HomeMy WebLinkAbout1967-02-20PLANNING BOARD MEETING IFebruary 20, 1967 A regular meeting of the Lexington Planning Board was held in its office, Town Office Building, on Monday, Febru- ary 20, 1967. The meeting was called to order by Chairman Greeley at 7:30 p.m. with members Fowle, Riffiu and Worrell, and Planning Director Zaleski present. Minutes of February 13, 1967 meeting were approved as MINUTES amended. The discussion of reports on housing and the cost of town services was postponed due to the scheduled meeting with Mr. Schumacher. The letter from the Town Engineer relative to the pro- posed subdivision of Schumacher land between Wood St. and Am- AMHERST ST. herst St. was read. It was decided to -ask Mr. Benjamin EXTENSION Zerbey of the Minute Man National Park to meet with the Board and to confirm in writing his earlier oral statement to Mr. SCHUMACHER Zaleski that the access to Mass. Ave. via Bonair Ave. will not be closed off until an adequate alternate street access Is first provided. Mr. Fowle recommended two additional accesses to the open land from Amherst St. extension in the northerly and easterly portion of the proposed subdivision via 20 ft. pedestrian easements. Mr. Schumacher expressed the with to develop the subdivision slowly, in stages, starting from either or both ends. Mr. Fowle pointed out that the con- tours on the preliminary plan were incorrect and that in the course of a physical inspection of the site he was unable to reconcile the actual topography of the land within the Edison easement with the plan. It was decided to request that the contours be shown correctly on the plan. The Board then resumed the discussion of the report on the cost of services and decided to study it some more. The release of lots on White Pine Lane was executed by MASON ST.EXT. the Board. Letter approving the laying out and acceptance of STREET streets as listed in the minutes of the February 6 meeting was ACCEPTANCE signed by the Chairman. Letter from the Selectmen to the Chief Engineer of the WATERTOWN ST. State D.P.W. relative to the construction of Watertown St. at Rte. 2 was noted and placed on file. Mrs. Riffin reported that Brewster's at Concord Ave. ' BREWSTERS was reported to be planning a change in its operation to drive-in service. It was decided to point out that a change in operation would likely constitute"an increase in a non- conforming use. Reports on articles for the 1967 Annual Town Meeting TOWN MEETING were discussed next and it was decided to have explanatory ARTICLES reports prepared as follows: Emerson Rd. - Mr. Greeley Beautification Study - Mrs. Riffin Option fund - Mr. Zaleski Lot A, Peacock Farm - Mr. Fowle Tufts Rd. Cedar St. (Lloyd) - Mr. Zaleski T 1 rezoning - Mr. Zaleski Worthen Rd. at Marrett Rd. - Mr. Worrell These reports should be ready for distribution by the T.M.M.A. on March 7, 1967. A request that a member of the Planning Board speak CONSERVATION at a meeting of the Citizens for Lexington Conservation on March 8 was relayed to the Board by Messrs. Greeley and Fowle. Mr. Fowle agreed to speak for the Planning Board. JUNE TOWN Possible articles for the June Town Meeting were taken , MEETING up next. Mr. Fowle suggested the following articles: 2-2G-67 -3- 1. Suss- man; plan dated Nov. 5, 1966, untitled "Rossetti Land Sussman Whipple Hill, 4.2A" by Wilbur & Nylander, C.E.'s & Surveyors. Re: Street Acceptance Gentlemen: -4- February 17, 1967 The laying out and acceptance as town ways of the streets listed below has been referred to and reviewed by the Lexington Planning Board as provided for by General Laws, Chapter 41, Section 81-I. Dear Sir: A zoning amendment adopted by the Town in 1966 requires a 10 ft. green strip of grass, shrubs, trees, etc. along the boundaries of lots in CN districts. Presumably your service station is not subject to this re- quirement since the permit for it was issued prior to this amendment. However, the Planning Board recommends that you give serious considera- tion to providing green strips at the boundaries of your lot. The Plan- ning Board believes that strips of grass and shrubs, even if less than ten feet in width, will do much to improve the appearance of the inter- section, particularly by providing a visual separation between the paved area of the lot and the street (except for the necessary driveway en- trances of course). 1 L C 2-20-67 -5- Your service station occupies a strategic location at one of the principal entrances to Lexington and our recommendation is based on the belief that you share our desire to make such entrances as attractive as possible.
