PLANNING BOARD MEETING
December 27, 1972
The meeting of the Lexington Planning Board was called to order at
7:30 p.m. by the chairman, Mrs. Brown with members Graham, Costello, Clarke
and Lund, planning director Zaleski and secretary Mrs. Snow present. Also
In attendance were Mr. & Mrs. Melvin Holland and Mr. Frank Visalli of the
Minute Man Hlds. Assoc.
The minutes of the Planning Board meeting of December 20, 1971, were approved

The revised draft of the Planning Board explanatory letter to the Board BD. OF APPEALS
of Appeals concerning the proposal of the Honeywell Radiation Center HONEYWELL
was approved as amended.
Discussion was resumed regarding the proposed playfield in the Concord CONCORD AVE.
Ave. area. Two locations on the Corazzini property were considered. RECREATION
Mr. Holland reported on his telephone conversations with Mr. Fred Coraz-
zini and Mr. Charles Gallagher, Chairman of the Recreation Committee,
regarding possible acquisition of a 2 acre (or less) site on Corazzini
land for a neighborhood playground for informal play, and dependent upon
willingness of the Corazzini brothers to sell, expressed Min.Man Hlds.
Assoc. support of a Planning Board sponsored Article to acquire this
land. Preliminary estimates of land cost, including rough grading, were
given by the planning director. Further exploration as to the suitability
and availability of an additional parcel of land owned by Macdonald,
abuttor of Corazzini, will be made by Mr. Holland. The members gener-
ally agreed that, following a meeting of the Planning Board to which Messrs.
Corazzini would be invited for discussion, and after information regarding the
Macdonald land is received by the Board, two separate Articles would be
drafted to be sponsored by the Planning Board proposing acquisition of
land for a junior neighborhood playground in the Concord Ave. area; one
proposing a portion of Corazzini land and one, the rear portion of
Macdonald land.
The petition of Harrison to the Board of Appeals to be heard on Jan -4.
1972, for a variance to allow operation of a retail business at f72
Waltham St. in RS district was reviewed. Following a review of comments
of the Board to Mr. & Mrs. Harrison at a previous Planning Board meeting
regarding this proposal and a reference to Mr. Zaleski's memorandum of
12.20.71 on the subject, the contents of a letter to be written to the
Board of Appeals from the Planning Board, with recommendations and ex-
pressing general agreement of the majority of the Board was discussed.
The letter will be drafted by the planning director for consideration at
next week's meeting.
Mr. Costello was recorded as opposed to the granting of the Harrison
pd1tion.

HARRISON
A letter which was received from Spaulding & Slye Corp. and Moore
Homes, Inc, outlining the proposals for housing for people of low and
' moderate income in the Lexington Green site was reviewed. Mr. Moore
has informed members of his intention to present an Article to the
Town Meeting in March for rezoning of the site. Mr. Zaleski will
prepare a draft of a letter to both developers, requesting more infor-
mation on the subsidy structure and inqufring about legal devices to
insure continuance of availability of homes for moderate income buyers.
A copy of this letter will be sent to the Lexington Housing Authority
after approval by the Board. The Planning Board will confer with the
Housing Authority after receipt of replies from the developers.
The replies from the three companies contacted regarding soil and
drainage studies were reviewed. Reference to Mr. Zaleski's memoran-
dum of 12.23.71 about the information from Mr. O'Connell concerning
the possibility of a consolidated fund for professional consultant
services was made. After discussion of Planning Board need for
recommendations as to action as well as for facts on soil conditions
to be included in reports from consultants, it was decided that an
Article would be prepared, requesting an appropriation of funds for
such studies, amount to be specified at a later time, for inclusion
in the Warrant.

The chairman informed the Board that due to lack of response to the LAND ACQUISITION
Selectmen's request for policy statements by two of the committees POLICY STATEMENT
involved, the meeting of the Selectmen, Planning Board, Conservation
Commission, Recreation, Appropriations and Capital Expenditures
committees regarding alnd acquisition policies has been postponed.
The draft of the Article regarding commercially sponsored recreation
facilities was amended as per suggestion of the Town Manager, omitting
skeet and trap shooting and polo from the list of permitted activities.

conversations with Mr. Legro regarding his recommendations on pro-
cedures of the Board in the absence of a reply from the Town Engr. to
questions on construction specifications. Mr. Perley, engineer for
Mr. Colbourne, will be asked to make several changes on plans before
Jan. 3, 1972, and Francis Jenney, attorney, will be contacted con-
cerning the possibility that he was given power of attorney by
Mr. Colbourne.
A discussion or meeting is to be scheduled with the Selectmen in the SELECTMEN, MTG.

A memorandum received from Thomas M. Wenham, Asst. Supt of the Public TOWN HALL KEYS
Works, Dept., concerning procedures for obtaining a key to the Town Hall
was noted.

replying to the Planning Board letter of Dec. 21st and announcing a
joint meeting of representatives of contiguouq towns on Jan. 19, 1972,
regarding traffic and transportation problems, was read.
The meeting adjourned at 11 p.m.
