June 11, 1962
A regular meeting of the Lexington Planning
Board was held on Monday, June 11, 1962 at 7:30 p.m.
in the Planning Board's office, Town Office Build-
ing. Present were Chairman Grindle, Members Bryson,
Campbell, Mabee and Meyer, and Mr. Snow, Planning
Director.
The,Board approved the minutes of its May 28 MINUTES
and June 4, 1962 meetings.
The Board approved for nayment the following
bills which had been presented: Charles', office BTLLS
supplies --8 .77; L. M. Foster, Inc., office sup-
plies --$3.q ; findrew T. Johnson Co., Inc., Blue
prints --,21.68; Wesley J. Ewell, drafting services
through June 8, 1962-433.00.
The following Form A applications for deter-
mination of Planning Board jurisdiction were taken FORMS A
under consideration:
' #62-38, submitted June 11, 1962 by R. L.
Higgins for Town of Lexington; plan entitled
"Plan of Part of Lot A off Massachusetts
Avenue Lexington -Mass.", Scale: 1" = 401,
dated May 3, 1962, John J. Carroll, T.E.
#62-39, submitted June 11, 1962 by Samuel
P. Snow for Town of Lexington; plan entitled
"Plan of Land on Winter Street Lexington,
Mass.", Scale: l" = 40', dated June 7, 1962,
Joseph W. Moore, Inc., Reg. Land Surveyor.
Upon motion duly made and seconded, it was
unanimously
VOTED: that the Lexington Planning Board determines
that the plans accompanying Form A applica-
tions #62-j8 and #62-39 do not require
approval under the Subdivision Control Law,
and that said plans be so endorsed.
At 8:00 p.m. Mr. Meyer attended for a short
period the Board of Selectmen's meeting at the same
time that State Representatives Bocko and Brox met
' with the Selectmen to discuss what was understood
to be a proposed relocation of state Route 3 through
Lexington.

Mr. Meyer reported that the Selectmen dis-
cussed with the legislators the probable effects on
this town if Route 3 were relocated through Lexing-
ton. It was also reported that the legislators
were asked to keep the Seectmen informed of any
developments which took place in regard to the pro-
posal.

From 8:00 to 10:45 p.m. Mr. A. Paul LaRosa and

met with the Planning Board and then later, with the

studies which said corporation had made for the Plan -

ning Board of proposed locations for Emerson and
Worthen Roads connecting to State Route 2. Of four
possible schemes which had been discussed previously
with Mr. John J. Carroll, Town Engineer, and Mr. Snow,
there were presented for the Planning Board's consid-
eration two proposals which had been selected for
studying in more detail. Scheme I proposes to term-
inate Worthen Road at Pleasant Street allowing the
traffic to flow to and from Concord Avenue to the
southwest and to and from Watertown Street and thence
to the proposed interchange at the present Intersec-
tion of Watertown Street and relocated Route 2. In
the same scheme also Emerson Road would be located in
almost a straight line from the residence numbered
,
582 Massachusetts Avenue to said proposed interchange,
crossing Peacock Farm Road between residences num-
bered 15 and 19 thereon.
Scheme II also terminated Worthen Road at
Pleasant Street allowing traffic to flow northeast
and southwest on said street. However, Scheme II
proposed that %- erson Road be located from Massachu-
setts Avenue as in Scheme I, thence northerly toward
the present terminus of Mason Street and thence in a
southwesterly direction to an intersection of the
present Pleasant -Watertown Streets intersection. In
this second scheme it was proposed to route traffic
two ways on Watertown street; two ways on Pleasant
Street between Massachusetts Avenue and Fern Street
and 4atertown Street and Route 2, and one way south-
erly on Pleasant Street between Fern and Watertown
Streets; two ways on a connector street located just
northerly of the Shanahan property and between Pleas-
ant Street and the proposed location of 'tiinerson Road;
one way northerly on Therson Road between Pleasant
Street and said connector street; and two ways on
Emerson Road between the connector street and Massa-
chusetts Avenue.

Abbott Engineering recommended Scheme I as
being the best engineering layout requiring the
least amount of roadway construction and providing
the best connection to proposed Route 2 while keep-
ing land damage to a minimum. The basic cost esti-
mate for construction of Scheme 7 was $88,906.31;
for Scheme II, $102,580.41. These estimates do not
include any land damages on the reconstruction of
the Pleasant Street pavement.
In discussing the studies, members of the
Planning Board questioned whether or not the schemes
were adequate to take care of anticipated Worthen
Road traffic when said road was completed hetween
Waltham and Pleasant streets. Messrs. Carr and
LaRosa were asked to extend b eyond uhat they under-
stood was the area of their studies to take into
consideration this matter. They said they would
review the traffic problem of Iforthen Road as if it
were completed, discussing with the Planning Board
at Its next meeting this matter and tr a next steps
which should be undertaken in regard to their over-
all studies.
Distributed to the members of the Planning
' Board were copies of Town Counsel Stevens' letters
of June 6 and 7 to the Planning Director in regard
to notices of Planning Board hearings for zoning
amendments and applications for approval of defini-
tive subdivision plans. (See addenda.)

Mr. Snow reported that at the Board's re-
quest he had discussed with the Town Counsel the
plan which had been submitted with the Itek Cor-
poration's application for a finding and determina-
tion with reference to the proposed construction
of a shop and office building in the C M 1 district
and said corporation's petition for a variance in
connection with said finding and determination.
(See minutes of the planning Board meeting of June
4, 1962.) Mr.Snow stated that as a result of said
discussion he and the Town Counsel had decided that
no further plans need be submitted in connection
with said application. The plan accompanying the
application was then compared with other plans pre-
pared with reference to driveway entrances for the
corporation's facility on Maguire Road. (See
minutes of Planning Board meetings of June 20, Aug-
ust 22 and September 7, 1960.) On the basis of

this comparison and Mr. Snow's report the "lanning
Board decided to recommend to the Board of Appeals
approval of the site plan with the understanding
that a variance be granted for a ,yard only 80 feet

deep instead of the 55 feet for which said corpora- '
tion petitioned. Mr. Snow was asked to draft for
the Board's consideration at its next meeting a
letter to the Board of Appeals setting forth the
Planning Board's recommendations.
Mr. Bryson informed the Board that from
June 14 to September 3 he would be away from Lex-
ington on business.
Mr. Bryson then presented for consideration
EMERSON AND a draft of an informal report to the Town from the
WORTHEN Planning Board on the current status of plans for
ROADS Worthen and Emerson Roads, the report to be re-
leased to the Lexington Minute -man and,/or to voters
by a special mailing after decisions are made in
regard to recommendations for locations of Emerson
and Worthen Road connections to Route 2. The draft
was taken under advisement.
The Board adjourned its meeting at 11:15 p.m.

Dear Sam: Re: Notices of Planning Board Hearings -
Zoning
You will recall that in 1959 I advised you that
by Chapter 317 of the Acts of 1959 the Zoning Enabling
Act had been amended so as to require that notice of
Planning Board hearings on amendments to the Zoning By -
Law be published in the local newspaper once in each of
two successive weeks, the first publication being not
less than twenty-one days before the day of such hear-
ing.
This has not been amended by Chapter 201 of the
Acts of 1962 by nrovidi.ng that the first nublication is
to be not less than fourteen days before the day of the '
hearing. This amendment was anproved on March 12, 1962
and will become effective ninety days thereafter, which
is June 10, 1962.

Dear Sam: Re: Subdivision Control Law Hearings.
I should call your attention to Chapter 207 of the
Acts of 1962 which amends Section 81T of Chapter 41 of
the General haws in relation to the notice to be given
by the Planning Board of hearings on applications for
approval of definitive subdivision plans. This amend-
ment provides more specifically for the content of the
notice and requires publication in the local paper once
In each of two successive weeks, the first publication
being not less than fourteen days before the day of the
hearing. It continues the requirement that a copy of
the advertisement be mailed to the applicant and to all
owners of land a butting upon the land included in the
plan.
The amendment was approved on March 12, 1962 and
becomes effective ninety days thereafter, which is June
lo, 1962.
