HomeMy WebLinkAbout1961-05-081 PLANTING BOARD MEETING May 8, 1961 A re7ular meeting of the Lexington Planning Board was held on Monday, May 8, 1961 at 7:30 p.m. in the Planning Board office, Town office Building. Present were Chairman Soule, members Grindle, Bry- son, Mabee and Meyer, and Planning Director Snow. The Board approved the minutes of its May l MINUTES 1961 meeting. Also approved for payment were the following bills which had been presented: Andrew T. Johnson, BILLS white prints --4,70: Granhic Reproductions, white prints --1.00; A.S.11.0.2 Vols, 5, 6, and 7, Zoning Di r=est -445.35. Considered next were the following Form A applications for determination of Planning Board FORMS A jurisdiction: #61-21, submitted May 4, 1961 by Reginald ' A. Wood; plan entitled "Plan of Land in Lexington, Mass.", Scale: 1" = 50'3 dated April 13, 79611 Joseph W. Moore, Inc., Reg. Land Surveyor. #61-22, submitted May 4, 1961 by Benjamin M. Forbes; plan entitled "Plan of Land in Lexington, Mass.", Scale: 1" = 301, dated Dec. 111i, 1960, Miller & Nylander, C.E.'s & Surveyors. Upon motion duly made and seconded, it was unanimously VOTED: that the Lexington Planning Board determines that the plans accompanying Form A applica- tions ;;61-21 and #61-22 do not require approval under the Subdivision Control Law, and that said plans be so endorsed. Attention was called to Mr. King's letter of May 3, 1061 acknowledging receipt of the Plan- AIR BASE ning Board's letter of April 26 concerning access ACCESS from Hanscom Field to Route 128 and to the center ROAD. of Lexington. In his letter Mr. King stated that ' t`consideration is being given to the nossibilities of maintaining access from Wood Street to Massa- chusetts Avenue and to divorcing this residential -2- street from normal air base traffic.'s Considered next by the Board was a draft ' HARRINGTON of a letter to Mr. Homer J. H..^.rredorn sunplement- SCHOOL PTA Ing the Planning Director's letter of May 1, 1961 SAFETY suggesting a meeting with the Planning Board on COMMITTEE May 15 to discuss any recommendations wh,ch the group he represented had to offer with reference to the situation at Countryside. (See addendum; see also Planning Board minutes of May 1, 1961.) The Board considered next a draft of a COUNTRYWIDE letter to Mr. Norman T. Mav with reference to his OFFICES, INC. communication of May 1, 10612 (see Planning Board REZONING minutes of said date), in regard to tre proposal PROPOSAL tor ezone land at the southeasterly corner of Routes 2 and 128 (see addendum). Also considered by the Board and approved FOLLEN HILL by it was the draft of a letter to the Board of RECREATION Selectmen regarding the Planning Board's recom- AREA mendati_ons concerning the sale of a parcel of land to Mr.and Mrs. Pike of Churchill Lane. (See adden- dum.) From 8.55 to 9.45 p.m. the Recreation Com - RECREATION mittee and the Recreational Director met with the COMMITTEE Planning Board to discuss problems of mutual in- terest in regard to the acquisition and develop- ment of land for recreational purposes. It was agreed that Mr. Snow would furnish the committee ' with sketch plans of the Bask,n Playground, the land formerly owned by McCormack and Brun adjacent to the Harrington School, and the proposed North With reference to the public hearing the MIDDLE Board held the previous week in regard to the RIDGE Middle Ridge, Section 6 subdivision plan, trere SEC. 6 was exhibited to the Board a plan entitled 'Plan _ of Land in Lexington Mass.'s dated January 21, ROBERTS 1947, prepared by Miller & Nylander, said plan being recorded in the Middlesex South District Registry of Deeds in Book 7159, page end, as plan No. 990 of 1947. It was pointed out that the common boundary line between lots 83 and 84 and land of Walter and Isabella Steeves as shown on the Middle Ridge, Section 6 subdivision plan was not Vie Burlington town line. This was found to be located nortl^easterly approximately 87 feet equi- distant from and parallel to said Micdle Ridge, Sec. 6 property line. Tt was also noted that ' the Steeves property was located both in Lexington and in BurlinFton adjacent to and northeasterly of the Middle Ridge subdivision. It was uncer- stood that after the committee had studied the plans it would furnish the Board with recommendations as to the facilities which. should be included In the final development plans. As you know, the Planning Board's role in this matter is simply to make recommendations and suggestions to the Board of Selectmen who will ultimately negotiate any sceci_fic corrective measures. The Board ,welcomes your offer to support us in our study and welcomes any recommendations ,your group has to offer to remedy the existing conditions. The Board suggests your group meet with us next Monday, May 15, at 8:15 -,m, for one-half hour. May 1776 Massachusetts Avenue Lexington 731 Massachusetts Dear Mr. May: The Planning Board acknowledges ,your letter of May 1 statin; the existence of contracts for the purchase of land and dwellings situated on Snrinm Street next to land owned by Lexington Investment Trust, Martin 0erel and Bernard Roberts, trustees. With reference to the proposal that the land at the southwesterly corner of Routes 2 and 128 be rezoned for office buildings and related uses, ,you will re- call that on November 7, 1960 the Planning Board wrote to ,you stating that it was not in favor of the proposal and was -of the opinion that the best way the entire area bounded by said routes, Spring Street and the town line could be developed properly was as a unit. While the plan entitled "Land Use Study" which. Mr. Cole nre- sented on April 17 purported to show the feasibility of developing; said area as a unit, there still appears to be little enthusiasm among the members of the Board for the proposal as presented at that time. The majority of ' members of the Board are neither in favor of or opposed to it. It was understood on April 17 that ,you informed the Planning? Board that if it were opposed to the pro-oosalr you would recommend to your clients that they drop the matter. The Board does not wish, to be placed on record as opposing the proposal for the reason that proponents have every right to present their nronosal at a hearing and may be able to present additional information which the Board is not aware of at thi.s time. Gentlemen: In reply to your letter of April 25, the Planning Board , does not recommend the sale of the parcel of land which Mr. and Mrs. Pike wish to acquire from the Town. The ' matter was discussed some time aro with. the Town Counsel when he was negotiating with the trustees of the Tower F'state for the tract of land the Town voted to acquire under Article 42 of the 1Q60 Annual Town Meeting. The Planning Board informed the Town Counsel at the time of negotiation that it was willing to forego the acquisition of the parcel marked on vTr. Pike's plan as 'Recently Pur- chased from Towerf1 but not the triangular -parcel the Pikes now wish to acquire. Tt is the recommendation of the Board that all the rear land now or former17 of Moulton, including the parcel "tr. and Mrs. Pike recently purchased from Mrs. Moulton be acquired by the Town as cart of a larger tract extending from Follen Road to and including the lower portion of Moreland. Avenue. Tt is for tris reason that the Board recommended the acquisition of the westerly strip of land adjacent to the lower end of Follen Foad to prevent any combination of this strip with the rear of the Moulton land. To illustrate this and other roi_nts set forth in this communication, there is attached herewith a print show- ing the Planr,ng Board's recommendations.
