HomeMy WebLinkAbout1962-10-15PLANNING BOARD MEETING ' October 15, 1962 On Monday, October 15, 1062, the Lexington Planning Board held a regular meeting InIts office in the Town Office Building at 7:45 p.m. '_Present were Vice Chairman Mabee, Members Bryson, Campbell, Meyer, and Planning Director Snow. The Board approved for payment a bill from Minute -man Publications, Inc. for advertising -- ,1,84. Taken under consideration was the follow- ing Form A application for determination of Plan- ning Board jurisdiction: Also taken under consideration was a letter, dated October 15A 1962.9 from Gertrude H. Murphy requesting an extension of time within which the Board must act on her application for an-oroval of the "Crestview at Winchester" defini- tive subdivision plan. Upon motion duly made, and seconded, it was unanimously VOTED: that pursuant to the written request from the applicant the time of approval of the definitive subdivision plan entitled 'Crestview at Winchester, Bass.", dated !?.ug. 18, 1962, was extended to and in- cluding October 22, 1962. Stating that October 15, 1962 was the last ' date which. the Selectmen received petitions for the acceptance of streets as town ways, Mr. Snow presented for the 'Planni.ng Board's consideration BILL FORM A CRESTVIEW MURPHY STREET ACC_I'PTANCES #62_77, submitted October 15, 1062 by Dolores A. FitzGerald; plan entitled "A Subdivision of Land Court Case No.23040 Land in Lexington, Mass.", dated Septem- ber 25, 1962, Scale:1" = 40', Miller & Nylander, C.F,'s & Surveyors. It was moved, seconded, and unanimously VOTED; that the Lexin7ton Planning* Board deter- mines that the plan accompanying Form A application #62-77 does not require approval under the Subdivision Control Law, and that said plan be so endorsed. Also taken under consideration was a letter, dated October 15A 1962.9 from Gertrude H. Tlith the addition of another part of Kendall Road and nart of Outlook Drive, the draft was approved. (See addendum.) Taken under consideration next was Mr. Toperzer's ITEK letter of October 8 and accompanying memorandum in re - CORPORATION gard to the Itek Corporation's proposed optics labora- tory and building on Maguire Road. (See minutes of Planning Board meeting of said date.) The Board pre- pared a reply to Mr. Toperzer's letter for signature by the Vice-chairman. (See addendum.) SPRING AND Mr. Snow gave a report of the second conference WALTHAM which was held in the office of the Chief Engineer, STREETS Mass. Dept. of Public Aorks, with reference to the pro- posed interchanges at Snri.ng and Waltham Streets. Attention was called to a letter, dated October WINTER. 9, 1962, from the Board of Selectmen with reference to STREET a petition which had been received seeking construction and acceptance of a portion of ?linter Street westerly of Rangeway. Mr. Snow presented for the Planning Board's consideration a draft of a letter and accompany- ing plans to the Selectmen recommending that Winter Street be laid out as a town way from Rangeway to a permanent turnaround involving lots 7, 8, and 9 in the Park Heights Section One subdivision. (See addendum; see also minutes of Planning Board meeting of July 23, 1962.) Mr. Snow reported that on October 9 Mr. Nylander WALTHAM had come to the office to discuss the Waltham Street STREET garden apartment o roject, plans for which were approved GARDEN by the Planning Board on February 2o, 1061. (See min - APARTMENTS utes of Planning Board meeting of said date.) Mr. Snow ' also reported th?t Mr. IT, particularly wished to show and discuss with him a nronosal for a revised site plan for the project. Mr. Snow said that he had not viewed. the -clan, showing; Mr. Nylander the Planning Board's memorandum of June 6, 1961 (see minutes of the Planning Beard meeting of June 4, 1961) and suggesting to him that he first discuss with the Planning Board any new plans or nroposals in regard to the rroject. It was decided to write a letter to Mr. Nylander stat- ing that this was what the Board wished to do and in- forming him that whenever he and. Mr. Tropeano were ready to meet with the Board at one of its regularly scheduled meetings to arrange for an appointment. (See addendum.) Br7rson, Jr. Clerk ADDENDUM October 15, 1962 Board of Selectmen Town Office Building Lexington 73, Massachusetts Re: Street Acceptances Gentlemen: The Planning Board recommends that under the Betterment ' Act there be laid out as town wags at the next annual town meetir_r, the following streets: 1) Bloomfield Street, from Highland Avenue to Minola Road. 2) Dunham Street, from Utica Street to the nronosed loca- tion of 'Worthen Road.. (Reference is made to the peti- tion, dated November 8, 1961 of Anthony J. DiRocco and others, requesti.nF that Dunham Street be laid out as an accented way from Utica Street to the easterly side line of Lot 2 owned by Pr. DIPocco. The Planning Board will furnish a letter of recommendations and an accompanying plan in regard to this layout.) 3) Kendall Road, from the Colonial Acres subdivision to Marrett goad. 4) Middleby Road, widening and relocation from Vine Brook to the end of Prospect Hill Road. (The Planning Board will furnish a letter of recommendations and an accom- panying plan in regard to this layout.) 5) Minola Road, from the end of the town way portion of said road to Bloomfield Street. 6) Outlook Drive, from properties numbered 11 and 12 Out look Drive to Marrett Road. 10-15-62 -1�- 7) Robbins Avenue and Fairland Street, from School Street to the bluff on Fairland Street. (Because of the i_m- possibility of connecting the two ends of Fairland Street, Robbins Avenue and the southwesterly and of Fairland Street should be laid out as a short deadend street and renamed.) 8) !,Tinter Street, from Pangeway westerly to a permanent turnaround as indicated on accompanying letter from the Planning Board. Mabee, Vice Chairman October 15, 1962 In reply to your letter of October 9, 1962 the Planning Board recommends that Winter Street be laid out as a town way from Rangeway to a permanent turnaround as shown on the attached print of a plan entitled "Suggested La out for the Extension of Winter Street as a Public Way, dated October 15, 1962 and prepared by the planning Director. Also attached is a print of a plan entitled "Plan of Land on Winter Street Lexington, Mass.", dated June 7, 1962 and prepared by Josenh. W. Moore, Inc. There has been obtained for the town easements in those portions of the turnaround in lots 7 and 8 as shown on this second plan. The easements are for public travel and for all other purposes for which ways are now or may hereafter be commonly used in Lexington. An attempt is being made to obtain a similar easement from tre owners of lot 9. In the past cars of owners or visitors to the section of Winter Street under discussion have had to be mulled out 1 rl 10-15-62 -5- ' of the area because of icy or wet conditions. The construc- tion of a town way should completely eliminate these con- ditions. Another bothersome problem has been th57t of visitors locating the section of Winter Street from Grove Street to lots 8 and 9. This situation can be improved by renaming Winter Street from Grove Street to the pronosed turnaround and abandoning as a way the section of Winter Street from Bird Hill Pond to said turnaround. The latter section is too steep for safety and is practically impassable. Only lots 8 and 9 have front- age on this section of the private way. Toperzer Associate Corporate Counsel Itek Corporation 10 Maguire Road Lexington 733 Massachusetts Dear Mr. Toperzer: The planning Board acknowledges receipt of your letter of 10-15-62 -6- October. 8 together with its accompanvinrr memorandum of the meeting which ,you, Mr. Moore and Mr. Morris held wth the Board on October 1. Planning Board records and the recollections of all members of the Roard are not In accord with trour memo- randum. There an -nears to be no way to determine wilat was actually said in resbect to setbacks, the Board recalling only its original agreement with Mr. Morris to support a variance for a yard depth of 80 feet and Itek representatives believing that the Board indicated it would support a variance for a setback of 55 feet. If Itek wishes to submit to the Board of Anneals another application with sufficient supporting evidence that the variance it is seeking "will constitute a suitable devel- opment and will not result in substantial detriment to the neighborhood, the Planning Board, when requested to do so, will consider this application on the basis of its own merits.
