HomeMy WebLinkAbout1971-03-01PLANNING BOARD MEETING March 1, 1971 Chairman Lund called the meeting to order at 7:30 p.m. with members Worrell, Clarke, Graham and Mrs. Brown, DAC representative Walter Pierce, Planning Director Zaleski, Lexington Minute Man reporter Tom Curran, and secretary Cole present. The proposed letter to the Selectmen re. Muzzey-Clarke streets municipal MUZZEY- parking lot was revised by the chairman. The letter would notify the CLARKE Selectmen of the Planning Board's intent to move for indefinite postpone- MUNICIPAL ment at the Annual Town Meeting of Articles 64 - 68, stating that off- PARKING street parking in this area is highly desirable, and that the Board will bring it up again. Members agreed that copies should be sent to the Library Trustees, owners of the Medical Building and Robert Lyon. The Planning Board members gave Francis Worrell, whose term on the Board FRANCIS has expired, an autographed photograph of Board members at a public hear- WORRELL ing in Cary Hall. The picture is similar to one to be published in the Annual Town Report. The Board approved the letter to be sent to residents of Vine Brook Rd. VINE saying that the Board voted to recommend a modification of the area pro- BROOK posed for rezoning by eliminating from it the lots on Vine Brook Rd. and ROAD the rear portion of the lot $82 Waltham St. The letter was in response to the residents' letter in opposition to commercial zoning on Vine Brook Rd. The Planning Board Report on Article 68 of the Annual Town Meeting was signed by all members. The following members and associate members of the Conservation Commission met with the Board to discuss the RH proposals to come before Town Meeting: Mesdames Frick, Rawls, Green, Messrs. Brown, Kassler, Mazerall and Smith. Dr. Kassler said that they could support the Planning Board RH proposal for the Hickory St. site but not for the Myrtle St. site. The discussion on Mark Moore's Bedford St. proposal centered around the developer's plan for drainage. Reference was made by Mrs. Frick to a letter from Mr. Brownell of the DNR saying he should be contacted about all proposals affecting the hydrology of Shawsheen River. Mrs. Frick said that it seemed to be the Conservation Commission's responsibility to ask for information about the study to which his letter refers. The Conservation Commission and Dr. Kassler in particular are unalterably opposed to the Cataldo, Bow St. Farm proposal for RH housing and would make every effort to see that it is defeated. At 8:30 p.m. the Board met with the Selectmen in the Bird Room to discuss the Meagherville RH proposals, Articles 69 and 70, the Meagherville trans- fer to conservation Article 71, and the Clarke-Muzzey municipal parking Articles 64 - 68. After much discussion, especially about the tax -title lots, Mr. Cataldo agreed that the Selectmen would discuss the Meagherville proposals further, take positions on them and let the Planning Board know the results. Mr. Lund told the Selectmen that the Planning Board would move ' indefinite postponement of Articles 64-68 and send a letter to them to that effect. As this was election night, members checked results available before return- ing to the Planning Board office to resume their meeting. The Planning Director recommended that the 72 and 74 reports be written separately. The report on Article 72 was amended. REPORT The report on Article 74 will be rewritten by Mrs. Brown.
