HomeMy WebLinkAbout1968-09-031 1 PLANNING BOARD MEETING September 3, 1968 The meeting of the Planning Board in its office in the Town Office Building, was called to order by the chairman, Mrs. Riffin, at 7:30 p.m. with members Worrell, Lund and Planning Director Zaleski present. The minutes of the Planning Board meeting on August 12, 1968 were discussed and several amendments made. At 7:50 p.m. Dr. Clarke joined the meeting. At 8:00 p.m. Mr. Kyprianos met with the Board to dis- cuss the building on his lot on the unimproved ("paper") portion of Summit Rd. A plot plan dated 9/3/68 was pre- sented by Mr. Kyprianos and reviewed by the Board. After Mr. Kyprianos withdrew, the Board considered the matter and, upon a motion duly made and seconded, it was unanimously VOTED: It is the sense of the Board that upon the submission by Mr. Kyprianos of a plan showing adequate turnaround easement at Summit Rd., and agreement to construct a driveway of width and construction satisfactory to the Town Engineer, the Board would waive the access requirements to this lot. MINUTES SUMMIT ROAD - KYPRIANOS Mr. Levy met with the Board to discuss the proposed P.U.D. PROPOSED P.U.D.- off Bryant Rd. The plan dated April 9, 1968 was revaewed. It BRYANT RD. was agreed that the Board would view the area on Sunday, Septem- ber 8th at 1:30 p.m. before deciding on its position. The layouts for the Clematis Rd. subdivision as prepared CLEMATIS ROAD by the planning director and by Mr. Pierce of the Design Ad- visory Group were reviewed. It was decided to follow the original layout prepared by the planning director and to dis- cuss with the Selectmen the ways of connecting Worthen Rd. across the Bowman School land. The draft of letter to the Board of Appeals relative to the proposed Drummer Boy P.U.D. was reviewed next and approved with several modifications. The printing of the new zoning map was taken up next and it was voted to print 500 copies of the street map showing ac- cepted public ways, unaccepted ways open to public use, state highways, and access ways which are not legal streets. B/A LETTER RE DRUMMER BOY P.U.D. ZONING MAP The letter from Mr. L. Colwell regarding the use of Dr. LETTER -L. COLWELL Short's lot at Waltham line as a site for an automobile sales ' agency was read next. It was decided that the planning director would prepare a reply expressing the Board's position. The September 3, 1968 -2- Board is not in favor of rezoning this C4 land for a retail use and would prefer to see it developed for apartments in accord- ance with the Metcalf and Eddy Master Plan. The letter prepared by the planning director relative to the sale of tax title lots 8 and 52, Assessors' Map 24, was reviewed and approved. On recommendation of the planning director the Board postponed action in relation to the non -completion of Elena Rd. construction by Mr. Foley. The notices of Board of Appeals hearings on September 10, 1968 were read and placed on file. Mrs. Riffin reported on a meeting with Mr. Cusick of MBTA which she attended with Mr. Cole and others to discuss the extension of MBTA rail services into Arlington and Lexing- ton. Mr. Cole protested the proposed curtailment of existing bus services. TAX TITLE LOTS 8&52 ELENA RD. B/A HEARINGS MBTA Mrs. Riffin next informed the Board of the meeting of COMMITTEE ON the,Committee on Suburban Responsibility and of the Committee's SUBURBAN RESP. request that the Planning Board undertake the preparation of a WORKABLE PROGRAM ' Workable Program for the Town. A general discussion followed regarding the policies, the scope and the feasibility of various proposals before the committee. The Board next discussed the request from A. Busa for the reimbursement of the cost difference between a 12" and a 24"-30" drain in the Maureen Rd. subdivision. Since the in- creased drain size is a result of Town actions, the Board voted to approve the payment of the differential in costs upon the installation of the drain.
