HomeMy WebLinkAbout1971-06-28PLANNING BOARD MEETING ' June 28, 1971 The meeting of the Lexington Planning Board was called to order at 7:30 p.m. by the chairman, Mrs. Brown with members Graham, Costello, planning director Zaleski, planning intern, Mr. Thomas Fennessey, and secretary Mrs. Snow present. Also in attendance were Mr. Leonard Notkin of the DAC, Mr. Frank Sandy and Mr. Thomas Curran. The minutes of the Planning Board meeting of June 21, 1971 were MINUTES approved as amended. 6/21/71 The "Attitude Survey on Recreation" questionnaire draft was reviewed by the members. It was agreed that approval of the Conservation Commission and the Recreation Committee should be obtained before distribution of the questionnaire. Several amendments were made and drafts of the form and letters will be sent to Mr. Gallagher of the Recreation Committee and the Conservation Commission for their consideration prior to their trans- mittal to Mr. Holland of the TMMA. It was suggested that distribution should be to all Town Meeting members rather than being channeled through chairmen of each precinct to a few members. Upon a motion duly made and seconded it was VOTED: EXECUTIVE To go into executive session to discuss matters the premature dis- SESSION closure of which could adversely affect the financial interest of the Town. ' After a discussion of school sites for the Minute Man Regional Vocational VOCATIONAL Technical High School with committee members Mrs. Ruth Wales, Mr. Albert HIGH SCHOOL Cron and Mr. Erik Mollo-Christensen, the Board voted to resume open session. The members considered the adoption of a policy on time extension for TIME EXTEN- subdivisions. Upon a motion duly made and seconded it was VOTED: SION''POLICY Except for special cases, requests for extensions for time within (SUBDIVISIONS) which the Planning Board must act on a subdivision are to be to the Thursday following the first meeting of the month, at least four weeks from the date when the extension is voted. A letter from Mr. Harvey Nugent regarding the sale of lots 61, 62 Garfield LOTS 61, 62 St. and his request to have the division line between these lots reversed GARFIELD ST. was reviewed. It was decided to recommend against the sale of the lots to Mr. Nugent's client and a letter will be sent to the Board of Selectmen to that effect. Mrs. Brown reported that, after having consulted with Selectman Kenney, she BURLINGTON T.M. talked with Mr. Frank Baxter, chairman of the Burlington Planning Board re- garding an Article on the Warrant for the Burlington Town Meeting of July 26, 1971. This Article provides that no buildings in industrially zoned land in Burlington may come within 150 feet of residential lot lines. Of this 150 ft., the first 75 ft. must be left in a natural state. Mr. Graham suggested ' that the Article be amended to concern itself only with industrial districts abutting residentially zoned land in adjacent town. Mrs. Brown informed the board that she would like to withdraw as SILC observer SILC because of her added responsibilities as chairman of the Planning Board. PLANNING BOARD Mr. Costello agreed to accept this duty, at the pleasure of the Board of OBSERVER 1 i 1 Selectmen, and Mr. Graham suggested that the Board send a letter recom- mending his appointment. Mr. Zaleski agreed to inquire of the Board of Assessors about acquiring a second updated set of town maps for use by the Planning Board members. A letter will be sent to Mr. Grush asking his approval of the request. The following Board of Appeals notices of petitions, to be presented at a public hearing on July 13th, were reviewed by the members: Dr. Robert W. Crooke John D. Hodge Vaughan K. and Margaret Bogosian Mrs. Ralph Schontag Robert A. Bowyer Nawal K. and Carolyn C. Tanja It was decided to make no comment on the above. Petitions to the Historic District Commission from Robert and Delores Lyons and from Joseph and Mary Nye were also noted. An announcement of a meeting on June 30, 1971, of the Shawsheen River Watershed Assoc. was read. Bedford/Lexington sever lines will be discussed at this meeting. REQUEST FOR TOWN MAPS BOARD OF APPEALS PETITIONS HISTORIC DIST- RIC ISTRIC COMM. PETITIONS MEETING SHAW - SHEEN RIVER WATERSHED Mr. Costello reminded the Board of the request that the Town Counsel "PAPER" STREET' comment on the legal status of lots on "paper"streets so a policy could be defined. Mr. Zaleski related verbal comments made to Mrs. Brown and himself by Mr. Legro and stated that both written and verbal reminders of the Board's request were conveyed to Mr. Legro. Mr. Leonard Notkin inquired of the Planning Board as to the procedure for SIDEWALKS changing the specifications of Concord Ave. so as to provide space for sidewalks and was advised to consult with the Board of Selectmen on the matter. Referring to the forthcoming discussion of a housing policy for the HOUSING POLICY Planning Board, members were urged to deliver any suggestions or ideas on the subject to Mr. Zaleski by Friday, July 2nd so that they may be in- cluded in the outline on that topic for the agenda of July 7th meeting.
