Mr. Lund reported on his conversation with the Town
P.U.D. Counsel relative to the grant of easements in planned unit
developments and the legal problems involved.
Mr. George B. Johnson met with the Board to discuss
MASTER PLAN the progress of long range financial study and circulation
components of the Master Plan.
Mr. Donald Legro, Town Counsel, came in to discuss
P.U.D. the conveyance of open lands in planned unit developments
and the Board postponed until later in the evening the re-
view of Mr. Johnson's circulation proposals in order to
take up the problem of open space grants with Mr. Legro.
As a temporary solution it was decided that the Town should
accept all open space in Outhet's Conestoga Rd. subdivision
and that the Town Counsel will study the possible approaches
for a permanent resolution of the problem.
The Board then resumed the discussion of circulation
CIRCULATION PLAN plan. The Board was not in agreement with the consultant's
proposals for the relocation of Harrington Rd. and for the
general re-routing of center traffic. The Board was also '
opposed to the proposed connection of Emerson Rd. to Mass.
Ave. near Tower Park for the reason that this would en-
courage the use of Emerson Rd. by through traffic. Several
other modifications were recommended by members of the Board.
Mr. Zaleski reported that the 3.2t acres of land
ESSARIAN LAND Essarian had offered to the town for $10,000 has been appraised
by Mr. Berglund at $2,500. In view of the difference, no
negotiated price appears possible at this time. Mr. Essarian
is going ahead with subdivision and the open land can be re-
appraised or taken by eminent domain at some time in the
future, if desired.
The meeting adjourned at 11:15 p.m.
Evert N. Fowle, Clerk
