parking check at peak hours to determine use of existing spaces. Mrs. Brown agreed to confer with Mr. Kenney regarding the possibility of obtaining funds for a parking analysis study to be completed before March 1973 A.T.M. to emphasize need for extension of the Meriam St./RR parking lot. Mr. Brown read his draft of Planning Board recommendation on the request of the Lexington Golf Club to lease 11 acres of abutting Town land for a driving/practice range. A letter based on these recommendations will be prepared by Mrs. Brown for transmission to the Selectmen per their request of October 17, 1972. The Board considered purchase of a vertical hanging file for the photogrammetric Town maps. Following review of brochures picturing the type of file recommended by Mr. Downs, it was voted that if sufficient funds remain in the 1972 Planning Board budget, purchase of the file will be made. Dr. Clarke agreed to represent the Planning Board at the meeting of the Conservation Commission on November 14, 1972. Bicentennial land problems, with reference made to Mr. Greeley's Oct. 18 memo to the Board, were discussed and Mr. Downe gave a verbal report regarding need for Planning Board involvement in planning for tourist accommodations and parking facilities during the 1975-76 celebration. He stressed advantages of regional planning with Lincoln, Concord, Acton and Bedford besause of common interests in areas of land use and need for uniformity of provisions for tourist accommodations for camping areas, WETLAND PROTECTION LOCATIONS COST ESTIMATE CBD PARKING STRUCTURE LEX. Mr. Graham reported on MAPC efforts to obtain federal funds for sustained staff to accomplish the needed regional planning, but noted that each Town will be required to make independent pre- paration as well. Mr. Downe was asked to prepare a report based on questions in the abovementioned Greeley memo for consideration of the Board on Nov. 20. Notices of Board of Appeals hearings to be held on November 28,1972, were noted. Mrs. Brown will obtain further information on the Lexington Gardens petition and will prepare a draft of Planning Board recommendations to the Appeals Board if need seems apparent. Mr. Downe agreed to follow up on the letter to Mrs.Frances Sherburne, USDA Soil Conservation District, dated Oct. 4, 1972, from the Conservation Commission regarding Tophet Swamp study, to which there has been no response to date. Upon a motion duly made and seconded, it was VOTED: To go into executive session for discussion of matters the disclosure of which might adversely affect the financial interests of the Town or the reputation of any person. Following discussion of land acquisition, suggestion for appointments to SILC, and planning director candidates, the Board resumed open session and the meeting adjourned at 10:40 p.m. Thomas F.
