Upon motion duly made and seconded, it was

VOTED: that the Lexington Plannng Board determines
A regular meeting of the Lexington Planning
Board was held in the Boardts office, Town Office
Building, on August 21s 1961 at 7:45 p.m. Present
were Chairman Soule, Members Grindle and Mabee,
and Planning Director Snow.
The Board approved the minutes of its August MINUTES
7 and 14, 1961 meetings.
Approved for payment were the following bills
which had been presented: H. M. Lawrence Hardware, BILLS
Inc., drafting supplies-- 1.69; Spaulding -Moss Co.,
drafting supplies --113.23; Railway Express Agency,
express charges--t2.�8; Wallace B. Mitchell Co.,
drafting supplies --;15.60; Minute -man Publications,
Inc., advertising --0.57. The Board also confirmed
the action of the Planning Director in approving
for payment during the previous week a bill for
Wesley J. Ewell, drafting services for period end-
ing August 14, 19612 X105.00, car allowance, $2.00.

require approval under the Subdivision
Control Law, and that said plans be so en-
dorsed.

With reference to the plan accompanying
application #61-40 which was acted upon the pre-
vious week, the Board approved a draft of a letter
to the Chairman of the Board of Appeals which recom-
mended the granting of a variance in this case. (See
addendum.)
At 8:00 p.m. a public hearing was held on the
MARRETT application for tentative approval of a subdivision
GARDENS of property of Adam Ctrigor located at the end of
SEC. 2 Roosevelt Road in Lexington. Attending the hearing
in addition to Mr. Grigor were Mr. and Mrs. Charles
GRIGOR L. Cadario and Mr.and Mrs. Leighton S. Foster of
29 and 30 Roosevelt Road respectivelg.
The Chairman -:ripened the hearing by reading
the notice of the same as it had been sent to all
abutting property owners of the land to be subdi-
vided and as it had been advertised in the July 20,
1961 issue of the Lexington Minute -man. He then '
explained the procedure to he followed in conduct-
ing the hearing and called upon Mr. Grigor to pre-
sent his plan .
Mr. Grigor said he was not familiar with sub-
division plans and asked to have someone else dis-
cuss his plan. Mr.Snow did, indicating that the
plan was an extension of Roosevelt Road in the form
of a turnaround having a radius of 55 feet instead
of 60 feet as required by the Lexington Subdivision
Rules and Regulations. He said that the Planning
Board had waived its regulations in approving the
preliminary plan of this subdivision in view of the
1960 taking of a large portion of Mr.Grigor's land
for the ramp for the Route 2-128 interchange and in
view of the fact also that only two lots were to be
served by the turnaround. Mr. Snow then noted the
existence of a public sewer and explained the storm
drain system to be installed by the subdivider at
the end of the present layout of Rnosevelt Road and
the drain connecting to the State system in the
Route 2-128 ramp.
Mr. Cadario described how surface runoff
Prom Roosevelt Road drained into his driveway. A
further explanation of the proposed drain system
in the subdivision indicated how this situation would
be corrected.

Mr. Foster asked if there would be any better-
ments assessed against his property in the construc-
tion of the drains. He was informed that there would
be no betterments.
There being no further questions or discussion,
the chairman asked fo an indication of those who were
in favor of or opposed to the approval of the plan.
All present indicated they were in favor of the plan's
approval. Thereupor, the hearing was declared closed,
the time being 8:10 p.m.
Afterwards the Board indicated to Mr.Grigor
that it was in a position to approve the plan as soon
as he posted a bond as a performance guarantee and the
Board received a letter from the Board of Health indi-
cating approval of the subdivision.
Mr. Grigor was asked if he had a name for his
subdivision for the purpose of completing a title for
the plan. He said he had none but would welcome a
suggestion. In view of the fact that all adjoining
lots on T�Tilson and Roosevelt Roads were in the old
Marrett Gardens Subdivision, Mr. Snow suggested the
name "Marrett Gardens, Section Two."
' Town Counsel Stevens met with the Board from
8:15 to 8:40 p.m. to discuss several matters currently
being considered by the Board.
Mr. SATilliam L. Potter met with the Board next
to discuss his proposal for utilizing the former WALNUT
Potter farm on Walnut Street as a golf course to be REALTY
conducted on a cor^mercial basis instead of subdivid- TRUST
ing the land into residential lots as approved by
the Board (see minutes of June 12, 1961 Planning POTTER
Board Meeting). After a discussion it was thought
that such a use as Mr. Potter proposed could be es- REZONING
tablished by an amendment under Section 5 (a) 7 of PROPOSAL
the Zoring Bir -law. Members of the Board indicated
they looked favorably upon such a use provided cer-
tain buildings and accessory uses, such as club-
houses which could be rented for dances, dinners,
entertainment and the like, were prohibited.
Mr. Potter stated that if such a proposal were
presented and acted upon favorably during the next
few months, June 1963 would be the earliest available
date the course could be made ready for use. Mr.
' Potter was informed that with other matters before the
Board it was thought the earliest time for adequate
presentation and consideration of such a proposal

would be the 1962 annual town meeting. In discussing ,
methods of presenting the nropsal and problems to be
considered, Mr. Potter said he would furnish the Board
for its consideration material which he had been assem-
bling in regard to golf courses such as he had in mind.
Mr. Antonio Busa also met with the Board in
GREEN VALLEY regard to his request for an informal opinion of his
SEC. 7 proposed -preliminary subdivision plan entitled "Green
Valley Section Seven." (See minutes of July 24, 1961,
BUSA Planning Board meeting.) Mr. Busa was given a letter
which the Board had approved earlier during its meet-
ing, said letter setting forth a statement concerning
his subdivision proposal and some problems foreseen
in regard to it. A discussion was held with Mr. Busa
in regard to said letter. (See addendum.)
`Ihe attention of the Board was called to a
CARRIAGE copy of a letters dated August 11, 161, from the
GROVE Bedford Board of Selectmen to the Lexington Board
ESTATES of Selectmen with reference to drainage problems on
Grove Street, and the discharge of s toren drainage
WOOD water from the -proposed Carriage Estates subdivi-
sion onto town of Bedford land. (See addendum.)
Mr. Snow reported that as requested he had '
informed Mr. Wood of the Planning Boardts decision
to disapprove his definitive subdivision plan
named above unless the nranosed Carriage Drive as
shown on said plan conformed to the study plan pre-
viously adopted by the Board and unless the pro-
posed Coach Road shown on the definitive plan was
relocated in such a manner as indicated in the
minutes of the Planning Board's August 14, 1961
meeting. Mr. Snow said that after so informing Mr.
Wood the latter had requested a meeting with the
Planning Board to discuss the matter further.
The Board met with Mr. Wood and nTr. Moore,
Surveyor, to discuss the subdivision plan, repeat-
ing the points set forth above. Mr.'^food said
that he had tried to cooperate with an abutting
-property owner, Mr. Walter S. Harrington (owner of
lots 4 and 5 on Winter Street in the Park Heights,
Section 1 subdivision) in order to have a better
layout for proposed Coach Road, had been unable to
come to any agreement with him and no longer felt
compelled to do so unless he paid for certain costs
in connection with constructing the road. Mr. Snow
said he had an appointment with Mr. and Mrs.
Harrington the following day to discuss possibilities '
of realigning Coach Road. Mr. Snow said that after
this appointment he believed he would have enough

' information to design a road which he thought would
be acceptable to all concerned.
There was exhibited to the Board an instrument
In which Mr. and Mrs. Myron D. Karess of 13A Turning
Mill Road, granted to Turning Mill Associates a slope
easement in lot 42 in Section Three of the Middle
Ridge development. With this instrument all matters
appeared to be In order with reference to the Middle
Ridge, Section 6 definitive subdivision plan. The
Board endorsed said plan which Mr. Snow was asked to
give to the Town Counsel for recording.
Read to the Board was a letter, dated August
19, 1961s from Mr. Homer J. Hagedorn and four other
Town Meeting Members from Precinct One, requesting a
meeting with the Board to discuss a study the Har-
rington PTA Safety Committee had made of the
Countryside area (see minutes of the May 153 1961
Planning Board meeting'. It was decided that with
all the business the Board had to transact at its
regular meetings 'n the next two months that the
only time the Board would have to discuss the
Countryside area with the PTA group was at some in-
formal conference which could be arranged outside
regular meetings. Mr. Snow was asked to acknowledge
receipt of the letter and to arrange for an informal
meeting with the PTA group.
From Q:30 to 10:20 p.m. Mr. Soule met with
the Board of Selectmen to discuss a possible date
for a special town meeting to be held during the
fall for the purpose of presenting among other
matters rezoning proposals in regard to M 1 and
C 3 districts. After Mr. Soule returned to the
Planning Board meeting he r eported that a special
town meeting for October 30 rad been scheduled.
On this basis the Board formulated the following
tentative schedule in regard to the presentation
of zoning by-law amendments. With reference to
said schedule it was decided to employ if he were
available, Charles E. Downe, Planning Consultant,
to make economic studies for the proposed M 1 dis-
trict after a final draft of the rezoning pro-
posals had been prepared.

Reference is made to the print concerning which you
desired an informal opinion, said print being entitled
"Plan of proposed Lotting of Green Malley Section Seven
Lexington, Tlass.", dated July 20, 1961 and prepared by
Albert A. Miller, Wilbur C. Nv lander, Civil Engineers
and Surveyors.
It is understood that when you discussed this print with
Mr. Snow on July 28 he informed you that after a study of
the problem the Board will indicate to you where it be-
lieves there should be provided an access to the proposed
location of 7merson Road. This study had not beencom-
pleted but will be ready by August 31.
It is understood also that when ,you discussed this nrint
with Mr. Soule on Jul7T 21 you were informed that the
Board would not approve the extension of a dead-end
street longer than 500 feet from a recognized means of
access. A distance of 550 feet from the terminus of
' Anthonv Road would provide you with sufficient frontage
for only two lots, one on either side of the proposed
location of Circle Road as shown on your plan. The
Board will not anorove the extension of your development
over the proposed section of Circle Road asshown on your
nlan until such time as said section connects to a road
which is adequatel-r constructed to provide reasonable
access. For anproval of the extension of Circle Road to
the end of lots 5 and 6 as shown on ,your proposed plan
the Board. will require evidence to show that you have
right to use so-called Circle Road as shown on Land Court
Plan x'6807.

Gentlemen:
?,de have had a request from Reginald Wood who is about to

develop a sub -division of land off Grove Street in Lex- '
ington adjacent to the Redford -Lexington Town line. The
sub -division Is called Carriage Grove Estates and his re-
quest was that he be allowed to discharge the water from
a nronosed storm drainage system in the subdivision onto
the land now owned by the Town of T3edford.
We have no objection to his discharging storm drainage
water only onto the land of the Town of Bedford because
it is an uninhabited area and is land that Is now used
solely for the protection of our water reservoir. In
return we are asking the Town of Lexington to provide
us with a stub from a proposed drainage system in the
Town of Lexington on grove Street at the Bedford -Lexing-
ton Town Line, which will also discharge into the pre-
vious mentioned drainage system. This would be the only
outlet to eliminate an existing water condition in that
area.
Our Supt, of Public Works, Mr. Benjamin P. Wiggins, has
talked this matter over with Mr. John Carroll and they
both think that this would be an ideal solution to the
problem.
