December 15, 1969
The regular meeting of the Planning Board was held in its office on
Monday, December 15, 1969. Chairman Lund opened the meeting with
members Clarke, Graham, Fowle, Worrell and Planning Director Zaleski
present.
The minutes of the December 8 meeting were approved as amended by
the Board.
Upon a motion duly made and seconded, the Board VOTED:
To extend the time for Planning Board action on the definitive
plan of Drummer Boy subdivision dated August 18, 1969, to
February 3, 1970, inclusive, as requested by the developer.
Upon a motion duly made and seconded, the Board VOTED:
To extend the time for Planning Board action on the definitive
plan of Springdale Rd. subdivision dated July 13, 1969, to
February 3, 1970, inclusive, as requested by the developer.
Upon a motion duly made and seconded, the Board VOTED:
To extend the time for Planning Board action on the definitive
plan of Village Circle subdivision dated May 12, 1969, to
February 3, 1970, inclusive, as requested by the developer.
The next item considered was the reimbursement to Busa for extra
work on Emerson Rd. off Maureen Rd. After reading the letter from
the Town Engineer, concerning this extra work and his disapproval
of item No. 3 (subgrade preparation) of the bill submitted, the
Planning Board, upon a motion duly made and seconded, VOTED:
To recommend the payment to A. Buss, Trustee of Busa Realty
Trust, the sum of $2,381.25, reimbursement of that portion of
the cost of constructing Emerson Rd. in the Maureen Rd. -
Emerson Rd. subdivision which is attributable to the extra
width of Emerson Rd.
The third monthly bill from Roe Hendrick of Planning Engineering
and Development for the Worthen Rd. Traffic Study was discussed
next. The Board suggested the planning director contact Mr.
Hendrick and ask for a report on the traffic study before sub-
mitting the bill for payment.
The next item considered was the 1969 Annual Report of the Plan-
ning Board. Upon a motion duly made and seconded, it was VOTED:
To approve the amended 1969 Annual Report of the Planning Board.
Mr. John Felton, representing G. Arnold Haynes, Inc., presented a
preliminary plan for a proposed office building to be located on
Dr. Short's property on the east side of Waltham St. at the Waltham
line, the building to be a two-story office building with finished
basement and 30,000 sq. ft. of rentable area. Chairman Lund
suggested Mr. Felton check with the Selectmen concerning the sewer
to be constructed to service such a building and talk with the
planning director regarding steps to be taken next.

The articles prepared by Donald Graham relative to the use of
' Meagherville for subsidized housing were discussed next. It was
decided to submit two articles, one for the transfer of the tax
land in the Meagherville area for the construction of subsidized
housing and the other for a development study of the area.

After some discussion, the Board voted (3-2) not to include in the
1970 Annual Town Meeting Warrant an item providing for subsidized
housing in R0, RS and RT districts by special permit, but to report
to the Town Meeting that the matter is under study and may be pro-
posed at a subsequent town meeting. The draft of Article H3 was
amended to reflect this decision and to provide for susidized
housing in RH districts only.
It was agreed to modify Article B3 dealing with the definition of
"floor area" by quoting the entire definition, as amended, for
clarity.
Articles C, E, P, Q, R and S were approved and signed (see Appendix
to these minutes for the identification of Articles).
