' The meeting of. the Lexington Planning Board was called to order at 7:30
p.m. by the chairman Mrs. Brown with members Clarke, S. Brown, Graham,
Costello, secretary Mrs. Snow, interim planning director Downe, who joined
the meeting later in the evening. Also in attendance were F. Sandy, CLC,
T. Holzbog, DAC, E. Gilson, LWV, and C. Waixel, Lexington Minute -Man.
The minutes of the Sept. 25, 1972, meeting of the Planning Board were
approved as amended.
The Board reviewed and approved the draft of a letter by Mrs. Brown to VINE BROOK
the Board of Selectmen regarding the future of the Vine Brook Bridge. BRIDGE
A plan submitted on Oct. 4, 1972, by Norman P. Cohen, Atty for the M.M.REG.TECH
Minuteman Regional School, with Application Form A72-30, showing a parcel SCHOOL
to be acquired from Dunfey-Lexington Trust at Marrett Rd., was reviewed FORM A72-30
by the Board. Upon a motion duly made and seconded, it was VOTED:
The plan entitled "Land Acquisition Plan for Proposed Access to the
Minuteman Regional School, Lexington, Mass.", dated August 21, 1972
rev. Aug. 30, 1972, by Raymond C. Pressey, Inc., submitted on Oct. 4,
1972, by Norman P. Cohen, Esq. with Appl. Form A72-30 requires no
approval under the Subdivision Control Law.
The plan was so endorsed by members of the Board.
A draft by Mr. Graham of comments of the Planning Board on the draft En- RTE.2 STATE-
vironmental Statement/Sec. 4(f) for Rte. 2 in Lexington, Acton, Concord MENT
and Lincoln was read to the members. Following suggestions as to expan-
sion of the comments, the draft was approved as amended and will be trans-
mitted to the Bd. of Selectmen for inclusion in Lexington's comments on
the draft to the Mass. DPW, as requested in Mr. O'Connell's memo of 9/20/72.
The members reviewed the petition to the Bd. of Appeals of Dr. Titelbaum
(hearing 10/17/72) for variance to subdivide a parcel of land at 246 Concord
Ave. into 2 lots, one of which would have insufficient frontage. Frontage
of the parcel before Town acquisition of a portion of the Titelbaum land
was noted on Assessors' map. It was voted that no comment of the Planning
Board will be offered to the Bd. of Appeals on the petition.
Preliminary Personal Services Budget for the Planning Board (1973 to 6/30/74)
which was submitted to the Town Mgr., and the accompanying explanatory letter
were reviewed, and a portion of the letter, re request for additional Plan'
ning Bd. office staff was read. The Board was informed of Mr. O'Connell's
request for "Job Descriptions" for Planning Director, Summer Planning Intern,
secretary/clerk and for the requested Junior Planner. It was decided that
the existing description for Planning Director, written by Alexander PERSONAL SER -
Zaleski in 1967, will be submitted to Mr. O'Connell with a cover letter VICES BUDGET
requesting suggestions for revision of the form and content of the descrip-
tion. Submission of the other descriptions will be postponed until assist-
ance from the future permanent planning director is available.

for 1972 was noted. The chairman agreed to prepare a draft report for 1972 REPORT
consideration of the Board and solicited lists of suggested topics from
the membership of the Board.
Mr. Costello read his draft of a letter to the Selectmen from the Planning
Board recommending consideration of membership of Lexington in SILC. UPonLEXINGTON
suggestions from the members as to amendment and upon a motion duly made MEMBERSHIP
and seconded, it was unanimously voted to approve the letter as amended. SILC

was noted. The Board concurred with the suggested selection of Spaulding
Co., lowest bidder.
The Board reviewed copy of a letter to Ms. Frances Sherburne, Middlesex
Soil Conservation District, dated Oct. 5, 1972, from the Conservation TOPHET SWAMP
Comm. (drafted by Ms. Frick and Mr. Downe) requesting assistance to the STUDY
Bedford and Lexington Cons. Commissions in a soil study regarding effects
of further development in Tophet Swamp. Mr. Downe informed the Board of his
efforts to follow up this letter in conversation with Mr. Robert Morehouse
and plans for further eontact on Wednesday, October 12.
Mr. Downe will contact Eco -Systems to establish the time on Oct. 16,1972,
for submission of the final draft of site study in the Monroe Brook Meadow
area. It was agreed that a representative of the Conservation Comm. will MONROE BROOK
be invited to be present and that a copy of the draft will be given to theSTUDY APPROVAL
Commission for review before Planning Board final approval on October 30.
Mrs. Brown informed the Board that Mr. Spagnuola, developer of Ingleside
subdivision, will meet with the Board on Oct. 16, 1972, to discuss possible
reduction of bond in light of work completed at the subdivision. It was
decided that Mr. McSweeney, Dir. of Public works, will be requested for INGLESIDE
information and advice as to the abovementioned and will be invited to theSUBDIVISION
October 16 meeting. Mr. Heustis will be requested for a report on results
of Health Dept. inspection (re contamination) of the pond in the sub-
division. Mrs. Brown also requested that Board members and the DAC rep-
resentative visit the site before the Oct. 16th meeting.
Appeals Board decisions at hearings on October 3, 1972, were reviewed.
Mrs. Brown, who attended the Youville Hospital hearing, reported on the
hearing and on conversation between hospital administrator Sister Caron
and residents of the Pelham Rd. area following the granting of the permit

A letter received from James Sewall Co., Oldtowne, Me., in response to PHOTOGRAMMET-
Mr. Downe's request for cost of printing photogrammetric maps with RIC MAPS/W.
Assessors' lot lines was read. Alternate methods for reproducing the LOT LINES
combined maps were discussed. Mr. Downe was asked to contact the Sewall
Co. by telephone for exploration of printing costs for these methods.

Notices of H.D.C. hearings scheduled for October 18, 1972, were noted.
The Board discussed progress in the development of a Planning Board GREAT MEADOW
position statement on the Great Meadow Study Committee recommendations, GOLF COURSE
as requested by the Board of Selectmen on September 7, 1972. Copies of STATEMENT
the Arl/Lex Joint Great Meadow Study Committee letter of 8/25/72 to the
Arlington and Lexington Boards of Selectmen and letter to the Lexington
Selectmen from the Conservation Commission, dated 9/14/72, were noted
and read in part. The Great Meadow Study, 1970, was referred to and its
recommendations as to land use for a golf course and resultant impact
noted. Discoussion followed as to content of a postion statement of the
Planning Board re land use and methods for prohibition of a golf course
in the Great Meadow. Mrs. Brown agreed to draft a statement based upon
the discussion for consideration of the Board on Oct. 16, 1972.
The Board reviewed the plans for Hartwell Park subdivision. Mr. Downe
reported on his conference with Mr. Martin, Asst. Town Engr., regarding
sewer system,location of hydrants and the location and designation of
drain easement through Lot 10, as stated in the Engr. Dept. letter of
September 13, 1972. A conference between the developer and the Engr.
Dept. is scheduled to reconcile the plans with the Engr. Dept. require-
ments for the subdivision. Following discussion of charges for sewer in-
stallation, it was agreed to ask the Town Counsel to supply informatiop
on the establishment of sewer costs/betterment assessments in subdivisions.
The Board reviewed the Honeywell/C.C.F. proposal (Bd. of Appeals F & D
hearing 10/17/72). Mr. Downe reviewed the letter from the Town Engr.,
dated 10/3/72, and indicated several items upon which he will confer
with the Engr. Dept. for further report to the Board on Monday, Oct. 16,
1972. Mr. Downe was asked to contact the District Engr., Mass. DPW in
Arlington, and request his review of the Honeywell plans with respect to
future road construction in the area and its impact on Marrett Rd.
