HomeMy WebLinkAbout1966-11-21PLANNING BOARD MEETING November 21, 1966 A regular meeting of the Lexington Planning Board was held in its office on Monday, November 21, 1966. The meeting was called to order by Chairman Campbell at 7:30 p.m. with members Fowle, Greeley, Riffin and Worrell, and Planning Director Zaleski present. Minutes of the Planning Board meeting of November 7, 1966 were discussed. It was decided to expand on the MINUTES proceedings of the public information meeting on Muzzey St. rezoning. At 7:45 the Board met with the Capital Expendi- tures Committee to discuss_ Planning Board's recommenda- CAPITAL EX - tions for open land acquisition. It was decided to change PENDITURES COM. center beautification recommendations of $120,000 for 1967 and 1965 to five years at $100,000 each for parking lots and beautification. At 9:30 the Planning Board adjourned to the office of the Selectmen for a joint meeting in executive session SELECTMEN - to discuss matters which, if prematurely disclosed, may WORTHEN RD. ' adversely affect the financial interests of the Town. Following a discussion of Worthen Rd. the executive ses- sion was dissolved and a joint open meeting resumed. The Board then discussed the Planning Board news- paper release on town -wide beautification program. It BEAUTIFICATION was agreed to investigate further the placement of wires in PROGRAM public ways underground while leaving it as a statement of intent. Mr. Cole and Mr. Carroll brought up the question of additional maintenance and the cost of snow plowing, in green islands in cul-de-sacs. The Board of Selectmen was not in favor of financial aid to residents in Historic Dis- tricts for property improvement. Mr. DiNunzio suggested a set of guide lines for piping or protecting brooks and streams. Otherwise the Selectmen had no objection to the publication of the release with the understanding that it will be for a long-range program and not for immediate implementation. The proposal for a recreation design com- mittee was postponed to give the Selectmen a chance to study the "Recreation Plan" prepared by the Planning Board. A letter from Massachusetts D.P.W. commission re: Worthen Rd, connection to Rte. 2 was read by the chairman of the Board of Selectmen. A public discussion followed after which the Planning Board resumed its meeting in its office. 11-21-66 The Board next considered the topics of discus - INFORMATION sion for the December 7, 1966, public information meet - MEETING ing. It was agreed to discuss Muzzey St. -Waltham St. zoning, Bedford St. zoning and town beautification. The Board next reviewed the possible articles TOWN MEETING for 1967 town meetings as listed by the Planning Director ARTICLES and adopted the amended list (see Addenda). Nickerson Rd, definitive subdivision plan en- NICKERSON RD. titled "Woodbridge Estates" dated June 17, 1966 was reviewed by the Board and its approval voted subject to the following conditions: -L- 1. The Planning Board waives the requirement for the construction of a way next to lots 5 and 6 in con- sideration of the developer granting the town the right to have this way and all utilities therein constructed, used and maintained. 2. The Planning Board waives the requirement for paved sidewalk in Morgan Rd. 3. The way shown on the subdivision plan shall be named Nickerson Road. The Board also decided to request that a 10 ft. wide pedestrian easement be provided to Estabrook Rd. opposite Stimson Ave. MASON ST. The definitive subdivision plan of Mason St. PEACOCK FARM (Peacock Farm VI) subdivision was endorsed by the Plan- ning Board. The following letters were approved and signed by the chairman: a. To Building Inspector relative to status of Stratham Rd. b. To Selectmen re: sale of tax title lot on Round Hill Rd. to abuttors and not for building. c. To Selectmen transmitting Procedural Rules d. To Selectmen transmitting Recreation Plan e. To Board of Appeals transmitting portion of codified zoning by-law draft dealing with Board of Appeals f. To Conservation Commission agreeing to use of the Board's office by the Commission subject to certain conditions. The Board noted the approval by the Board of Appeals of "cluster" development off Wood St. .proposed by E. Outhet. Suggested zoning amendment relative to junk storage was referred to the Planning Director for review and recommenda- tion. 1 L 1 11-21-66 The meeting adjourned at 11:55 p.m. Natalie H. Amend zoning by-law to establish a new CT district 3. Amend zoning to "legalize" existing lots in CS districts even if smaller than now required. Possibly reduce lot size requirements. 4. Rezong A&P, Rowe Chevrolet, Fire Dept., Lexington Lumber, Coal and ' Oil Co., one or two houses on Camelia Place to CS. 5. Rezone C.J.Maney to CS (or new CT?) 6. Rezone K.of C.to CS (or new CT?) 7. Rezone 3 or 4 houses between K.of. C.and PWD -3- It was decided that the Planning Director will contact his counterpart in Arlington for comment on the possible re- zoning to CS of land in Lexington adjacent to Arlington's Housing for the Elderly. A letter to the Selectmen recommending action to widen Bedford St. between Hartwell Ave. and Rte. 128 will be prepared by the Planning Director for review by members of. the Board.
