HomeMy WebLinkAbout1962-03-12PLANNING BOARD MEETING March 129 1962 A regular meeting of the Lexington Planning Board was held in its office in the Town Office Building on Monday, March 12, 1962 at 7:40 p.m. Present were Vice Chairman Grindle, members Bryson, Campbell and Meyer, and Planning Director Snow. The Board welcomed Mr. Joseph A. Campbell as the new member of the Board, he having been sworn into office on March 8. In view of the fact that Mr. Mabee was absent REORGANI- it was decided not to reorganize the newly consti- ZATION tuted Board and elect a chairman and clerk until the Board's next meeting. Considered first and approved by the Board MINUTES were the minutes of its March 5, 1962 meeting. Approved for payment were the following bills which had been presented: From General Expenses ' Account: L.M.Foster, Inc., office supplies --$2.90; Louise M. Macomber, secretarial service March 8-- $5.00. From 1961 Carry -Over Funds: Jack P. Gen- semer, professional services for period ending March 4, 19629 $382.50; cost of presentation material, $47.50 --total $430.00. Considered next was the following Form A application for determination of Planning Board FORM A jurisdiction: #62-16, submitted March 12, 1962 by Donald ELegro for Arthur F. Douglass; plan en- titled "A Compiled Plan of Land in Lexing- ton, Mass.", Scale: 1"= 401, dated March 7, 1962, Miller & Nylander, C.E.'s & Sur- veyors. Upon motion duly made, and seconded, it was unanimously VOTED: that the Lexington Planning Board determines that the plan accompanying Form A applica- tion #62-16 does not require approval under the Subdivision Control Law, and that said ' plan be so endorsed. Mr. Snow reported that he had discussed with Mr. Ambrose of the Winchester Engineering Department 3-12-62 -2- The application of Antonio Busa for tentative GREEN VALLEY approval of a preliminary plan was taken under con - SEC. 7 sideration next. The Town Engineer's letter of March 5, 1962 to the Planning Board in regard to said BUSA subdivision plan was reviewed together with the case fife on said application. Thereupon it was moved, seconded, and unanimously VOTED: that the preliminary subdivision Plan entitled "Preliminary Plan of Proposed Subdivision. Green Valley -Section Seven in Lexington, Mass.", dated February 26, 1962, which was submitted to the Board by Antonio Buss, on February 23, 1962, accompanied by an application for tentative approval, Form B, dated February 26, 1962, be and hereby is approved subject to the following conditions: 1. that the subdivider obtain flowage rights to discharge storm drainage onto the Town of Arlingtok property, and ' 2. that Circle Road in said Green Valley sub- division not be constructed for more than the possibility of the Winchester and Lexington Plan - MURPHY ning Boards or its representatives meeting for the PRELIMINARY purpose of resolving problems in connection with the SUBDIVISION Gertrude H. Murphy preliminary subdivision plan. PLAN (See minutes of March 5, 1962 Planning Board Meeting.) Mr. Snow said that he had been informed that said pre- liminary subdivision plan was being extensively re- vised and that -as soon as the revision was completed Mr. Ambrose would discuss the revised plan with Mr. Snow and if necessary arrange for a meeting between the two boards to discuss any problems there might be in connection with said subdivision. Mr. Stevens.met with the Board from 7:55 to 8:30 p.m. to discuss several current problems before the Board. The Board considered and approved drafts of ]BOARD OF letters to the Board of Appeals re the Stone and APPEALS Hamilton petitions (see addendum). Mr. Snow called the Board -1•s attention to a copy of a letter, dated March. 12, from Chief Engineer of the Mass. Dept. of Public Warks with reference to the Haded and Johansson petitions to be heard bythe Board of Appeals on March 13. In vied of the information set forth in said letter it was decided to take no action in regard to said Haded and Johansson petitions. (See addendum.) March 12, 1962 Gentlemen: It has come to the attention of this Department that ;fou have before you for ecnsic'eration requests from Haro?-? P. and Eleanore E. Johansson, Blossom Street 3-12-62 -3- 500 feet beyond the interseetinn of Anthony Road and Lillian Road until Circle Road as shown on Land Court Plan #6807 is adequately constructed to provide in the Planning Board' -s opinion a second means of reasonable access to said subdivision. With reference to Mr. Russian's meeting with the board on February 26 in regard to the SHORT land of Dr. Leonard B. Short, Mr. Snow reviewed PROPOSAL again his proposal that the Short land be re- FOR zoned for a garden apartment district in rela- REZONING tionship to the apartment district which is located in Waltham approximately adjacent to said Short land. It was decided not to take any action in regard to this proposal until all members were present at the Board's next meet- ing. The Board next reviewed the articles in which it had an interest in the warrant for the 1962 annual town meeting. The Bowser's Saddle Club Estates, Section One definitive subdivision plan was endorsed. BOWSER'S SADDLE CLUB ' Mr. Snow was asked to give the plan to Mr. ESTATES Stevens for recording in the Registry of Deeds at - such time as there was received from Todd Realty, TODD REALTY, Inc. a grant to the Town of easements in said INC. .Bowser Estates subdivision. The meeting adjourned at 10:15 p.m. ti ` Robert E. Meyer, Clerk ADDENDUM Board of Appeals Town of Lexington Lexington, Mass. March 12, 1962 Gentlemen: It has come to the attention of this Department that ;fou have before you for ecnsic'eration requests from Haro?-? P. and Eleanore E. Johansson, Blossom Street 3-12-62 crest Road, Lexington, to move their houses which were recently taken by the Commonwealth for the reconstruc- tion of Route 2. These buildings would be located oir the remaining portion of their properties, just outside the present layout lines. As negotiations were still being conducted between this Department and the Selectmen of the Town of Lexington, regarding the alternate possibilities of locating an interchange on Route 2 at Waltham Street or a proposed extension of Worthen Road, the layout made was only ade- quate for the main highway. Since that time, a letter has been received from the Selectmen of your Town advis- ing that the interchange at Waltham Street is preferred. Studies are now being made for the interchange at Waltham Street and although ore scheme under consideration does not involve the properties in question, several other schemes would require additional takings from these two parcels for the construction of a ramp and service road. In order to preclude the necessity for moving these houses a second time, it is recommended that your Board defer any action until the basic design for Route 2 is approved.
