HomeMy WebLinkAbout1962-08-06I PLANKING BOARD MEETING August 6, 1962 A regular meeting of the Lexington Plan- ning Board was held on Monday evening, August 6, 1962 in the Planning Board office, Town Office Building, at 7:50. Present were Chairman Grindle, members Campbell and Meyer,and Planning Director Snow. The Board approved the minutes of its July MINUTES 23, 1962 meeting. The Board approved for payment the follow- ing bills which had been presented: Wesley J. BILLS Ewell, drafting services July 23 through August 2, 1962-4131.25; Minute -man Publications, Inc., advertising --3.67. The Board also confirmed the action of the Planning Director in approving for payment since the last meeting of the Board the following bills: Abbott Engineering, Inc., professional services, Worthen and !'merson Road Studies --(1,750.00; Mass- achusetts Dept. of Commerce, Industrial Directory-- $1.85; Greater Boston Economic Study Committee, Land. Use in Greater Boston in 1960-43,00. Taken under consideration were the follow- ing Form A applications: FORMS A f#62-54, submitted July 31, 1962 by Town of Lexington, P. L. Higgins, Asst. Engr.; plan entitled "Plan of Easement in Lexington in Lot 150 Tarbell Ave. Lexington. Mass.", Scale: I" = 401, dated June 28, 1962, John J. Mr. Snow was asked to prepare advertisements for public hearings with this suggestion in mind. From 8:15 to 9:05 p.m. Mr. Kastler, Engineer for the Itek Corporation's plant on Maguire Road, met with the Planning Board with reference to the decision of the Board of Appeals denying said cor- poration's petition for a variance. (See minutes of Planning Board Meeting of July 9s 1962.) Mr. Kastler stated that he was present at the suggestion of the Board of Appeals. He then exhibited an undated set of prints for a new optical laboratory and engineer- ing building which the corporation wished to place within 55 feet of the southeasterly sideline of Maguire Road. It was noted that the building plans had been approved on January 5, 1962 by the Build- ing Inspector. To the set of prints was attached drawing No. M 1, dated December 15, 1961 and entitled "Master Plan Lexington Facility Itek Corporation Waltham, Mass." BOARD OF APPEALS ITEK Mr. Kastler explained the general purposes of the proposed building and requested that the Board re- ' consider its position which was stated in its letter to the Board of Appeals regarding said corporation's petition for a variance. Members of the Board indi- cated to Mr. Kastler that when the amendments to the C 3 and M 1 districts of the zoning by-law were be- ing prepared during 1961 that Mr. C. T. Morris of the Itek Corporation was informed the Board would support a variance for a setback for a building on Maguire Road in accordance with the Master Site Plan Aiich had been prepared for Itek's Lexington facility and dated May 12, 1960. It was stated, however, that the planning Board would consider the Itek Corporation re- quest further. (Taring the matter under consideration later the Board approved for the Chairman's signature an answer to Mr. Morris' request. See addendum.) From 9:15 to 9:30 p.m. Messrs. Spagnuola and Sleeper representing Kingston Homes, Inc. met with KINGSTON the Boa -d to discuss the situation in regard to the HOMES, INC. approved Ingleside definitive subdivision plan which had not been recorded in the Registry of Deeds to INGLESIDE ' date. Mr. Sleeper explained the difficulties which the corporation had encountered in finding that it had no drainage rights in its title to the land shown on the subdivision plan. He stated that arrangements 8-6-62 for draining the land had now been made and that the corporation would subsequently record the plan. Messrs. Sleeper and Spagnuola then discussed with the Board, and later when Mr. Stevens and Mr. John J. Carroll were present, proposals for modifying said subdivision plan to provide for a change in the drainage system. This arrangement w as acceptable to both Mr. Snow and Mr. Carroll. However, the Kingston Homes proposal to substantially lower the grades of Ingleside and Abernathy roads was not found to be acceptable. Mr. Stevens stated that in view of the fact that the proposed changes in road grades and drains were of a minor nature the Planning Board would not have to hold another hearing in regard to the subdi- vision plan. It was agreed that the plan would be revised during the week and be approved by Mr. Carroll before the Board would endorse said plan. Attention was called to the written appraisdl MURPHY LAND dated July 271 1962, of Henry E, Keenan of the James FOR J. and Bertha J. Murphy land situated on Grove Street. RECREATIONAL This property of two parcels, one 5 acres and the PURPOSES other 1.35 acres, it was desired to acquire for play- ground and recreational purposes, particularly as an addition and complement to the Baskin Playground. Mr. Snow was authorized to make the Murphys an offer of X3,000 for these parcels (see addendum). The Planning Board adjourned its meeting at 9:45 and met with the Selectmen to discuss several matters, including the final report and recommenda- tions of Abbott Engineering, Inc. for proposals to connect Emerson and Worthen Roads to Route 2. Murphy and Robert W. Carrig as Trustees of Girrac Realty Trust to the Town of Lexington of the rights and easements to use for purpose of public travel and all other pur- 1 1 8-6-62 poses for which streets are now or hereafter may be commonly used in Lexington a parcel of land consisting of a portion of lot 112 and all of lots 113 and 114 on Moreland Avenue. It was recorded as instrument No. 10 of today. A conformed copy of the instrument is enclosed and from it you can conform the copies that I gave you earlier. Morris, Director of Property and Facilities Itek Corporation ' 10 Maguire Road Lexington 73, Massachusetts Dear Mr. Morris: -5- Reference is made to vour request that the Planning Board review its recommendation of July 9 to the Board of Appeals In regard to the application and petition, dated May 29, 1962, of the Itek Corporation. This the Planning Board has done including reviewing the set of plans of a proposed optics laboratory which the Corporation wishes to locate within 55 feet of the southwesterly side line of Maguire Road. It is the unanimous opinion of the four members of the Plan- ning Board residing in Lexington this summer that the Board reaffirm its previous position of supporting a variance for a side yard eighty feet in depth for the proposed building as shown on drawing No. M-1, entitled "Master Plan" and dated May 121 1960. As you will recall during the drafting of amendments to the zoning by-law affecting the Itek prop- erty, you raised the question of the granting of a variance in accordance with the site plan submitted to the Planning Board in connection with obtaining its approval for drive- way entrances to Maguire Road. At the time of the prepara- tion of these amendments, i.e., during the summer and fall of 1961s the Board discussed this matter of yard requirements with .you and committed itself to supporting a variance for a ME yard depth as shown on that original plan. ' The Planning Board is not in favor of extending this variance further to conform to a subsequent proposal of fifty-five feet. It is suggested, therefore, that the optic laboratory building plan be modified by shortening it the length of one bays namely, twenty- four feet. Sine er elys LEXINGTON PLANNING BOARD /s/ Thomas S. Grindle Chairman August is 1962 Mr. James J. Murphy 31 Draper Avenue Arlington 74, Mass. Dear Mr. Murphy: The Lexington Planning Board engaged the services of Mr. Henry E. Keenan of Arlington for an independent appraisal of your land on Grove Street in this town. It did this after I gave a report of our conversation several weeks ago in regard to my letter of April 26 to you concerning an offer for this land. I understand that in connection with making this appraisal Mr. Keenan interviewed you and Mrs. Murphys examined the land and any possibility of its feasible developments and considered comparative sales of land in various sections of Lexington. The Planning Board now has received and discussed Mr. Keenan's report of his appraisal of your land. After con- sidering this appraisals the Board has authorized me to offer you $3,000 for the two parcels of said land, one parcel consisting of five acres, more or less, on the southwesterly side of Grove Street and the other of 1.35 acres on the northeasterly side between said street and old abandoned Grove Street. If this offer is acceptable to you I would appreciate receiving a reply from you at your earliest convenience. We can then discuss in detail arrangements for acquiring and paying for the land.
