HomeMy WebLinkAbout1970-02-23PLANNING BOARD MEETING February 23, 1970 The meeting was called to order at 7:30 p.m. on February 23, 1970 in the office of the Lexington Planning Board by chairman Lund with members Clarke, Fowle, Graham, Worrell and Planning Director Zaleski present. The question of providing trenches in the Winthrop Rd. area was dis- cussed. The Selectmen are agreeable to have the trenches dug by Town forces and the Board voted to authorize soil evaluation by I. v. Szillassy for not more than $200. The minutes of the Planning Board meeting of February 16, 1970 were approved. VINE BROOK RD. AREA SOIL EVALUATION MINUTES APPROVED Upon a motion duly made and seconded, it was unanimously VOTED: EXT. OF TIME FOR To extend the time within which the Planning Board must act on PL. BD. ACTION the definitive subdivision plan entitled "Springdale Estates", SPRINGDALE EST. dated July 13, 1969 by Miller and Nylander to April 28, 1970, as requested by the developer. The draft of the letter on Downing Rd. acceptance was discussed and the planning director requested to make the agreed-upon changes. The letter to the Board of Appeals opposing the variance for a commercial garage at 430 Concord Ave. was approved. It was decided to inform the Selectmen in reply to their inquiry that no housing programs under consideration in Lexington would be jeopardized by the abandonment of the Workable Program. ' The request from the Selectmen for recommendations by the Planning Board for a sidewalk installation policy was discussed next. Mr. Worrell agreed to explore the matter in more detail with a member of the Board of Selectmen. Next considered was the request by the Selectmen for comments of the Planning Board regarding the proposed direct access to the new Junior High School site. After some discussion it was decided to inquire about the location preferred by the Permanent Building Com- mittee and to discuss the specific recommendations then. Upon a motion duly made and seconded, it was unanimously VOTED: The construction of ways and the installation of utilities in the Loring Hill Estates, Sec. V subdivision having been partially, but not fully, completed, the security furnished to guarantee the construction under the terms of the bond dated January 2, 1968 and the obligations of the developer thereunder are hereby reduced from $25,000 to $5,000, as requested by the developer and recommended by the Town Engineer. The Town Counsel is authorized to return to the developer deposits in excess of $5,000. A group of residents of Winthrop Rd. and environment met with the Board to discuss the problems which may be incidental to the develop- ment of tax title land off Winthrop Rd. Mr. Drake pointed out that a number of dwellings in the area have wet basements and expressed ' fears that land development may adversely affect the conditions. The Board pointed out that the basements are substantially above the level of water in the brook and the wetness may be due to the impoundment of water next to the houses and could be corrected by proper drainage of the area. Mr. Drake stated that the residents would prefer to see the area undeveloped and preserved in its natural state, even if it means having continued wet basements. DOWNING RD. AREA DEVELOPMENT February 23, 1970 -2 Next reviewed were the drafts of Planning Board reports on Articles 85, 77-819 93-97, 91 and 99, 98 and 101. REPORTS REVIEWED Considering Article 85, the question arose whether Art. 85, Art. 86 ARTS. 85 d 86 or both should be supported. It was agreed that Mr. Worrell would prepare reports on Articles 85 and 86. The draft of the report on Article 101 was reviewed next and generally approved subject to a modification of the first paragraph and subject ARTICLE 101 to a review of other RM rezoning proposals. The meeting adjourned at 11:05 p.m. ' Francis T. Worrell Clerk Mrs. Riffin, Mrs. O'Brien of MAPC, Attorney Patricia Hagedorn, MAPC OPEN SPACE Mrs. Frick of Lexington Conservation Commission and Mr. Jackson of PLAN RE. ' Lincoln met with the Board regarding the development of land in Lex- ington south of Cambridge Water lands and next to Waltham city line. HOBBS BROOK AREA Mrs. O'Brien made a presentation explaining the position of the MAPC relative to the regional open space plan implementation. She stated that the MAPC will call a meeting of the municipalities adjacent to this area, MAPC and the Mass. Dept. of Natural Resources in the near future. The planning director mentioned having received a call in opposition to the proposed rezoning from the Lincoln Planning Board and the planning director of the City of Waltham (after a consultation with the mayor). A general discussion of the area and its future uses followed. Mr. Jackson submitted a letter from a group of Lincoln residents nearby opposing the rezoning. Mr. McSweeney, Town Engineer, met with the Board and exhibited a plan TOWN ENGR. RE. of the proposed school taking for the Cotton -Ashley land, asking the COTTON -ASHLEY Board's opinion regarding the width of access from Worthen Rd. It LAND was the consensus to provide 100 ft. wide access strip, if possible. Decisions of the Board of Appeals hearings held on February 10, 1970 B/A DECISIONS on the following petitions were noted: FEBRUARY 10,1970 Hartwell Trust - granted. Knights of Columbus - granted. Robert E. Doran - granted. Robert Bradley - granted. Mildred E. Whitney - granted. David Blake - denied. The Board specifically noted that Mrs. Whitney was granted a special M. WHITNEY permit to conduct a secretarial service in a residential district B/A PERMIT contrary to provision of the Zoning By -Law. ' Other correspondence, as listed in the agenda under information, was CORRESPONDENCE noted and placed on file.
