HomeMy WebLinkAbout1967-06-19PLANNING BOARD MEETING June 19, 1967 A regular meeting of the Lexington Planning Board was held on Monday, June 19, 1967 in its office, Town Office Building. The meeting was called to order by Chairman Greeley at 7:30 p.m. with members Fowle, Lund, Riffin and Worrell, and Planning Director Zaleski present; also Peter Brown, Planning Intern. Minutes of the meetings of June 5 and 12, 1967 were approved. Letter to Ephraim Weiss relative to his zoning sug- gestion was approved. MINUTES The endorsement of plans submitted with Form A applica- tions #67-18, #67-19, #67-20 and #67-21 was deferred to permit FORMS A review as to eligibility for endorsement as not requiring approval under the Subdivision Control Law. At 8:00 p.m. the duly advertised public hearing on the approval of the definitive subdivision plan of Carnegie Place CARNEGIE PLACE The duly advertised public hearing on the approval of the definitive subdivision plan of Bushnell Rd. (Loring Hill BUSHNELL RD. Estates, Sec. IV). The hearing was attended by William - Sullivan, prospective developer, and property owners Bushnell, HEARING Petty, Mabardy, Rantor, Hinckley, Lehr and others. The proposed subdivision was described by Mr. Sullivan and viewed by those present. Letter from the Town Engineer making a number of engineering recommendations was read by the Chairman. Mr. Hinckley read a letter objecting to the road on the grounds of traffic safety and destruction of trees and recommended the use of the existing driveway onto Waltham St. instead. Thechairman pointed out that the Worthen Rd. exit is less hazardous than the Waltham St. exit and stressed the need for compliance with town's regulations. The hearing was de- clared closed at 9:00 p.m. Upon a motion duly made and seconded, the Board unani- mously was declared open. Atty. Donald Sleeper, Jr. outlined the - proposal to extend Carnegie Place to connect with Ingleside HEARING Road. Letter from the Town Engineer recommending a number of minor technical modifications to the plan was read. Mr. Wathen-Duna questioned the legality of gravel removal from the side and its effect on adjacent properties. The Board was of the opinion that the submission of a proposed grading would be necessary. The hearing was attended by Mr. Spagnuola, developer; Donald Sleeper, Jr., attorney; and property owners Mr. and Mrs. Klemm and Mr. and Mrs. Wathen-Dunn. The need for a guidance manual on planned unit develop- P.U.D. ment was discussed next. It was decided to ask Design Advisory Group for suggestions. Mr. Worrell recommended that informational monographs on various planning questions be distributed to acquaint the residents, or at least town meeting members. Mr. Worrell submitted a memorandum of items recommended for further study by the Board. These items and Mr. Fowle's memo about HUD assistance are to be discussed in the near future. Mr. Mark Moore submitted for Planning Board review a pre - M. MOORE PRE- liminary plan of a subdivision of land northeast of Bedford St. LIMINARY PLAN and southeast of Revere St. The plan was taken under advisement by the Planning Board. Letters from the Town Engineer relative to a review of sub- division plans after corrections recommended by the Engineering Dept. and relative to the classification of local and minor streets were read and it was decided to discuss these items and the length of dead-end streets some time in the near future. A preliminary sketch of a subdivision of Essarian land , ESSARIAN off Nickerson Rd. was viewed by the Board. The question of acqui- LAND sition by the Town of 3.2 acres left open was discussed at some length. The Board decided to ask for 24 ft. wide pavement in 50 ft. right-of-way and to agk the appraisal of the value of the open land. The notice of public meeting relative to the filling of Lincoln St. playground area on June 22, 1967, was read and dis- cussed. Board of Appeals decisions, as follows, were read and noted: Ralph Hall, granted Lex. Tennis Club, granted Hartwell -Lex. Trust, granted Harry Knight, denied C. Ciriello, denied David Myerson, denied Harvey Newgent, held over Frank Bateman, withdrawn by petitioner Letters to Messrs. Benoit and Foley relative to a pedestrian easement from Birch Hill subdivision were approved.
