HomeMy WebLinkAbout1963-04-01' PLAITATTNG BOARD =TTA?G April 1, 1963 The Lexington Planning; Board held a regular meeti.nrr; in its office in the Town Office Bu, lding on Mondar, April 1, 1963 at 7:40 n.m. Present were Chairman Mabee, members 7r7son, Campbell, Greeley, and Mever, and Mr. Snow, Planning Director. The Board had as its guests Mr. Robert White, of the Lexington Junior Chamber of Commerce and four GUESTS Lexington Hi.ah School seniors, Sandra Krevi_s, Robert Harrigan, Christonher Curley and _Eugene Heighton. These people were particinating in the Lexington Stu- den't Government Day Program snonsored by the Lexing- ton Junior Chamber of Commerce and organized by Mr. Frank P. DiGi.ammarino, teacher of social studies at the High School. .As nart of the program the students hag been elected as members of the 'Planning; Board. Aprroved by the board for ravment were the following bills which had been presented: Samuel P. BILLS Snow, car allowance for March, 10')3--d20.00: Wells Binderv, inc., binder for assessors maps--t'10.00- Minute-man ?Publications, Tnc., advertising hearings-- M11.02; Andrew T. Johnson Co., Tnc., drafti_np, sup- pli_es--12.011: Serve -all Secretarial Services, pro- fessional services for henrinms--dl.80.00. Mr. Alan B. ?Fade of 521L Concord Avenue, ren - resent and the Five Fields residential area, came to CHAP. 40A5 the meeti nr7 to ask the Board if it would have any Sec. 8, G.L. obiection to a *roup of citizens filing; a petition - seeking to have the town accept Section 8 of Chan- FiV7 FIELDS ter 1,_0r of the r'eneral Laws. Union motion d.u17 made and seconded, it was unanimously VOTED: that the Lexin^ton Planninm Board determines that the plan accomnan7inC7, Form A annlica- tion 463-23 does not require approval under the Subdivision Control Law, and that said plan be so endorsed. Chisholm to be heard by the Board of ?.repeals on April 2, the -r decided to t.a,e no action in regard to the same. From P:00 to 9:00 n.m. Mr.and Mrs. H. Irving Currier and their daughter 7li_zabeth came to the meeting• to discuss the situation wits reference to the local business area located at the southwesterly corner of the Lowell-?•.'oburn Street intersection and operated by the Curriers under the name Countrtrside, Tnc. p-rs. Cur-4-er asked ,There the Planning Board obtained the information that the proposed office bul-IdInFr, the Curriers wanted to construct at Country- side was only six feet from the side line of Woburn Street. In reply there was exhibited a print of a plan entitled "flan of Street and Bui_ldinr* Details Lowell and ".Tobiarn Streets Le71-7ton-Yass.11, dated August 7, 1059, and nrereared by John J. Carroll, Town Fnmi_ neer . `�'he difference between this plan and the plot nlan submitted In connection with Tor. Curri_er's apnl _cation for a bui.IC,.nF nermit in 1956 was els- cussed. Mr. Currier was informed that the Planning rioard was Interested pr'_mari:ly in the zonin7 nroblems involved in his narticular case and sur'rrested to him that he determine for himself whicl- elan was correct 1,e -fore scussing, further the Countr--side, Tne. si tua- tion. For this nurrose it was agreed to mail to Mr. Currier a cony of the `?'own En^ineer's plan of August 7, 1959. Tn rer_ard to the remaining netitions to be Sherburne heard on Anri.l 2 it was decided to send to the Board Swim Club of Anneals a marked print of a plan of lots involved in the Sherburne Swim Club netition showing the nro nosed location of Worthen Road across Lot A on said elan, and requesting that in its deliberations and any action taken in regard to the Swim Club netition. the Board of Apneals take into consideration the pro- posed location of 1.Torthen Road. (See addendum.) Mr. Snow reported that Valleyfield Realty Trust took the position that the-nroposed lateral sewer would divide the Trust's property limiting its useful- ness. However, the Trust would. Frant to the town an easement 40 feet wide for this Iteral and would con- vey to thetownthat portion of the Trust's land be- tween the Farmhurst subdivision and. the nroposed loca- tion of the lateral, an area of about 50,000 square , feet provided the town would sell to the Trust an equal area of lard, this being part of lot 65 of the Read to the Board was a letter, dated March 281 STREET NAME 19631 from the Board of Selectmen requesting the CHANGE ?Tanning Board to change to Holmes Road the name of - the section of Aloott Road located between Thoreau ALCOTT ROAD and Burrourrhs Roads. A draft of a recommended renly to this letter was approved by the Board_ and signed by the Chairman. (See addenda.) Exhibited to the Board was a set of Assessors' LAND FOR property maps on which had been drawn the nroposed PUBLIC location of the so-called Woodhaven trunk sewer in RECRPATTONAL the vicinity of Valleyfield Street, and also the PURPOSES location of the lateral from this sewer across land owned by the Valleyfield realty Trust and town -owned , property to the Woodhaven residential area. On the maps were drawn also the nroposed location of a playground for Woodhaven as Mr. Snow had recommended in his 1957 Master Plan of Recreation and Open Spaces for Lexington. The playground as originally nroposed would comprise annroxmately 7.5 acres, would front on Valleyfield Street and would comprise lots 54 to 65, inclusive, on the elan entitled `4Farmhurst Seo. 4 Lexington, Mass.", dated Jan. 1922, and nrenared by C. H. Gannett, C.E. Mr. Snow noi.nted_ out that the town owned by foreclosure lots 54 to 58 inclusive, 64, and 651 as shown on this elan. Tt was decided that steps should be taken to acquire lots 59 to 631 inclu- sive, to complete the area necessary for this nlav- around. Mr. Snow said that the Selectmen through Yr. Carroll, Sunt, of Public Works, asked for the Planning Board's informal opinion In regard' to this nroposed exchange of land. Tt was decided that this nronosal was to the town's ad.vantarre as it would make the boundaries of the future playground more rectangular in share. Mr. Snow was asked to inform Mr. Carroll of the planning Board's approval of"tl^is land exchange. The attention of the Board was called to a letter, dated January 23, 1063, from Stephen T. pussian renresenti_nc; the Lucky Penne Trust, with refer- ence to the land ,jIlIch the town owned westerl-- of Grove Street. (See addendum.) Tt was renorted. th^:t shortly after receipt of this letter Mr. Russian rad visited the Planni_nr; Board's office and had discussed briefly with ivr. Snow the situation in regard to this proposed sutidi_vison of land. -"r.. Its location across lot A is controlled by town -owned land acquired for the 'Torthen Road access to Merrett Road and by the rroposed Woodhaven trunk sewer location over which Wor- then Road will pass.
