HomeMy WebLinkAbout1965-10-04PL YN"ING BOARD MEETING ' October 4, 1965 A regular meeting of the Lexington Planning Board was held in its office, Town Office Building, on Monday, October 4, 1965. The meeting was called to order by Chairman Bryson at 7:30 p.m. with Members Campbell, Fowle and Riffin, and Planning Director Zaleski present. FDA alternate proposals forithe revitalization of the Lexington Central Business District were discussed. At 8:00 p.m. Mr. Bryson left to attend a meeting of the local businessmen to discuss the CBD proposals while Mr. Campbell took over the chair. ivir. Donald Nickerson and Mr. Aiden Ripley met with Reviewed by the Board were plans submitted with Forms A as follows: /#65-43, submitted Sept. 22, 1965 by Town of Lexington; plan entitled "A Subdivision of Land Oourt Case No. 12675 in Lexington, Mass.", dated ept. 16, 1965, Miller & Nylander, C.E.'s & Sur- veyors. 165-44, submitted October 4, 1965 by Town of Lexington; plan entitled "Plan of Lot D-1 Waltham St. Lexington, Mass.", dated Feb. 16, 1965, John J. Carroll, Town Engineer. ;#65-45, submitted October 49 1965 by Viilfred L. Morris; plan entitled "A Compiled Plan of Land in Lexington, Mass.", dated Sept. 7, 1965, Miller and Nylander, C.E.'s & Surveyors. Upon motion duly made and seconded, it was unanimously ' VOTED: that the above plans do not require approval under the Subdivision Control Law. BOARD OF APPEALS NURSERIES FORMS A the Board to discuss the problems incident to the nur- series, as permitted by the zoning by-law, particularly the sale by nurseries of items other than plants grown on the site. Mr. Nickerson suggested that a definition of a "nursery" would be helpful. Mr. 13ipley pointed out that there are five flourishing garden centers in Lexington - ' P4illican, Wilson, Gold Ribbon, Davenport, IvTodoono. The problems were discussed at some length and the Board took the matter under advisement. BOARD OF APPEALS NURSERIES FORMS A 10-4-65 -2- A preliminary plan submitted by June Augusta with 0 OF Form C, dated October 4, 1965, was reviewed by members of the Board. It was noted that the proposed layout shows a SUBDIVISION T-shaped turnaround and a pedestrian easement to Mass. Ave. in lieu of the regular turnaround and sidewalk on Spencer St. A suggestion was made that the possibility of street extension to the RR for a future connection to the Town land on the other side of the RR. The Board then tenta- tively approved the preliminary plan entitled "Preliminary Plan of band in Lexington, Mass-", dated Sept. 22, 1965, Joseph W. Moore, Inc. subject to the acceptability of the layout to the town engineer. Mr. Legro, Town Counsel, next met with the Board to LACONIA STREET discuss the parcel of land at the northwesterly corner of Lowell and Woburn Sts. bisected by Laconia St. Mr. Legro pointed out that the owners of the lots in question were agreeable to the relocation of Laconia St. onto the Kelly lot opening on Lowell St. and would bear the cost of re- location of the street and of the water main, but not of relocating Laconia St. to the westerly side of their lot. The Agreement that the Town would give 20 days notice on any change of zoning in this area will expire on October 30, 1965. The Board, after discussion, decided to con- sent to an extension of the Agreement to January 15, 1965. Letter from Mr. Camarano requesting the reduction CARRIAGE GROVE of ,'30,000 bond to $8,000 was reviewed by the Board. It ESTATES was voted that, insofar as the subdivision had not been completed by June 15, 1965, as agreed, the Board was CAMARANO opposed to the reduction ofthe bond. The planning director was instructed to communicate the decision of the Board to 1dr. Camarano. The Board read the notices of Board of Appeals hear - BOARD OF ings on the petitions of the following: APPEALS Patricia McDonald Pine Crest Realty Trust Curt Sternweiler Robert Doran Warren Haussler James Doherty Daniel Curtin Bernard Maloney It was decided to oppose the granting of variances to Curtin, Doherty and Maloney on the basis that no hard- ship could be shown and that other solutions are possible which would not derogate from the intent and purpose of th zoning by-law. Mr. Zaleskiwill advise the Board of Appeals of the decision. Mr. Bryson returned from the meeting and reported to the Board on the progress in the discussion of the CBD plans. The A, B and C proposals for the center were dis- cussed at length. It was decided to invite the architects advisory com- 1 1 10-4-65 -3- mittee on the revitalization of the center for a discussion of the consultant's proposals. A letter from T2vwLk Land Use Committee suggesting November 3 as the date for the public information meeting on the proposed zoning changes. The Board agreed to the date suggested.
