PLANNING BOARD MEETING
May 2, 1966
A regular meeting of the Lexington Planning Board
was held on Monday, May 2, 1966, in its office, Town
Office Building. The meeting was called to order by
Chairman Campbell at 7:45 p.m. with members Fowle, Greeley,
Riffin and. Worrell, and Planning Director Zaleski present.
The Chairman announced that Mr. Sussman's 8:00 p.m.
appointment with the Board had been cancelled.
Minutes of the meeting of April 25, 1966, were
approved.
It was decided that Mr. Zaleski would bring the
question of curb cuts regulations with the Traffic Study
Committee.
Plans were submitted with Form A applications as
follows:
#66-15, submitted April 28 by Lex -Wood Poultry
Farms, Inc.; plan entitled "Plan of Land in Lex-
ington, Mass.", scale: 1" s 40', dated April 20,
1966, Miller & Nylander, C.E.'s & Surveyors.
#66-16, plan submitted May 2, 1966 by Ace Con-
struction Trust, Leo Ensico; plan entitled "Plan
of Land Lexington, Mass.", scale: 1" s 20', dated
May 2, 1966, Robert H. Dunning, Surveyor.
After the plans were reviewed by members of. the Board,
upon motion duly made and seconded, it was
VOTED: to endorse the plan submitted with Form A #66-15
as not requiring approval under the Subdivision
Control Law.
Form A #66-16 was not acted upon.
The Board reviewed preliminary sketches of land
subdivision at Wood St. submitted by Mr. Outhet. It was
decided that Mr. Fowle would look over the land and make
recommendations to the Board as to the land's usability.
Mr. Napoli met with the Board to discuss the possi-
bility of rezoning his lot at #10 North Hancock St. next
to his store to CN. Mr. Napoli presented members of the
Board with a plot plan showing the two lots he owns. The
proposal was discussed by members of the Board and it was
recommended that Mr. Napoli come in with a citizens'
petition for one of the future town meetings. The Board
will continue to study the situation.

Plan of lots submitted by Attorney Russian for
RICHEY - Mr. Richey showing land at Young and Dunham Sts., dated '
YOUNG & DUNHAM January 1966, was reviewed and it was the consensus of
STS. the Board that their opinion as to the status of streets
in this subdivision, as expressed in the letter of December
3, 1965 to Mr. Russian, was still the same.
Preliminary plan of land off Follen Rd., submitted
STOICO - by Mr. Stoico and amended by him by addition of more land
FOLLEN RD. to be deeded to the town, was discussed at some length.
The Board agreed to go along in principle with the pre-
liminary planus amended.
Mr. Zaleski conveyed a request from Mr. Guyton
NICOLAI - Nicolai for advice on the preferred layout of street when
VOLUNTEER WAY subdividing his land off Volunteer Way. A letter from
Mr. Kobrick on the subject of street connecting the land
they owned off Grove St. to the Nicolai land was read and
discussed. The Board was in favor of a "horseshoe" -shaped
street on Nicolai land rather than a connection to the
Kobrick land.
Notices of Historic Districts Commission hearings
on May 4, 1966 were noted and placed on file.
The scheduling of public hearings on the zoning
ZONING HEARINGS by-law amendments was considered next. The Board agreed
to hold all public hearings on May 23, 1966.
Minutes of Selectmen's meetings of March 28, 30,
April 4 and 11 were noted and portions dealing with the
revitalization of the center read and discussed.
A letter from a number of residents relative to
AUGUSTUS RD. the condition of streets in the Country Club Manor sub-
division was read by the chairman. Mr. Zaleski reported
that the bonding company and the developer, Mr. Taurasi,
had been informed of the complaint and of the possibility
of the town enforcing the bond. The Board decided to send
a reply to Mr. Doppler of Augustus Rd. informing him of
the action taken.
A letter from Peacock Farms Association requesting
MASON ST. EXT. the Planning Board not to take action on the preliminary plan
of Mason St. Extension until the residents of Peacock Farms
had a change to make recommendations was read and noted.
After a brief discussion, the Board submitted to
ARTICLES FOR the Selectmen the following Articles for the Warrant for
WARRANT the June 20, 1966 special town meeting:

A. Amend Building By -Law to permit the appointment
of Assistant Building Inspector.
' B. Amend Zoning By -Law to prohibit parking and
driveways in C 1 districts within 10 ft. of
R 1, R 2 and A l Districts.
D. Amend Zoning By -Law to permit reduction of
street frontage on turnarounds, if lot width
at minimum front yard depth is not less than re-
quired frontage.
F. Amend Zoning By -Law to permit a reduction of
required parking from 2:1 to 1.5:1 ratio in
C 1 districts.
G. To change the name of Moreland Ave, in the Min-
ute Man Highlands Sec. IV subdivision to
Philip Rd.
J. To authorize the acceptance of open land from
Stoico in accordance with cluster zoning pro-
visions.
The meeting adjourned at 10:20 p.m.
