HomeMy WebLinkAbout1965-10-18PLANNING BOARD MEETING ' October 18, 1965 A regular meeting of the Lexington Planning Board was held in its office, Town Office Building, on Monday, October 18, 1965. The meeting was called to order by Chairman Bryson at 7:30 p.m. with Members Fowles Greeley and Riffin and Plan- ning Director Zaleski present. Minutes of the meeting of October 11, were approved. Plan submitted with application Form A #65-46 en- titled "A Compiled Plan of Land in Lexington, Mass.", dated Oct. 1, 1965, scale: 1" - 40', Miller & Nylander, C.E.'s & Surveyors, was reviewed by members of the Board. It was de- cided to request the applicant to withdraw and amend the plan so as to show more regular shaped lots. The Board would recommend the granting of the necessary variance by the Board of Appeals. Mr. Camarano's request for the reduction of bond on Carriage Dr. subdivision was discussed next. The Board had previously refused to reduce the bond as Mr. Camarano didnit complete the construction by the agreed-upon date of June 15, 1965. In view of a letter from John J. Carroll, Town Engi- neer, stating that the delay in the construction was based on his request so as to allow settlement before paving, the Board unanimously VOTED: to reduce the penal sum of the surety company bond furnished to guarantee the construction of streets and the installation of municipal services in the Carriage Drive subdivision from $30,000. to $8,000, and to ex- tend the time within which said construction and in- stallation must be completed to June 15, 1966. The Board met with Messrs. Al Hruby and Stillman Williams of the Lexington Housing Authority. Mr. Hruby re- quested the Board's approval of a request that the Board of Appeals grant a variance which would allow the Housing for the Aged to have less than the required 200 ft. frontage on a way. Mr. Hruby explained that proper streets will be built in the development, but the delay which would be caused by awaiting their approval as a subdivision would force the post- ponement of the entire project. Mr. Williams also requested a favorable consideration by the Planning Board of a request for a Board of Appeals variance permitting the reduction of parking .to be provided to 1/4 of the required total. Mr. ' Williams stated that one parking space for every four units is considered adequate for the public housing for the elder- ly. The Board felt that evidence in support of this Conten- tion would be necessary and that provisions should be made for additional parking, should changing conditions justify it. The Board agreed to support the petition for the variance ' permitting a reduction in the required frontage. The Board next discussed the range of permitted uses in the proposed service and trade district. Planning Director's proposal for the revision of the NURSERIES zoning by-law provisions relating to nurseries was generally approved. It was decided to request that the proposal be reviewed by the Board of Appeals. Planning Director's proposals for the revision of frontage regulations of the zoning by-law were discussed and referred to the Planning Director for further study. Letter from MAPC to Planning Director and his proposed reply were discussed next. A request from Ledgemont Laboratory (Kennecott Copper KENNECOTT Corp.) for approval by the Planning Board of a proposed COPPER CORP. addition to the existing Ledgemont Laboratory research facility and the accompanying site plans were reviewed by members of the Board. The Board voted to authorize the Planning Director to verify that all applicable provisions of the zoning by-law were being observed and if they were, notify the Board of Appeals that the proposed addition met with the approval of the Planning Board. Roberts; plan entitled Plan of Easement for Sidewalk in Lexington, Mass.", dated Oct. 6, 1965, Miller & Nylander, C.E.'s & Surveyors. #65-48, submitted Oct. 15, 1965 by Central Lexington Real Estate Trust, William H. Ryan, Trustee; plan en- titled "Plan of Land Owned by Central Lexington Real Estate Trust in Lexington, Mass.", dated Sept. 16, 1965, Miller & Nylander, C.E.'s & Surveyors. The Board read and noted a letter from the Selectmen in- forming the Board that the exchange of land with Castoldi in the Willards Woods area was to be concluded as authorized by the Town Meeting. A letter from Stephen Ells, Lexington Conservation ' Commission, relative to conservation planning was read and 10-18-65 _:3_ ' referred to the Planning Director. TMMA Land Use Committee's questionnaire relative to the proposed "Service and Trade" district was reviewed by the Board. Letter from Mass. Federation of Planning Boards re- lating to a new procedure on highway land acquisition by the State and a notice of a Federation meeting on October 23, 1965, were read and noted. Minutes of the Selectmen's meeting on Oct. 4, 1965 were read and placed on file. Planning Director memo relating to the organization of planning functions in Lexington was discussed at some length.
