HomeMy WebLinkAbout1965-04-05PLANNING BOARD MEETING ' April 5, 1965 A regular meeting of the Lexington Planning Board was held on Monday, April 5, 1965 in its office, Town Office Building. The meeting was called to order at 7:30 p.m. by Chairman Bryson, with Members Greeley, Fowle and Riffin and Planning Director Zaleski present. Up,n motion duly made and seconded the Board voted to extend the time for Planning Board action on "The Orchard" subdivision (Bloomfield St. Extension) to April 203 1965 as re- quested in writing by the applicant, Mr. Ralph Hall. The Board reviewed the preliminary plan of Barnes sub- division off Massachusetts Ave. and decided to recommend that the plan be revised to provide connection to Morgan Rd. "THE ORCHARDS HALL The future of Emerson Rd. was discussed next. It was decided to continue the discussion after the public hearing EMERSON RD. and some of the other items on the agenda had been dealt with. At 8:00 p.m. the Board held an advertised public hear- ing on the definitive subdivision plan of Oak Park subdivision. About 19 persons attended. Mr. Sarteriale outlined on the map the extent of the subdivision and introduced his associates, Messrs. Zygarmy and Prelack. Dr. Rosenthal questioned the wisdom of placing the exit from the subdivision opposite York St. Mr. Steeves requested that in any future development of this land the possibility of developing his land adjacent be taken into account. Chairman Bryson outlined the purposes and limitations of public hearing. Mrs. MacKearney inquired about the corner rounding at her property on Grant St. Ques- tions were asked regarding a second entrance to the land across Vine Brook and about the notification of the Board's action on this subdivision. The hearing was declared closed at 8:25 p.m. A letter from John J. Carroll, Town Engineer, dated April 5, 1965, approving the subdivision plan was read. A letter from the Board of Health, dated March 15, 1965 approving the subdivision subject to the condition that no floor be less than 1 foot above the nearest street drain was read. Mr. Anthony Ferrari of 24 Leonard Rd., Lexington, and his engineers, Messrs. Mahoney and Axelrod, met with the Board to discuss the proposed subdivision at the end of Leonard Rd. as shown on the preliminary plans dated March 1965 (two sheets). After a discussion of the preliminary plan, includ- ing the possibility of extending Leonard Rd. to Third St. or of a pedestrian easement to Third St., and of the fact that the proposed extension would make Leonard Rd. a dead-end street 760 ft. long, it was decided that the Planning Board would OAK PARK SUB- DIVISION HEARING BUSA LEONARD RD. EXT. FERRARI 4-5-6 5 -L- advise Mr. Ferrari of its requirements regarding the subdivision. The Board decided to waive the length requirement if the developers pro- , vide pedestrian easement, but to require compliance with turnaround design requirements. It was decided to omit the Planning Board meeting on April 19, 1965. It was decided to appoint a subcommittee consisting of Mrs. CLUSTER ZONING Riffin and Messrs. Greeley and Worrell under the chairmanship of Mr. Fowle to study cluster zoning. PEACOCK FARM The Board discussed briefly the request of Peacock Farm resi- RECREATION dents for the provision of open space off Mason St. in connection with the proposed location of Emerson Rd. VINE BROOK After reading the letter from Alfred P. Tropeano it was de- cided to advise the Board of Appeals that the fact of Mr. Tropeano BD. OF APPEALS not being appraised of the need for a new hearing does not justify any deviations from his approved plans. Board of Appeals decisions on the following petitions were noted. Evangelical Church (steeple),- granted Evangelical Church (division of lot) - granted E. L. Sharkey - granted , William A. Oliver - granted George L. Doherty - granted Plans submitted with Forms A #65-12 and #65-13 were reviewed FORMS A by members of the Board: #65-12, submitted April 2, 1965 by Joseph E. Chisholm; plan entitled "Plan of Land in Lexington, Mass.", Scale: 1" = 401, dated March 30, 1965, Miller & Ny- lander, C.E.'s & Surveyors. #65-13, submitted April 2, 1965 by Joseph P. Belotti; plan entitled "A Subdivision of Land Court Case No. 23539 Land in Lexington, Mass.n, Scale: 1° = 401, dated April 13 1965, Miller & Nylander, C.E.'s & Surveyors It was unanimously voted to endorse the plans as not requiring, approval under the Subdivision Control Law. The plans were en- dorsed by members of the Board. EMERSON GAR- The release of second section of Emerson Rd. in the Emerson DENS RELEASE Gardens subdivision was signed by members of the Board. The Board next discussed the visual design of the Central Business District and it was decided to invite a group of architects to an informal meeting to discuss the possibilities. 4-5-65 -3- Mr. Fowle then proposed the rezoning of C. J. Maney Co. REZONING MANEY land from C 1 to R 1 for the June Town meeting. Mr. Fawle also proposed to change,from 15,500 sq.ft. to 30,000 sq.ft. the zoning of the two golf courses near Cedar and REZONING LOTS Hill Sts. and including Meagherville area, and also the zoning of Napoli farm and the lands to the north and east of it.
