February 16, 1970
The meeting of the Planning Board in its office was called to order at
7:30 p.m. on February 16, 1970 by Chairman Lund with members Clarke,
' Graham and Worrell and Planning Director Zaleski present.
The budget request for the Planning Board staff for 1970, as approved BUDGET FOR
by the Selectmen, was signed by the chairman. PERSONAL SERV.
Upon a motion duly made and seconded, the Board unanimously VOTED:
To extend the time for Planning Board action on the Idylwilde
subdivision to April 28, 1970, as requested by the developer.
Next considered was the proposed building line for Wallis Ct. and
the adjacent portion of Massachusetts Ave., as requested by the
Selectmen. The draft of a reply prepared by the planning director
was discussed. It was decided to limit the response to the opinion
of the Planning Board that building lines, rather than zoning, are
considered more appropriate because of the selective nature of the
restriction. The letter was amended and signed by the chairman.

The Board agreed to take out in the motion on Art. 88 the words ARTICLE 88
"in order to fulfill Lexington's responsibility to furnish its AMENDMENT
proportionate share of such housing in the metropolitan Boston area."
The minutes of the Planning Board meeting of February 9, 1970 were MINUTES APPROVED
approved with amendments.
Next reviewed was the plan for the proposed R & D Electronic at 44
Hartwell Ave. The letter commenting on the proposal, prepared by
the planning director, was approved.
The Board reviewed the notices of the Board of Appeals hearings for
March 3, 1970. It was decided to advise the Board of Appeals that
the proposed addition to the Fudge Funeral Home meets the require-
ments of the Zoning By -Law. It was further decided to oppose the
variance for the Concord Ave. Sellars commercial garage on the basis
that it is a residential area and the previous non -conforming use
had been discontinued.
Next discussed was the sewer connection from Mason St. to the Town
sewer in the easement on the Wilson's land.

The Board discussed the proposal by the Selectmen to Lay out Downing DOWNING RD.
Rd. It was agreed to advise the Selectmen that the Planning Board ACCEPTANCE
has no objection to the laying out of Downing Rd. but that the Board
recommends that maximum effort be made to preserve healthy trees,
even if it means that the pavement would not be exactly centered
within the right-of-way.
Mr. Ernest W. Kitchen met with the Board to inquire
into the Board's

The method of handling the public hearings on Articles 87 and 88 (RH
Housing) was discussed briefly.
The draft of the Planning Board report on Art. 77-81 and 93-97,
both inclusive, prepared by Mr. Clarke, was discussed. It was
decided to add the following and send a copy of the report to the
Conservation Commission:
1. Definition of conservation restriction
2. Legality and eligibility for reimbursement
3. Recommendations of the Planning Board
The rezoning of the Hobbs Brook area to CR was considered next. It
was decided to await additional information from the MAPC before
deciding on the Board's position.

Next discussed was the Haroian rezoning proposal to RM at Concord HAROIAN REZONING
Ave. It was the feeling of the Board that priority should be given to TO RM
multi -family dwellings involving subsidized housing. The absence CONCORD AVE.
of sanitary sewer was also noted as a deterrent to the rezoning.
Other aspects of subsidized housing and apartment zoning were
discussed.
At 10:30 p.m. the Appropriations Committee, including Messrs. Gary,
Blaisdell, Boughton of Capital Expenditures Committee, Flynn,
Mitchell, Furash, White and Comptroller Perry met with the Board.
It was noted that land acquisition articles in 1970 include:
Woburn St. school site $120,000
Conservation Commission 857000

Meagherville study 109000
For a Total of $382,000
The Appropriations Committee asked the Planning Board for suggestions
of ways to reduce this total. Mr. Lund responded that the total of
$258,000 for conservation acquisitions was consistent with the $200,000
annual expenditure for conservation, considering the underspending in
the past years. The Board suggested that Art. 77, 80 and 97 may be
of lower priority than the rest. Next, a question was raised regarding
the need for $4,000 for professional services in the Planning Board's
budget. Mr. Lund explained the need for special engineering, soils
and drainage studies for problem areas.
The meeting adjourned at 11:05 p.m.
