HomeMy WebLinkAbout1962-10-08PWT1,TT1TG BOARD MEETING ' October 8, 10/62 On Monday, October 8, 1962, the Lexington Planning Board held a regular meeting in its office in the Town Office Building at 7:45 p.m. present were Chairman Gr;ndle, members Bryson, Campbell, Mabee and Meyer, and Air. Snow, Planning Director. The Board approved for payment the follow- ing bills which had been presented: La.ffin's Express -42,65; Minute -man Publications, Inc., BILLS advertising --;3,67. Taken under consideration were the follow- ing Form A applications for determination of Plan- FORMS A ning Board jurisdiction: #62-75, submitted October 5, 1962 for Town of Lexington by P. L. It was moved, seconded, and unanimously VOTED: that the Lexington Planning Board determines that the plans accompanying Form A applica- tions !!62-75 and #62-76 do not require approval under tl^e Subdivision Control Law, and that said plans be so endorsed. Also taken under consideration was a letter, dated October 5, 1962, from John W. In response to the Planning Board's letter ROSSFTTI of September 25 to Mr. Anthony M. Rossetti of LAN?D FOR Everett, he and Mrs. Rossetti met with the Board RECRFATIONAL from 8:00 to 8:30 p.m. to discuss the possibility PURPOSES of the town acquiring their land in Lexington for , public .recreational purposes. (See minutes of Planning Board meeting of September 243 1962.) Mr. Rossetti exhibited a compiled plan he had had copied from the town's topographical maps, the elan showing a rectangular parcel of about 18.5 acres abutting town -owned land known as the Whipple Hill recreational area. Mr. Rossetti said, that'he was under the impression he owned only about 16 or 17 acres of land in Lexington, this land being; part of a larger tract located in Win- chester as well as in Lexington. The Rossettis expressed a willingness to sell their land as an addition to the Whipple Hill area. No asking price was made by them. The Board made no offer not knowing the value of the land in question or the specific area involved. The Rossettis were informed that before a final price for the land could be offered by the Board it would have to have a survey made of the prop- erty, but that in the meantime the Board would look into the matter of the land's value and make them an offer based on a unit nrice. After the Rossettis left the meeting Mr. , Snow reported that the assessors had the Rossetti 10-8-62 land listed as consisting of 19 acres and having a value of ,6850.00, about X360 npr acre. It was suggested that the Board attempt to acquire at the same time the Lexin7ton land owned by the Locke estate nronerty fronting on Pidge Road in Winchester, this land also being included in the Board's master nlan of recreational areas and open spaces as *a rt of the so-called Whipple Hill area. Mr. Snow reported that the Board of Assessors listed the Locke land in Lexington as containing about 17 acres and having a value of X7650, or ,450 per acre. Mr. Snow was asked to nrenare for the chairman's signature a letter to the Locke brothers Indicating the Planning Board's interest in discussing with them possible acqui- sition of their Lexington land for public recrea- tional nurnoses. (See addendum.) Mr. Snow was also asked to prepare a similar letter to be sent to Mr. Willis C. Mendum of Woburn in regard to the possible purchase of a portion of his land situated between Johnson Road and the Whipnle Hill recreational area. The portion pro- posed for acqui_si.tion would constitute a better access to the Whipple Hill area from Johnson Road and world be included with the proposed revised boundary of Lexin nton. (See below.) Mr. Snow reported that Mr. William H. Hamilton had come to the office on October 4 and had informed him that he was not interested in selling his lot at the corner of Massachusetts Avenue and Worthen Road to the town .for recrea- tional purposes. (See minutes of Planning Board meeting of June 25, 1962.) The Board discussed this matter at length, there being a difference of oninion in regard to the acquisition of this properttr. Mr. Snow was asked to have prepared for the Board copies of previous correspondence In regard to the possible acquisition for nublic recreational purposes of the low land along Massachusetts Avenue between so-called Woodberry Road and Worthen Road. The Board's attention was called to Mr. Snow's letter of October 8 to the Board of Selectmen recommending the exercise of an option In connection with the Apostolu land which it ' was proposed for acquisition as part of a school site along the so-called paper street section of Moreland Avenue. (See addendum.) -3- LOCKE LAND FOR RECREATIONAL PURPOSES MENDUM LAND FOR RECREATIONAL PURPOSES HAMILTON LAND FOR RECREATIONAL PURPOSES APOSTOLU LAND FOR SCHOOL SITE 10-8-62 Mr. Snow gave a report of hIs conference ' WINCHESTER- with Mr. Robert W. Hunter, Chief of the Survey LEXINGTON Section of the Mass. Dept. of -public Works, with TOWN LINE reference to the pr.orosed relocation of the Lex - CHANGE initon-Winchester town line between bounds L -W-1 and L -W-3. Mr. Snow said that '_`Jr. Hunter gave an informal approval of the -proposed relocation but stated that a;n lan should be -prepared and submitted to him through the Chief Engineer seeking formal written annroval of the proposed change before the towns of Winchester and Lexington take action on the pronosal at their respective annual town meet- ings. The following is a general description of the proposed line change: beginning at bound L -W-1 thence running southeasterly along the common prop- erty lines between the Sun Valley, Sec. 11 and Winchester Estates, Sec. 4 subdivisions to bound L -W-2; thence turning and running southeasterly and easterly by two lines alonp- the rear property lines of lots 1 through 6 as shown on the Crestview sub- division elan of Gertrude H. Murphy to a point, which noi•nt is the common lot corner of lots 6, 7 and L-1 as shown on said -plan-; thence turning and running southerly along the rear lot line of lot 7 , as shown on said plan and extending in a straight line across Winchester Drive to a point on the southerly line of said drive; thence turning and running easterly along the southerly line of Win- chester Drive and Johnson Road across the existing Winchester-Lexinuton town line to a point approxi- mately 110 feet beyond said town line; thence turning and running southerly to bound L -W-3. Mr. Snow stated that he would have the Town Engineer prepare a preliminary plan for this line change for submission to the planning Board in Win- chester and the Lexington Board of Selectmen for consideration. Considered next was a form letter from the CAPITAL Capital Expenditures Committee to the Planning EXPENDITURES Board enclosing budget forms which the Board was requested to use In submitting Its canital budget for the five-year period 1963-1967. It was decided to revise the cost figures in the purchase and de- velopment of recreational land from fifty to sixty thousands of dollars for each year of said n eriod. As the second item on the budget It was decided. that 11500 was an appropriate amount for options ' for recreational land and for future street loca- tions for each near during the same neriod. 10-8-62 ' ,%Tlth reference to the meeting which the Planning Board held the previous week with representatives of the Itek Cornoration, there was distributed to the Foard conies of a letter and accompanying memorandum, dated October 8, 1962, and prepared by Robert S. Tonerzer, Asso- ciate Corporate Counsel of the Corporation. The ?hoard discussed the memorandum end then took it under advisement. 1 H Copies of an excerpt from the minutes of the Selectmen's minutes of October 1, 1962 were distributed to the Board, the excerpt containing the transcription of that part of the meeting Mr. Tropeano and Mr. "Tvlander had with the Selectmen with reference to the ?+Taltham Street garden apart- ment -project. The Planning Board discussed this excerpt deciding to take no action in regard to it. Members of the Board who had been present with representatives of the Board of Selectmen at a conference in the Chief vngineer's office of the Mass. Dent. of Public Hlorks on October 4 reported on the discussion which had taken place at this conference. Exhibited was a marked copy of the nronosal nrenared by Abbott Engineering, Tne., consulting engineers, the nronosal showing the interchange designs and a connecting road for :dal- tham and Snri.ng streets. The nronosals shown were the consultant's Scheme II for the Spring Street relocation and Scheme IIa for the !,ftltham Street relocation. The majority of the members of the Board felt that frontage road A between Spring and 1%Faltham streets as shown on the plan should be located contiguous with the northerly side line of Route 2 as relocated. The Board adjourned its meeting at 10:15 and net with the Selectmen to discuss the nronosed plans for the interchange relocations. Dear Sirs: The Lexington Planning Board would like to discuss with you the possibility of the Town acquiring for public recrea- tional purposes land whish it is understood you own in Lex- ington and which is situated next to the Winchester town line. If ,you are willing to sell this land't6 Lexington the Board would like to discuss with ,you such matters as purchase and option prices and dates of exercising the option and delivery of deed. If this annears agreeable to ,you and a mutual agreement can be made on these matters, the Board is prepared to recommend to the next annual town meeting favorable action for acquisition of your land and the appropriation of funds therefor. The Board would appreciate receiving a reply from you at your earliest convenience. If you desire to do so you may telephone the Planning Board Office, VO 2-05001 and arranwe for an appointment to meet with the Planning Board to dis- cuss these matters. Anostolu of Hull, Massachusetts and Evelyn E. Pappaylion of East Asbury Park, New Jersey grant the town of Lexington the option to purchase their undivided two- thirds interest in the Apostolu estate land situated on the so-called "paper" street section of Moreland Avenue, ' This land comprises part of a school site recommended for acquisition under Article 42 of the warrant for the 1962 I0-8-62 -?- ' annual town meeting. Tie cannot do more than acquire the two-thirds interest at this time because Mr. Apostolu and Mrs. Papna7*lion report that they are unable to locate their brother Nicholas J. Anostolu, the owner of the other undivided one-third interest. There has been considerable delay in obtaining the s_gna- tures to the option which must be exercised on or before midni.dht on October 8, 1962. It is recommended that you take such action at your regular meeting on October 8. With this in mind I am enclosing an original and two copies of a pronosed exercise of option which Mr. Stevens prepared for this nurnose. The original option instrument I am giving to the Town Clerk for safekeeping;. A conformed copy of the instrument I shall keen in the Moreland Avenue School Site file here in the Planning Board office.
