Mr. Mabee read a statement which he planned to read later in the evening at the adjourned ses- sion of the 1962 Annual Town Meeting with refer- ence to Article 69 on the warrant for said meeting. This statement was a revision of one he had previous- ly prepared and which members of the Board had dis- cussed informally. After some minor changes were made in said statement, Mr. Mabee was authorized to say at the adjourned town meeting that he spoke in behalf of all members of the newly constituted plan- ning board and that his statement was one to which all »resent members of said board subscribed. In his statement Mr. Mabee set forth the fol- lowing ol- lowing points: 1. The Planning Board wished to go on record at this town meeting that (a) said Board was in favor of rezoning at some future time to some district other than an R 1 district, but not necessari.11T a C 3 district as nresentlp proposed, some portion or all of the land bounded bR the Waltham city line, Route 1281 Route 2 and'a new- ly relocated Spring Street; (b) that the Board was unanimous in its belief that now was not the time to rezone said land. 2. A major project involving the .relocation and re- construction of Route 2 including Waltham Street and Spring Street interchanges and access roads will substantially change the topography, general character and traffic patterns of this entire area and will have a major impact on the large number of residents living south of as well as some residents living north of Route 2. 3. It appears to the Planning Board to be unwise for the town to rezone the land involved under Article 69 until the major town of Lexington ' boards can find a solution which will take into consideration the entire area involved, and in so doing, cooperating and working with officials ANNUAL TOWN MEETING ARTICLE 69 REZONING 3-26-62 -2- of the State Department of Public Works, the ' residents of Five Fields and Spring Street, and the owners of the land in question under said article. 4, The Planning Board intends to hold Informal meet- ings with all interested parties as soon as prac- ticable. When the Board. is satisfied that the maximum possible number of residents affected are in agreement as to a solution to the problem, the Board will recommend definite rezoning of a por- tion of or all the land in the area under consid- eration. The Board expects to present a definite proposal prior to the next annual town meeting if the State Department of Public Works continues on its present schedule. The planning Board adjourned its meeting at 7:50 p.m. to attend the adjourned town meeting. Arthur E. Bryson, Jr, Clerk '
