A regular meeting of the Lexl-mon Planning
Board was held in the Boarr''s office, Town Office
Building, on Monda7r, March 4, 1963 at 7:40 p.m.
Present were Chairman Grindle, members Campbell,
Mabee and Meyer, and Mr. Snow, Planning Director.
The Board approved for payment the follow-
ing bills which had been presented: Wallace B.
Mitchell Co,, draftinT* and bluenrintinv sunplies--
$20.83; H. ". T�cArdle, office supplies --'"'6.50;
Minute -man Publications, Inc., publishing; legal
noti.ces--z�15.92.
Called to the Board's attention were copies
of letters from the Board of Appeals and from the
Board of Selectmen appointing respectively Mr.
Charles T. Abbott and TFr. Otis S. Brown, Jr. to
serve on the committee to study the desirability of
creatines additional historic districts as authorized
by the vote adopted under Article 8 of the warrant`
for the Srecial Town Yeeting held. on January 28,
1963.
The Board next reviewed the background in
regard to laying out as a town war about 480 feet
of Winter Street westerly and southwesterly of
lan7ewa7, and an older petition of several Vears
requesting thnt the portion of 'linter Street ex-
tending from Grove Street to Ranaewa7 be named
'Volunteer '-'a7." (See Planning T3oard minutes of
Feb. 17, 1958 and Oct. 15, 1962.) The 7oard then
held a -uhli.c reari_n� on the question of charming
to Volunteer ?,lair the name of '.^Tinter Street, for
that hart of an accented way extending from Grove
Street sorthwesterl7r as shown on two plans on file
in the office of the Token Clerlr, one of which is
entitled. "Plan of 'linter St. Lexington, FTass.",
dated. Sent. 7, 1957, Richard J. G^ver, Town Engi-

attended the hearing*. Among those present were Mr.

had been sent to all nrope.rtir owners deemed to be
affected and as it was published i.n the February 11L
issue of the Lexington Minute -man. He then called
upon Hr. Snow to explain the proposal.
Mr. Snow pointed out that in 19K8 some of the
residents of the section of Winter Street between
Rangeway and Grove Street petitioned for a name chance
for this section of Winter Street, but that the Plan-
ni..n7 Boars' recommended amainst the change for the
reason that it was thouTht the naner section of tfinter
Street would be completed and the street be one con-
tinuous na vement between Bedford and Grove Streets.
Mr. Snow said th^t it was unlikely that the street be-
tween lots 8 and 9 shown on the "_Park F?eivhts ft" sub-
d.'_vi_sion Man would. ever be constructed and that on
this basis a permanent turnaround was desi7med termi.-
nati.ng about 490 feet westerl,r of 7anrewazr. ue said
with the cooperation of resi.dents on the street re-
leasing their rights in the remaining nater section of
Winter Street this section could now be closed and the
portion of the street between lots 8 and a added to
such lots. Mr. Snow concluded by stating that it was
believed that the street name chan7e as now rr.onosed.

familiar with present local conditions came to what
appeared to be the end of 1•11_nter Street and bats to
travel from one section of said street to another in
a circuitous route over nortions of Sky View Roac' and
'angeway.
After a lively discussion between residents of
the nronerty affected, the, Board took a vote in regard
to the proposal. Seven persons, .representi_ng five
households, wished to be recorded i.n favor of the
nronosal; four persons, representing two households,
as against. Thereu-non the hearing was declared closed
at 8:20 n.m.
Distributed to members of the Board were copies
T.M.M.A. of a letter, dated February 28, from Yr. Homer J. Hage-
dorn, Chairman of the RKecutive Committee of the Town
Meeting Members Association, inviting the Planning Board
to take part in Precinct meetings to be held on ''parch 6,
a Town Meeting Members Associ_ati_on tour to be held on
March 10, and a Peneral warrant meeting to be held on
March 13 In regard to articles in the warrant for. the
1963 annual town meetin, . Tt was agreed to nr rti:cinate
in these activities and to furnish all the information
necessary in regard to those articles o f which the

Planning Board had knowledge, but not to take any posi-
tion - as requested in the letter - on any zoni_nR

articles until after the public hearing in regard to
the same had been held.

ap,oli.cation #63-16. mhe Board discussed this appli-
cation at length, i_ncluOing supnlemental material
which had been submitted, but took no action in regard
to said annlication.
The remainder of the Planninc- Board's meeting_
was devoted to a discussion of the various warrant
articles and to work on various details of the Plan-
ning Board's Summary r:enort.
The meeting adjourned at 10:15 n.m.
