HomeMy WebLinkAbout1966-11-07PLANNING BOARD MEETING 1 November 7, 1966 A regular meeting of the Lexington Planning Board was held in its office, Town Office Building, on Monday, November 7, 1966. The meeting was called to order by Chairman Campbell at 7:30 p.m, with members Fowle, Riffin, and Worrell, and Planning Director Zaleski present. Mr. G. Nicolai submitted the definitive subdivision plan of Heritage Drive (Heritage Acres), dated Oct. 18, 1966, by Everett Brooks Engineering Co. The plan was accepted by the Board with proposed utilities and pro- files on tracings being in pencil on the condition that they be inked in prior to the public hearing. The Board next discussed the presentation of sub- ject matter for the 8:00 o'clock public hearing relative to the rezoning of Muzzey St. -Waltham St. area. Mr. Fowle presented a suggested set of requirements for a transi- tional business zone between C 2 and Forest St. (see addendum.) Minutes of Planning Board meeting of October 31, HERITAGE DR. ' Notices of Board of Appeals hearings to be held on November 15, 1966 were read and noted, as follows: Amicon Corporation Richard J. Lawless M.I.T., Lincoln Lab E. E. Outhet Mr. Fowle agreed to represent the Planning Board at the cluster development hearing for the Outhet subdivision off Wood St. Letter to Aetna Casualty & Insurance Co, relative to the progress of construction in the Carriage Grove subdivision was signed by the chairman. At 8:00 p.m. the Board adjourned to Estabrook Hall where an informal public meeting was held to discuss Plan- ning Board ideas regarding the rezoning to business of the area between Muzzey and Waltham Sts. The meeting was attended by 23 residents. Chairman Campbell explained that the Board was considering rezoning the area to some type of business use, as this is a part of the long range plan, supported by recent recommendations of a planning consultant. Mr. Fowle suggested that a transitional zon- ing to minimize impact on adjacent residential properties may be desirable. Of those attending, the majority, consisting of HERITAGE DR. OF APPEALS HEARINGS CARRIAGE GROVE SUBDIVISION INFORMAL MEETING REZONING MUZZEY- WALTHAM STS. 11-7-66 -2- owners of properties near the area considered for rezoning, opposed the rezoning to C 1. Of the seven owners of land ' proposed to be rezoned, six were present and in an informal vote three expressed themselves in favor of rezoning to C 1 or to a new business district of transitional character, two were opposed and one stated that the rezoning appeared inevitable and he would rather be included under those cir- cumstances. Chairman Campbell left the meeting at this point being indisposed. Resuming the meeting in its office, the Board reviewed the statements made by residents in the public meeting. The minutes of Selectmen's meeting of October 24 were taken up next and excerpts relative to center playground and to the meeting with the Planning Board read. Notices of historic District Commission hearings on 18 Muzzey St. and First Parish Church were read and placed on file. In atypical 45' x 150' lot in the Waltham-Muzzey St. area the maximum building size would be about 25' x 30' (2 floors) and this may be economically not attractive, thus encouraging consolidation or resubdivision of lots into maximum size allowed. Lot coverage unnecessary since parking requirements would not permit 25% coverage.
