HomeMy WebLinkAbout1963-12-02PLANNING BOARD MEETING ' December 2, 1963 A regular meeting of the Lexington Planning Board was held in its office in the Town Office Building on Monday, December 2, 1963 at 7:40 P.M. Present were Vice Chairman Meyer., members Bryson, Campbell and Greeley, and lir. Snow, planning consultant. The Board approved for payment the following bills which had been presented: The Boston Globe, advertising --$12.70; BILLS Minute -man Publications, Inc., advertising --$13.75; Spaulding - Moss Co., printing zoning by -laws --$523.85. Taken under consideration next were the following Form A applications for determination of Planning Board jurisdiction: #63-72, submitted November 27, 1963 by Frederic K. Johnson; plan entitled "Plan of Land in Lexington, Mass.", Scale: 1" = 408, dated Nov. 15, 1963, Miller & Nylander, C.E.'s & Surveyors. #63-73, submitted November 26, 1963 by Moore Realty Trust; plan entitled "Plan of Land in Lexington, Mass.", ' Scale: 1" = 401, dated Nov. 13, 1963, Miller & Nylander, C.E.'s & Surveyors. Upon motion duly made and seconded, it was unanimously VOTED: that the Lexington Planning Board determines that the plans accompanying Form A applications #63-72 and #63-73 do not require approval under the subdivision control law, and that said plans be so endorsed. Read to the Board was a letter, dated November 21, 1963, from Mr. Frank M. Hodgdon, 70 Reed Street, to Mr. Mabee in re- HODGDON gard to a plan Mr. Hodgdon had submitted to the Board for a determination of Planning Board jurisdiction. (See addendum; see also minutes of Planning Board meeting of April 2, 1962.) Mr. Snow was authorized to draft for Mr. Meyer's signature a reply to Mr. Hodgdon's letter informing him of the Planning Board's records in regard to this case. (See addendum.) Read to the Board also was a letter, dated December 2., 1963, from the Board of Selectmen requesting that the Planning 1964 BUDGET Board meet with the Selectmen December 7, 1963 at 10:30 a.m. to discuss the planning board's budgets for 1964. Mr. Snow reported that through•an oversight Minute -man PINEWOOD SEC.1 ' Publications did not advertise in the Lexington Minute -man the notice of the public hearing on the application of Mr. and Mrs. SHIRLEY Shirley of Grove Street for approval of their definitive sub- 12-2-63 -2- division plan to be known as }}Pinewood Section One.1? The Board rescheduled the hearing for December 23, at 8:00 p.m. , From 8:05 to 8:15 p.m. Mr. John W. Castoldi of Auburn - A" ESTATE6 dale met with the Board to discuss two matters: the reduction SEC. 3 of the deposit which was being held for the performance of his agreement executed in connection with the subdivision entitled CASTOLDI "Adams Estates Section Three Lexington, Mass.", dated December 20, 1961, revised April 30, 1962; and the exchange of land with the town to enable the proposed fourth section of the Adams Estates development to be completed in accordance with a sketch plan, dated June 21, 1963. (See minutes of Planning Board meet- ing of July 214, 1963.) In regard to the first matter, Mr. Castoldi was asked to put his request in writing. In regard to the second matter, Mr. Snow recalled his conference with Mr. Castoldi and Mr. Nylander in the latter's office last July, stating that he understood Mr. Nylander was going to restudy the definitive plan proposal further and bring them to the Planning Board for consideration. ICt was pointed out that the Board had never seen this proposal since that time. Mr. Snow agreed to meet again the following morning with Mr. Castoldi in Mr. Nylander's office to review any studies which may have been done in an effort to expedite the completion of a definitive sub- division plan. ' The Board approved the draft of a letter to Mr. Francis T. SHOPPING Worrell acknowledging his letter of October 31 in regard to park - CENTERS ing problems in shopping centers. (See addendum; see also Plan- ning Board minutes of November 18, 1963.1 HISTORIC Considered next were notices of applications for certifi- DISTRICTS cates of appropriateness to be heard by the Historic Districts COMMISSION Commission on December 14, 1963. It was decided to take no ac- tion in regard to said applications. Considered also was a letter, dated November 29, 1963 MUNICIPAL from Mrs. William H. Lyon to the Planning Board with reference PARKING to her property, numbered 55 Waltham Street, which the Board was AREA interested in having the town acquire for municipal parking pur- poses. (See addendum.) Mr. Snow was asked to confer with Xrs. LYON Lyon giving her a copy of a plan of the portion the Board would like to see acquired by the town and informing her that Mr. Mabee, who was out of town for a few days, would confer with her upon his return. REZONING PRO- The Board discussed next arrangements for working on POSALS rezoning proposals for business districts to be presented at the 1964 annual town meeting. It was decided to devote the ' HARDY next meeting of the Planning Board to this work and to ask Mr. Henry W. Hardy of Needham to meet with the Board on December 16, 12-6-63 -3- 1963 to revise these proposals as set forth in the draft Mr. Hardy had prepared for the Board and which was dated October 14, 1963. (See minutes of Planning Board meeting of said date.) The meeting was adjourned at 9:00 p.m. after setting the next meeting of the Board for December 9 at 7:30 p.m. Joseph A. The Planning Board records show that on March 26, 1962 you submitted an application for a determination of planning board jurisdiction accom- panied by a plan entitled TMA Compiled Plan of Land in Lexington, Mass-", dated March 21, 1962 and prepared by Albert A. Miller and Wilbur C. ' Nylander, Civil Engineers and Surveyors, Lexington, Mass. At a regular meeting of the Board held on April 2, 1962 the Board took said applica- tion under consideration and, after doing so, voted that the plan accom- This letter is to give you a little information about the plan which I' left at the Planning Board Office several months ago. I have never ' heard from them since. If the plan was signed, it was never returned to me, as it should have been. However the time lapsed a long time ago, and it must be signed now, if it has not already been. Will you kindly look into the matter and advise me when it is ready for me to pick up. Miller and Wilbur C. ' Nylander, Civil Engineers and Surveyors, Lexington, Mass. At a regular meeting of the Board held on April 2, 1962 the Board took said applica- tion under consideration and, after doing so, voted that the plan accom- 12-2-63 -4- parrying the application DID require approval under the Subdivision ' Control Law. Therefore, the plan was not endorsed. The Planning Board records further show that a copy of this decision was filed with the Town Clerk the next day and that you also came to the Planning Board office on that day, April 3, and obtained the plan. Dear Mr. Worrell: The Planning Board appreciates your interest in parking problems at shopping centers as expressed in your letter of October 31 even though, , because of preoccupation with other matters, the Boadd has not acknowl- edged receipt of your letter before this. The Board will study your suggestion. At present, however, it knows of no way under this state's zoning enabling legislation wherein the location of buildings or parking areas on a lot may be controlled other than by prohibiting such location within certain distances from property lines.
