The minutes of the Planning Board meeting of Janu- MINUTES ary 13, 1969 and of the executive session on the same date were approved with minor corrections. Upon a motion duly made and seconded, it was unani- CENTRE ESTATES mously VOTED: (CAROL LANE) The work in the Centre Estates (Carol La.) subdivision having been partially completed to the satisfaction of the town engineer, the obligations of the developer under the terms of his Agreement with the Town and the $13,000 surety furnished to ensure the performance of the required work are herewith reduced from $13,000 to $1,000. The Town Counsel is authorized and requested to withdraw and return to the developer deposits in excess of $1,000 from the Lex- ington Trust Co. Bank Book 033804, held by, the town. The preliminary subdivision plan of Springdale Rd. sub- SPRINGDALE RD. ' division was reviewed by members of the Board and upon a motion duly made and seconded, it was unanimously VOTED: to waive the cul-de-sac length requirements with re- spect to the preliminary layout submitted. It was also decided to request the developer to submit a plan showing how the land could be subdivided in a conventional manner with the same number of lots. The zoning violation complaint againg Fitzgerald, 0430 0430 CONCORD AVE. Concord Ave., was discussed next. It was felt that the Build- ing Inspector's reply that he had informed Mr. Fitzgerald of the violation and is awaiting Board of Appeals decision is insufficient. Upon a motion duly made and seconded it was VOTED: to authorize the chairman to write a letter recommending that the Building Inspector take further action in the matter and require in writing that Mr. Fitzgerald stop operating an automotive repair business, such requirement being in a form suitable for being referred to at the Board of Appeals hearing. The Board agreed to publish the letter from H. S. White and LETTER RE Edward Green relative to the proposed moderate income housing, MODERATE INCOME subject to Mr. White's agreement. Mr. White's proposal was then HOUSING discussed briefly and it was decided to ask for a more definite January 20, 1969 -2- commitment to build so as to meet the federal requirements, whether at the outset or at a later date; or else to agree to g#ve the town meeting an opportunity to review the zoning, if the federal aid is not approved. The Board also decided to invite all Planning Board candidates to attend Planning Board meetings beginning with January 27. A table showing how the existing nursing homes con- form to the proposed zoning amendments was distributed by the planning director and reviewed briefly by members of the Board.' Mrs. Riffin read a draft of a proposed reply to the Selectmen regarding the "Land Advisory Committee". Mrs. Riffin's proposal would create a technical committee of town employees, including the assessors' clerk, the town engineer and the town counsel, instead of a citizens committee. The proposal was generally considered preferable to the Select- men's original proposal. The Board voted to authorize the chairman to advise the Selectmen that, in the opinion of the Planning Board, a technical committee composed of 3 town em- ployees could be quite useful, but that a citizens committee would be of little value, if any, and stress the need for a paid negotiator. The question of presentation of zoning amendments at public hearingswas taken up next. It was the consensus that the amendments relative to minor technical corrections to the By -Law at February 13, 1969 hearing would be presented by the chairman. The manner of acquiring Hayden Wood backland and the form of options was discussed next. Questionnaires regarding the future operations of the Board and the preliminary 1968 report of the Capital Expend- itures Committee were distributed to the Board for review and comment.
