PLANNING BOARD MEETING
June 8,1963
A meeting of the Lexington Planning Board was
held in its offices Town Office Building, on' Saturdays
June 8s 1963 at 11:00 a.m. Present were Chairman
Mabees Members Campbells Greeley and Meyer. The meet-
ing was held in substitution of the one regularly
scheduled for June 10. The Board was unable to obtain
a quorum for the June 10 meeting wlich was cancelled.
The Board began it's meeting with a conference
with Nicholas Fauci and Wilbur C. Nylanders civil engi-
neer, regarding the possibility of creating two addi-
tional house lots on a proposed extension of Sherburne
Road beyond lots 22 and 23 in the Colonial Acres devel-
opment so as to make a section of this road greater
than 500 feet in length. Mr. Fauci presented an un-
dated sketch plans nrepared by Miller & Nylander, show-
ing this proposal.
After discussing the matter, the Board recom-
mended two possible solutions to the problem:
1. That the owner of the proposal for subdivi
sions 'Colonial Development Corp. have a
definitive plan prepared showing Sherburne
Road laid out completely as indicated on said
corporation's study plans prepared by William
J. Fords Jr., civil engineers and dated May
l9s 1958. With this plan it was suggested
that a covenant be filed so that the two pro-
posed lots Mr. Fauci wished to build upon
could be released from,the provisions of the
covenant upon substitution of an agreement
secured by a bond to construct the road to
service said two lots provided a temporary
cul-de-sac be constructed southerly of these
two lots.
2. That the owner, as aboves have a definite plan
prepared showing Sherburne Road between Dane
and Worthen Roads not joined but with perma-
nent cul-de-sacs.

Considered next and annroved for payment were

Mr. Mabee reported that at an informal planning
session a majority of the Board had endorsed the plan
accompanying this application. Thereupon, it was
moved, seconded, and unanimously

entitled "Plot Plan Land in Lexington, Mass.", dated
April 23, 1963s prepared by Albert A. Miller, and show-
ing the foundation at "Countryside" on Woburn Street
was substantially correct, and stating further that the
detail plan which the Town of Lexington engineering de-
partment made in 1959 for curbing at this site appar-
ently had this building foundation plotted incorrectly.

After a discussion of the situation in regard
to Mr. Currier's xiroperty at Countryside, it was de-
cided to write Mr.Currier sk letter stating that the
Board was not in favor of a change of zoning in this.

Taken under consideration next were the notices

In regard to these cases, it was decided to

write two letters to the Board of Appeals, one favor-

ing the granting of the variance sought by the Colonial
Development Corp., and the second requesting more in-
formation in regard to the petition of Anthony J. Di -
Rocco. (See addenda.)
A letter, dated June 31 1963s was received from

Read to the Board was a letter, dated June 4,
1963s from the Board of Selectmen accompanied by another EMERSON
letter, dated May 27, from Fern C. Church'to the Board ROAD
of Selectmen with reference to the various sections of
Emerson Road (see addenda). It was decided that Chair-
man Mabee would meet with the Board of Selectmen on
June 10 to explain the Board's position in regard to
this matter.
Also considered was a letter from the Select- RTE. 3
men with regard to a proposed Route 3 Advisory Com- ADVISORY'
mittee of the T.M.M.A. Mr. Greeley was appointed as COMMITTEE

The Board authorized Mr. Mabee to write a
letter to Mr. Snow engaging his services as planning PLANNING

Gentlemen:
Reference is made to the June 6 notice of the Colonial
Develonment Corporation petition for a variance in re-
gard to Lot 45 on Worthen Road and Lot 33 on Sherburne
Road.
The Planning Board wishes to be recorded as being in
favor of granting the variances mentioned.

Gentlemen:
"?ith reference to the notice of hearing to be heard on
June 25, 1963 on petition of Anthony J. DiRocco, the Plan-
ning Board may have a real interest in this.. The Board
cannot tell from the notice which Dunham Street is involved
(the area off Utica Street or the area off Webb Street),
nor where the lot in question is located on either. The
Assessor's man numbers the lots in the 60's in one case and
the 90's in the other. May the Board please have further
details?

Dear Mr. Currier:
Having received assurance from the Superintendent of Public
Works that the map of your Countryside property, dated
April 231 1963s is substantially correct, the Planning Board
has again reviewed informally your expressed desire for a
change in the zone boundary. We cannot recommend such a
change because:
1. Tile do not consider expansion of the Cl District in this
area desirable; and
2. Change of boundary, as desired by ,you, would not relieve
your apparent problem.
A building erected on the so-called cellarhole would fail to
conform to the required 20 foot front yard provision. Any
expansion of business use on the property would fail to com-
ply to the parking regulations, therefore you would have to go
to the Board of Appeals even if the zone boundary were changed.
Whether your case -merits some special remedial action is up
to the Board of Appeals. We therefore refer you to them for
whatever action they may deem appropriate.

We would support, before the Board of Appeals.. a request to
validate the maintenance of parking space on that Dart of
your property which is not in the C 1 zone. We would oppose
any further expansion of buildings devoted to business use.
We are sending a copy of this letter to the Board of Appeals.
It is for you to petition them if you so desire.

Gentlemen:

- � to my mind a very large one - I
wish to protest the planning of Fmerson Road. I -Te live on the
section between.Adams Street and East Street - the first sec-
tion built. When we moved in the builder numbered the house
#8. About three years later we were informed by the town the
number had been changed to #285. This inconvenience.we can
and did put up with.
I notice from a recent article in the Minute Man that
there is some question that the various sections of Emerson
Road will ever be joined together, and even if they are it
could be n0 or 15 years hence. It would seem pretty ridicu-
lous to me to have four or five Emerson Roads, all in various
parts of town, for a number, of, years, and it is pretty obvious
that if the decision is finally made not to connect these
sections, that several of them will have to be renamed,.
Delivery of mail, merchandise, police,f ire and other
protective services is already very confusing for Emerson Road
residents, and before this situation progresses further along
the road to utter chaos I beg of you to consider giving these
new sections of Emerson Road other names now. Let us, the
original residents of Emerson Road retain the name and -our
original numbers and Rive these new streets other names. When,
as, and if T'merson Road ever becomes a throughway, then these
other streets can be renamed, but at present this seems unlike-
ly.

I feel that whoever is responsible for this hodgepodge '
of Emerson Roads is not acting in the best interests of the
residents and taxpayers and before it goes any further I
believe serious consideration should be given to having just
one Emerson Road'from.'Adams Street to East Street. I ask
that we original residents be the ones to retain the name of
Emerson Road not only because it is logical, but because as
you all know all the streets in the Burnham Farms section are
named for authors.

The Planning Board is pleased that you will serve for an
indefinite period, starting June 17, 1963, as Consultant
to the Lexington Planning Board. In accordance with our
conversation, the Board desires that you devote a maximum
of 14 hours per week to the Planning Board for which you will
e reimbursed at the rate of $10 per hour. Specifically, the
oard outlines work projects in order of preference as follows:
1. Investigate and report to the Board concerning subdivision
plans submitted for approval.
2. Check and review all Form Ats submitted to the Board.
3. Prepare agenda and necessary materials for Planning Board
meetings.
4. Prepare minutes of meetings.
5. Consult with the Board at regular meetings concerning re-
vision of zoning by-laws. '
6. In cooperation with Mr. Alfred Gray, Executive Secretary of

the Board of Selectmen, take necessary steps as required
for land acquisition as follows:
a. Emerson Road
b. Worthen Road
c. Recreational
In addition to the above listed items there may be from time
to time additional duties which the.Board may request you to
perform. At that time, however, the Board will make such
requests in writing.
Again, we are pleased that you will be working with the Board
in a new capacity and look forward to your starting as Con-
sultant on June 17th.
