HomeMy WebLinkAbout1972-11-06r PLANNING BOARD MEETING November 6, 1972 ' The meeting of the Lexington Planning Board was called to order at 7:30 p.m. by the chairman, Mxs.Brown with members Clarke, S. Brown,Graham and secretary Mrs. Snow present. Mr. Costello joined the meeting later in the evening. Also in attendance were L. Notkin, DAC, R. Cochin, LWV, Mrs. Frick and Mr. Friedman re- presenting the Conservation Commission and C. Waixel, Lexington Minute -Man. Mrs. Brown informed the members of an invitation to the "Governor's MAPC SEMINARS Conferenceon the Metropolitan Environment", to be held on Nov. 17, NOV. 13517 1972, in Boston, and a symposium and forum on the subject of regional government for metropolitan Boston, to be held on November 13, 1972, in Boston. Both of the abovementioned are sponsored by MAPC. The minutes of Planning Board meeting of Oct. 23, 1972, were approved as corrected. A memo from Mr. Downe, dated Nov. 2, 1972, regarding steps in sewer HARTWELL PARK installation procedure with respect to Hartwell Park subdivision was SEWER reviewed and suggested Planning Board participation in the procedure noted. Mrs. Brown will confer with Mr. McSweeney concerning this new function of the Planning Board. Mrs. Frick stated that developers of Hartwell Park will be informed that plans for the subdivision as supplied to the Conservation Commission lacked information regarding compensatory water storage provisions. Mr. David Blackman, developer, met with the Board to present a BLACKMAN RM ' concept of development of multi -family dwelling units on land at PROPOSAL the westerly side of Waltham St. A sketch map of the 24 acre parcel WALTHAM ST. and an illustrative brochure of an apartment development by Chauncy Villages Townhouses in Cambridge was shown to the Board. Mr. Blackman requested indication of the reaction of the Planning Board to such a proposal, which would require rezoning to RM. He was advised of new Hatch Act requirements regarding compensatory water storage and the chirman explained the policy of the Board re subsidized housing features in proposals for multi -family complexes. Mr. Blackman will confer with the Conservation Commission and the Design Advisory Committee before proceding with specific design plans. The Board discussed methods and procedures to ensure protection of WETLAND wetlands in Lexington. Memorandum from Mr. Downe, dated August 24, PROTECTION 1972, commenting on the draft by Mr. Zaleski and Mr. Sandy of an Article preposing creation of RP district was referred to. Content of the abovementioned draft was reviewed. Mr. Downe's memo of Sept. 27, 1972,,and certain features of accompanying samples of wetland protective zoning in other towns were discussed. Mr. Downs expanded on his memo and referred to Sec. 2 of the Zoning Enabling Act as basis for floodplain zoning in these towns. The Board discussed ctitia for establishment of locations and boundaries of districts proposed for rezoning. The members noted a publication supplied by Dr. Clarke, "A Guide for Floodplain/Wetland Protection" ' presented by the Mass. Federation of Planning Boards and the Mass. Assoc. on Conwervation Commissions. Copies of this paper will be distributed to the Board members. It was decided that a meeting of the Board will be scheduled for identification, by use of the Town photogrammetric maps, of specific areas in need of wetland protection. r 11 C U Mrs. Brown agreed to represent the Planning Board at the November 7 meeting of the Conservation Commission. Board of Appeals notices (hearing Nov. 14, 1972) were noted and the Modoono petitionto continue operations (Highland Farms Nursery) on Woburn St., was discussed briefly as to alleged trucking and haulage operations being carried on. Mrs. Brown will informally confer with the Building Inspector regarding reports of zoning violations. No comment to the Appeals Board on any of these petitions will be made by the Planning Board. The preliminary proposal of Charles Cole, Architect, for a new RT district and Mr. Downe's memorandum dated November 3, 1972, on the concept were reviewed. A map supplied by Mr. Cole in- dicating the proposed district was displayed. Discussion con- tinued as to parking ratio/requirements for each unit. Mr. Graham suggested that a "test" meeting of neighbors of the area be held and Mr. Donald Olson, resident, presented a resume of reported concerns of the neighbors in event of RT rezoning. Mr. Costello expressed opposition to rezoning of the area which he felt would be detrimental to the character of the neighborhood. Possible use of Special Permit in individual cases to be issued by the Appeals Board rather than blanket rezoning of the area was con- sidered. Discussion will be resumed at a subsequent meeting of the Board. page 2 11.6.72 B/A NOTICES MODOONO 11/14 HEARING Messrs. Irving Mabee, Project Mgr., Library Bldg.Committee, and Robert Hilton, Cary Memorial Library Director, met with the Board to present a plan for parking spaces to accomodate additional vehicles due to Library expansion and to request Planning Board suggestions on the plan. A parking lot layout plan by Mr. Zaleski (Spring '72) was also shown. Discussion followed as to efforts to coordinate library parking with future adjacent Town parking lot and mention was made of the request for reserved parking for library staff. The Board expressed general approval of the plan with several suggestions for minor revision. At 10:25 p.m. upon a motion duly made and seconded, it was VOTED: CHAS. COLE RT DISTRICT PROPOSAL CARY MEMORIAL LIBRARY PARKING To go into executive session for discussion of matters the EXEC. SESSION disclosure of which could adversely affect the financial interest of the Town or the reputation of any person.
