HomeMy WebLinkAbout1971-11-29PLANNING BOARD MEETING November 29, 1971 The meeting of the Lexington Planning Board was called to order at 7:30 p.m. by the chairman, Mrs. Brown with members Clarke, Costello, Graham, Lund, planning director Zaleski and secretary Mrs. Snow present. Also in attendance were Mr. Sandy, CLC, Mr. Curran, Lexington Minute - Man, Mr. Holzbog, DAC and Dr. Friedman, R.M. member. Mr. Eric Mollo-Christensen reported on the progress of the Regional MIN.MAN REG. Vocational Technical School Committee. Prime proposed site for this TECH. SCHOOL school on the Lincoln/Lexington line and an alternate site on land of SITES the Middlesex County Sanatorium plus several adjacent parcels of pri- vately owned land were discussed as to size, location and accesses. Mr. Mollo-Christensen was hopeful that additional progress reports would be issued by the committee shortly, after receipt of engineering reports on the sites. At 8 p.m., with 14 interested citizens attending, the duly advertised PUBLIC HEARING public hearing on the Mountain Rd. subdivision was declared open. The MOUNTAIN RD. notice of public hearing was read by the chairman. Mr. Robert ColbourneSUBDIVISION exhibited a map of the site and explained the proposed plan shown there-COLBOURNE on, which involves improvement to Mountain Rd. as adequate legal access to land owned by him which he proposes to divide into 2 lots. Width re- quirements for the road were discussed and an Edison easement over a portion of the road was pointed out. In response to questions for clari- fication, Mr. Colbourne outlined the history and past usage of the right of way which determines its legal status. Dr. Friedman's question re- garding Edison Co. rights was answered by Mr. Zaleski. Mr. Colbourne and Mr. David Perley, engineer, explained details of proposed construction work on the road. The width of a turnaround was discussed relative to preservation of an existing stone wall. Letters from the Board of Health and the Town Engineer with their findings and recommendations concerning the land and the road were read by the chairman. Comments were requested from any in favor of the proposal. There were none. Dr. Friedman spoke in opposition, questioning the need for development of this land. Mr. Colbourne responded. Mr. Hagenah and Dr. Bergmeyer, abutters, expressed concern about the detrimental effect of changes to the road and roadside on the appearance and character of the area. The hearing was declared closed at 8:45 p.m. Mr. Mark Moore, Jr. met with the Board by appointment at 9:00 p.m. for SPAULDING & presentation of a preliminary plan for a condominium development, "Lex- SLYE-M.MOORE ington Green" on land off Bedford St. Messrs. Spaulding, Slye and "LEXINGTON GREEN' Kreutjens, Mr. Moore's associates in the joint venture, showed prelim- CONDOMINIUM inary site plans for 91 units, including 75 townhouses and 16 subsidized units, the latter to be used as housing for elderly which will be financed under 5.236. Land for these 16 units will be deeded to the Lexington Housing Authority by Mr. Moore. Also discussed were the financing of the condominiums, architecture, density, recreation area, parking facili- ties, financing for moderate income buyers and the need in Lexington for this type of dwelling, as well as a proposed zoning change and estimates of increased traffic on Bedford St. Preliminary statistics sheets were distributed to the members and renderings of the development were left for further consideration by the Board. 1 1 2 A plan which was submitted by Harold Stevens, attorney, for Francis and FORM A71-29 Marion Napoli with application Form A71-29 showing land at No.Hancock N.HAN000K ST. Upon a motion duly made and seconded it NAPOLI was VOTED: The plan entitled "Plan of Land in Lexington, Mass.", dated July 29, 1971, by Miller & Nylander, requires no approval under the Subdivi- sion Control Law. A notation is to be added in accordance with the Board of Appeals decision of October 27, 1971. The plan was so endorsed by members of the Board. The Board of Appeals hearing scheduled for Dec. 7, 1971, regarding ex- MOBIL STA. pansion plans for the Mobil service station on Waltham St. & Rte. 2A BD. OF APPEALS was noted. The Board examined plans showing the required buffer strip HEARING 12/7/71 between CG and residence districts and it was voted by the members that a letter be sent to the Board of Appeals with a suggested alternate loca- tion for the buffer strip and expressing general approval of the proposed expansion. A draft of the Annual Report of the Planning Board, prepared by the planning director was reviewed. Mrs. Brown offered to prepare a re- vised draft of this report.
