HomeMy WebLinkAbout1964-08-24PLANNING BOARD MEETING ' August 24, 1964 A regular meeting of the Lexington Planning Board was held in its office on August 24, 1964. The meeting was called to order at 8;00 p.m. by Chairman Meyer, with members Campbell, Greeley and Riffin, and planning director Zaleski present. Mr. Peter Kramer met with the Board and submitted a letter requesting a release of lots 1, 23 33 43 55 63 73 24, 25 CRESTVIEW AT on recorded plan "Crestview at Winchester" which were located WINCHESTER in Lexington and subject to the restrictions of a covenant given by Gertrude E. Murphy and which lots are now in Winchester due MURPHY to the relocation of town line. The Board decided to request the town counsel to prepare the necessary release papers. Mr. Frank M. Hodgdon's letter of Aug. 17, 1964 with the plan of land on Augustus Rd., dated May 7, 1964 by Miller & HODGDON Nylander, entitled "A Compiled Plan of Land in Lexington, Nass." was read next and the town counsel, Mr. Donald E. Legro, consulted on the matter. It was decided to request Mr. Hodgdon: do comply with the rules of the Planning Board by submitting a completed Application Form A in duplicate. Letter from James E. Farmer dated August 20, 1964, re- questing the release of lots 7, 83 15, and 16 in the Longfellow LONGFELLOW ESTATES Estates Section Two subdivision, and a letter from John J. SEC. II Carroll, town engineer, estimating the cost of the construction of streets and utilities in that section of Longfellow Estates FARMER at $3,000.00 were discussed next and it was decided to request the town counsel to prepare the necessary instruments to effect the release. Mr. E. Conrad Levy, engineer for Mr. Farmer, was present and tendered a savings passbook #769103 of the First Federal Savings and Loan Association, Burlington Branch, in the names of James E. and Phyllis E. Farmer, showing a deposited balance of $3,000.00, to be used as surety. The passbook was given to Mr. Legro for temporary safekeeping. A discussion followed with tir. Legro regarding the pro- cedures of the planning board relative to the subdivision regulations and release of lots. Minutes of meeting of August 10 were read and approved. MINUTES Taken under consideration were the following applica- tions for determination of planning board jurisdiction:- FORMS A #64-43, submitted August 24, 1964 by Rolla and Alice Tryon; plan entitled "A Subdivision of Land Court Case Tryon ' No. 19700 Lexington, Mass.", scale: 1" = 401, dated Oct. 15, 1963, Miller & Nylander, C.E.'s & Surveyors. /24/64 -2- #64-44, submitted August 24, 1964 by Muzzey Corporation, Muzzey Corp. Norman T. May, Agent; plan entitled "Plan of Land in ' Lexington, Mass.", scale: 1" = )01, dated Jan. 11, 19643 Miller & Nylander, C.E.'s & Surveyors. Plan submitted with Form A #64-43 was reviewed by members of the Board and the acceptability of it for endorsement as not requiring approval under the subdivision control law discussed. Upon a motion duly made and seconded it was unanimously VOTED:kthat plan accompanying Form A #64-43 requires approval under the subdivision control law. Plan accompanying Form A #64-44 was reviewed and it was unanimously VOTED: that plan accompanying Form A #64-44 application does not tequite approval under the subdivision control law and that said plan be so endorsed. The printing of Zoning By-laws was discussed next and ZONING BY-LAWS quotations from Spaulding -Moss and Hutcheson reviewed. It was decided to ask for additional estimates from local printing outf its . Minutes of Selectmen's meeting of July 27, 1964 were read I and placed on file. Notices of Historic Districts Commission hearings on Aug. 20, 1964 were read and placed on file. The following notices of Board of Appeals hearings to be BOARD OF APPEALS held on September 1, 1964, were read and placed on file: Nancy C. Johnson Notices of Board of Appeals decisions of hearings held on August 4, 1964 were read and placed on file: Arthur Linfield - Denied C. J. Cammarata - Denied Robert Doran - Granted Gulf Oil Corp. - Granted Arl. Nat. Bank - Denied Ruth S. Weiss - Part Granted Part Denied SUBDIVISIONS NOT A draft of the letter prepared by Mr. Zaleski requesting COMPLETED completion estimate from developers of subdivision not completed on time was reviewed and approved. The time for action on the definitive plan of Tillinghast , 6-24-64 Estates Section II (Juniper Place Extension) was extended by a ' unanimous vote to September 14, 1964 as requested in writing by the applicant, William H. Sullivan. The request of Gerald D. Shirley for release of lot #43 Dewey Rd. in Pinewood Section One subdivision was discussed next and the planning director was requested to write a letter to Mr. Jaquith, attorney for the applicant, and advise him that, if the information regarding the amount and type of surety will be received by the board on or before Sept. 4, 1964, the Planning Board will request the town counsel to pre- pare the necessary instruments to effect the release on Sep- tember 14, 1964. The letter from Mr. John J. Carroll regarding Jackson Estates, dated August 24, 1964, was read and discussed. The Planning Director was requested to obtain additional informa- tion regarding possible alternate layouts, manner of sewage disposal, etc. Copy of letter from the planning director to the town engineer, dated August 13, 1964, regarding subdivisions physically completed but not legally released was read and noted. Letter from Mr. Irving Mabee, dated August 112 1964, ' re: Center Playground, was read and discussed. It was the concensus that Middleby Rd. should be a town way between Lincoln St. and Outlook Dr. and that its exact alignment is a matter for the town engineer. The "service road" should not be open to public traffic and therefore the location of intersection opposite Middleby Rd. would serve no purpose. Mr. Zaleski will communicate the Board's feelings to Mr. Mabee. Mr. Zaleski reported that a meeting is scheduled with E.D.A. by the selectmen regarding the survey for the revital- ization of the downtown business district and asked if the board wished him to adopt any specific position in the matter. It was the opinion of the board that they could not take a specific position at this stage, but would cooperate on any reasonable program. Mrs. Rif fin submitted a letter from Mr. Homer J. Hagedorn, dated Aug. 19, 1964, and accompanied by two charts of the municipal organization of Lexington prepared by the Structure of Government Committee of the T.M.M.A. The letter and charts were referred to the planning director for review and comment.
