HomeMy WebLinkAbout1972-06-191 1 PLANNING BOARD MEETING June 19, 1972 The meeting of the Lexington Planning Board was called to order at 7:30 p.m. by the chairman Mrs. Brown with members Graham, S. Brown, Interim Planning Director Charles E. Downs, Consultant Alexander Zaleski, planning intern Allan Ennis and secretary Mrs. Snow present. Also in attendance were L. Notkin, DAC, F. Sandy, CLC, S. Solomon, Assoc. member, Conservation Comm., T. Curran, Lexington Minute -Man, and several residents. Mr. Costello joined the meeting at 9:00 p.m. "Planners Handbook". received on June 14 from the Mass. Federation of Plan -"PLANNERS ning Boards was noted. After review of the publication by Mrs. Brown and HANDBOOK" other members, the Board will consider if there is need to order an addi- tional copy. It was decided to defer action on the minutes of June 12, 1972, until the meeting on June 26th. Mrs. Brown will submit suggested revisions for consideration of the Board at that time. The Board reviewed a draft of a letter by Allan Ennis to the Appeals Bd. regarding the petition of Robert Graves, Phi -lips "66" gasoline station, for parking of damaged automobiles at 903 Waltham St. Following dis- cussion as to revisions and additions to the letter, the members voted to approve the content of the revised letter which will be prepared by Mrs. Brown and sent to the Board of Appeals prior to the hearing on June 20, 1972. Maloney, developer of Emerson Gardens Apartments, EMERSON and his construction supervisor, David Eagle, met with the Board by invi- GARDENS tation for discussion concerning the completion of the apartment develop- MALONEY ment and possible redesign of the last section of Emerson Rd. Mr. McSweeney's letter dated April 18, 1972, with estimated amount of bond required to en- sure completion of Emerson and Bryant roads, was noted and a plan for the entire development reviewed. A sketch by Mr. Zaleski of suggested redesign including an island, of the abovementioned seciton of Emerson Road was shown. Due to the fact that this section has been nearly completed as per original design, the developers did not view the suggestion for redesign as practical. Mr. Eagle will confer with Mr. McSweeney, Dir. of Public Works, to update the list of unfinished items mentioned in Mr. McSweeney's letter of April 18, 1972. Planning Board decision on amount of required bond will be deferred pending report on that conference. Discussion of traffic safety at proposed intersection of driveways and Emerson Rd, as shown on plan, followed and it was agreed that Mr. McSweeney will be requested for an opinion on that feature of the design. Mrs. Sue Solomon, representing the Conservation Comm., referred to Mr. Maloney's agreement to give a 75 ft. easement along one side of Munroe Brook and relationship of road anc conservation easements over abutting Cataldo land were mentioned. The secretary reported on a telephone call from Mr. Wm. Joyce, Administrative Assistant, Concord, in response to the letter from the Board dated June 8, CONCORD,774 ' 1972, requesting information regarding reports and procedures of the Concord REPORTS Planning Board on the proposal under Ch. 774 in Concord. It was decided that Mr. Ennis will contact Mr. Joyce for an appointment to obtain and/or review any available written material which may be of help to the Board in dealing with a similar application in Lexington. Mr. Ennis was instructed to draft a page 2 6/19/72 preliminary outline of Planning Board report on the forthcoming Ch.774 ' petition by Interfaith Corp. following research on applicable laws, en- vironmental impact of the proposed housing at Hickory 5 Garfield streets, review of material from Concord and conference with Mr. Downe. Interfaith Corp. will be requested to supply to the Planning Board a preliminary draft of their application to the Lexington Appeals Board. Copies of a draft, "Proposed Standard Procedures for Land Acquisition", prepared by Mrs. Brown from notes taken at the meeting of the Land Ac- quisition Procedures Committee on June 7, 1972, amended by Mesdames Frick and Flynn, were distributed to members. An omission, noted by Mr. Zaleski will be corrected. Following review and discussion on June 26, 1972, as to possible revision, the draft will be returned to the committee for transmission to the Board of Selectmen. PL. BD. 774 REPORT INTERFAITH iS..TT�NANNDAARRDDp'_ FROCEDDRES It was noted that 2 sets (56 blueline maps each) of photogrammetric and PHOTOGR.MAPE planimetric maps have been received from the Engineering Dept. at a cost of $25.20 per set. It was agreed that only the photogrammetric maps will be retained in the Planning Board office. It is expected that the set of sepia copies will be delivered within a few days, as ordered from Andrew T. Johnson, Inc. Suggestion was made that the blueline copies be bound in some manner for easy handling and preservation. A memorandum from the Town Manager informiAg Town employees of a long holi- PL. BD. MTG. day weekend including July 3 and 4, was noted. It was decided that the SCHEDULE Planning Board will not meet on July 3, 1972. Effort will be made to estab- lish the summer meeting schedule of the Planning Board at the meeting on July 10, 1972. Next to be discussed was the draft of the Invitation for Proposal for I.F.P. Site Evaluation Study under Art. 82. Oral comments of Mr. Olson, DAC, and SITE STUDY the Town Manager were referred to. Mr. Downs commented on the content and ART -82 form of the draft and made suggestions as to revision and an alternate approach to the study. The Maple/Woburn streets area,one of several sites proposed for study, was referred to. Mr. Ennis and Mr. Downs plan to visit this site on June 22 and will be prepared to give a verbal report on their observations to the Board on June 26, 1972. Mr. Downs expects to be in the Planning Board office on Thursday of the following weeks, barring unfore- seen circumstances. Copy of a letter to the chairman of the Board of Selectmen from Dr. Kassler, Chairman of the Conservation Commission, dated June 12, 1972, regarding WETLANDS possible Town acquisition of certain areas of wetland at the Metropolitan MET ST.HOSP, State Hospital was noted. Mr. Zaleski indicated the site on a map and CONS.COMM. mention was made of a recent Conservation Comm. earthwalk through the area. The following Board of Appeals permits (granted on June 6, 1972) were noted:BDOF APP. John Carroll, 31 Allen St. (for 1 year) Edw. The petition of Adolph Cuccinello, 92 Bridge St., was denied. page 3 6/19/12 It was noted that the revised plans for Idylwilde Farms Subdivision have IDYLWILDE not yet been returned by Mr. Nitzsche, enigneer, to the office of the ' Planning Board. Mr. Legro, Town Counsel, is proceding with work on the necessary legal instruments. It was agreed by the members that Mr.McDermott will be notified by letter that due to the delay in return of the plans, need exists for a 3 week extension of time within which the Planning Board must act on the subdivision. Mr. Ennis will contact Mr. Nitzsche regarding progress on plan revisions and corrections. The meeting adjourned at 10:10 p.m. 1 1 Donald M. Graham, Clerk
