December 1, 1969
' The regular meeting of the Planning Beard met in its office on
Monday, DEcember 1, 1969 at 7:30p.m. In the absence of Chairman
Lund, who was meeting with the Board of Selectmen, Vice Chairman
Fowle opened the meeting with members Graham, Worrell and planning
director Zaleski present.
The minutes of the November 17 meeting were reviewed and approved as- MINUTES
amended. APPROVED
A group ofMiddle St. residents submitted a petition pretesting the
change of zoning proposal on the Napoli Farm land, bordered by
Middle St., Marrett Rd. and Lincoln St. The Beard accepted the
petition and Walter Johnson of 50 Middle St. stated the residents
are concerned about increased traffic and would be opposed to any
multi -family developments in this area.
Mr. Fewle called attention to the letter concerning the Hatch Act
hearing in the Selectmen's Room on December 8 regarding the proposed
J. E. Prestijohn motel development. The Beard decided not to oppose
the fill but recommend strict compliance with engineering specifica-
tions. Chairman Lund returned to the meeting and chaired the Beard
for the remainder of the evening.

Messrs. Pierce, Payne and Olson of the Design Advisory Committee met DAC

with the Board to discuss and make recommendations on the housing HOUSING

program draft which was distributed by the Planning Board. Specifically

discussed were: maximum height of high-rise apartments, incentives
for developers and incentive controls by mixture of uses in a building,
location in a stable area of town, the Rte. 2 and Rte. 128 locations
for high-rise buildings, and parking areas for developments. Mr.
Pierce suggested the program should have flexibility built in for the
developers and questioned whether the Town could be assured of quality
housing regardless of the legislation the Board gets through Town
Meeting. He stated that the Town of Brookline uses a design review with
a bonus plan and suggested the Board use the Brookline legislation as
a guide. Some members of the DAC felt the density of apartments might
be higher and use of townhouses increased. The Planning Beard asked
Mr. Pierce to get an excerpt from the Brookline By -Laws regarding the
Design Review procedure and the language of the bonus plan. The
planning director was also asked to contact the Town of Brookline and
get material on the procedures they use.
Next, the Board discussed possible housing articles to be prepared for

drafts for a series of articles on housing concerned with a new RH

district to permit subsidized housing, special permits for single housing,
powers of Board of Appeals to impose dimensional controls in RH districts,
definition of low or moderate income housing and authorization for

Selectmen to lease tax -title land and sites for the Housing Authority.

' Next item considered was a letter to the Beard of Health relative
to the request from Ralph D. Catalde and Joseph A. Cataldo for a
permit for the Town of Arlington to operate a Sanitary Land Fill
program on the land owned by them located on Bow Street in Lexing-
ton. The letter, stating the Board's recommendations that the
Mill Brook Valley between the RR and the Arlington Reservoir be
left in its natural state until the completion of the Great Meadows
study, was approved by the Board.

The Beard discussed the Louis Stoic® plan for condominium units off STOICO & CASS
Maple St. and Bryant Rd., showing a proposed use of 25% as subsidized 25% SUBSIDIZED
housing. The planning director reported that Robert Cass also plans HOUSING
25% of his 180 proposed units on the Napoli Farm area to be subsidized
housing.
The discussion of the draft on Board of Appeals Rules and Regulations B/A RULES S REG.
was postponed to December 8. DRAFT
It was announced that the Planning Board members are invited to PRECINCT ONE
attend the meeting the Precinct One Town Meeting Members Association TM1A MEETING
has scheduled on December 10 in the Harrington School to discuss DEC. 10
Precinct 1 and Townwide questions concerning plans for the coming
year. Mr. Worrell plans to represent the Planning Board.
