PLANNING BOARD MEETING
April 13, 1970
The regular meeting of the Planning Board was held in its office on
Monday, April 13, 1970. The chairman opened the meeting at 7:30 p.m.
with members Brown, Clarke, Graham, Worrell and planning director
Zaleski present.
Mr. J. A.Griecci met with the Board to discuss a 7 acres parcel of land
behind 205 Woburn St. for the development of subsidized housing. The
Board advised Mr/Griecci that part of this land is in the area which the
Town has voted to acquire for a Jr. High School site and before they
could give him any advice, he should talk with the Town Manager about
the vote and see if the Town wishes to acquire his land.
The minutes of the April 16 meeting were approved.

Mr. Zaleski, planning director, reported on the meeting which he and ROUTE 2A REPORT
Mrs. Brown attended regarding Route 2A and plans for terminating Route
2A at the National Park entrance and the use of service roads running
parallel to Route 128 to Route 2 instead of widening Route 128.
The Board met with the Lexington Interfaith Inc. to discuss with Mr. R. LEXINGTON
Larsen, Director of Boston's Interfaith Housing, Inc., his experience INTERFAITH INC.
with the Stoughton project. Mr. Herman Swartz, chairman of the Lexing- R. LARSEN OF
ton Interfaith Inc., stated that they have no plans and are waiting for BOSTON'S

suggested it might be July before a report could be rendered. Members HOUSING, INC.
of the Planning Board and Lexington Interfaith asked questions concerning
the number of units, organization, financing and maintenance of the
Stoughton project. Mr. Larsen mentioned two fears: projectitis and
the dollar value (tax return to town). He suggested a plan for a mini -
community or mixed housing which would encourage consumer ownership with
a board of directors management using trained managers. He also suggested
the Board of Selectmen, Planning Board and Lexington Interfaith, Inc. might
organize a 121A organization or that Lexington Interfaith Inc. go into
a land banking plan and accumulate good land in control for future use
for housing. Mr. Larsen stated he would be interested in helping with such
a program. Education of the public and the Town Meeting members was
discussed and a suggestion offered that members of the Interfaith group
discuss this program with individual Town Meeting members before Town
Meeting time.

The proposals received from various consultants regarding a study of
the Meagherville area were discussed. The Board agreed to meet with
Justin Gray Associates and Philip Herr and Associates and asked the
planning director to arrange for a meeting on Thursday, April 16.
The notice of a seminar on the Practising Law Institute to be held on
April 23-24, 1970 was discussed and placed on file.

The notice of the hearing on the Housing Appeals Committee rules was
discussed briefly.
A Planning Memo regarding flood plains zoning which has been distri-
buted to members was noted and placed on file.
It was suggested that the appointment to meet with Mr. Robert Lyon be
moved to April 27 and appointments be made for Dr. Robert Stewart,
Dr. Howard Smith and Mr. George Rowe, Jr. for the same evening.
Chairman Lund suggested the planning director write and ask for a
meeting with Mr. Sherwood concerning the Bedford Traffic Study.
An anonymous letter, complaining about the Carroll farm, was supplied
by Mrs. Brown. The Board decided to ask the building inspector to
investigate this matter.
The meeting adjourned at 10:55 p.m.
