HomeMy WebLinkAbout1961-01-30PLANNTNG BOARD MFET TNG January 303 1961 A regular meeting of the Lexington Planning Board was held on Monday, January 30, 1961 at 7:40 P.m. in the Board's office, Town Office Building. Present were Ch.ai_man 3urnell, members Mabee, Grindle, Meyer and Soule, and Planning Director snow. Approved .for payment were the following bills which had ?keen presented: H. Ution motion duly made and seconded., it was unanimously VOTED: that the Lexinmton Planning Board determines that the plan accompanying Form A #61-2 does not require annroval under the Subdivision Control Law, and th^t said plan be so en- dorsed. Mr. Snow said that in order to fill an im- mediate need he had agreed to give four bi-weekly wvening seminars bey?inning February i, 1961 to the Local Affairs Studs Group of the League and others who ~night be interested and to continue the series through the snr'_ng months i.f sufficient interest was srown in tb e first group of seminars. Mr. Snow stated that he had been under the imnression previous17 that Emerson Road should be located westerly of and from about 110 to 180 feet equidistant from Webb Street in order to take advantage of the vacant Modoono land formerly owned b-'r7-Tood, and the vacant land of Cernenito and Greicci on the southerly side of 1,4nburn Street. Snow said, however, that studies and field observa- tion had indicated that the best location for Frierson Road was that of paralleling the Vine Brook easement from Fast Street thence southerly across land now or formerlT* of LaT'orta, thence following the easterly side of the old gravel pit owned by ')teeves and thereby avoiding the hill to the east; thence across lands of Trebino and the lot of Frederick M. Taylor, Jr. numbered 176 Woburn Street; thence continuing southerly across Woburn Street and the lands of Andrew Cupp between the existing greenhouses owned. by said Cupp and the property now or formerly of Rice, said property being munbered 183 Wnburn Street; thence across lands of Simeone westerly of the swampy areas located on lands owned by Simeone and Greicchi to a point opposite the proposed location of .Frierson Road shown nn the Emerson Gardens, Sec. 1 de"initive subdivision rlan, dated September 12, 1960, but not formally submitted to the Board. Mr. Snow said that he had discussed this nro- nosal with -4I . Carroll, Supt, of Public Works, and that Mr. Carroll agreed with Nir. Snow that the proposed loca- tion was the most economical one from both construction and land damage standpoints. Mr. Snow nointed out, how- ever, that it had been found that the existing plans of the properties bounded by '!Toburn, TTtica and Dunham streets were too inaccurate to prepare a final elan for the Emerson Road location and the land which would be needed to acquire for this nurpose. He reported that Mr. Carroll agreed to prepare the necessary property maps from which Mr. Snow could determine the exact location of the Frierson Road crossing of t,Toburn Street and the location of Emerson Road from Woburn Street to land of Steeves. The attention of the Board was called to the GRIGOR submission on January 30, 1901 by Adam Grigor of an aprlication for tentative approval of a preliminary sub- division plan entitled "Ilan of Proposed Lotting in Lexirgton, Mass.", dated Januar,* 26, 1961. Mr. Snow was asked to study the plan and present a recommenda- tion concerning the Board's action on this matter. Considered next were the notices of the neti.tions to he heard bar the Board of Appeals on February 21p 1961. 1 1 With reference to the Louise Finney petition Mr. TTickersonTs letter of January 27,1961 to the Plan- ning Board was read. Mr. Snow reported that he had shown the plan of the proposed relctti.nS to Mr. Nickerson and understood that he had explained the croblems involved to his satisfaction. (See min- utes of January 23, 1461 Planning; Board Meeting.) In regard to the other petitions to be. heard on. February 21, 1961 it was decided to take no action in regard to said petitions. Mr. Snow gave a report of a conference which he had held with Messrs. Richard H. Soule of the Dlanning Board: Norman T. May, his Attorney; John J. Carroll, Sunt, of Fubli_c IIo.rks; and Robert Hip gins, Asst. Town En.Yineer, with reference to the proposed easements for the future location of Emerson Road across Eldred Street and the land of Mr. Soule. Mr. Snow retorted that as shown on the plan entitled "Subdi.vision of Land Court Case No. 9475 Land in Lexi_nr-ton., Mass.", prenared by Miller & Nylander and dated July 14, 1960, Pfir. Soule was willing; to grant to the Town easements for public travel and for all other purposes for which ways are intended in the parcel of land between lots 393 and 394, and in the easements in lots 3971 393 and 398, the price to be fj1500.00 with the further consideration that at such time as the Town constructed Eldred Street there would be no betterments assessed against said lots. -3- BOARD OF APPEALS FTNNEY EMERSON ROAD- ELDRED ST. SOULE It was the concensus of the planning Board members that this proposal was very reasonable. Before acting on the matter, however, Mr. Snow was- asked to have an indepencent appraisal mace of the land Involved and the proposal as presented. From 8:30 to 9:10 o.m. Mr. Alfred P. Tropeano met wi..th the Board to discuss his pronosal to extend R 1 TO G 2 the general business cistricts by rezoning? from R 1- PROPOSAL sin7le family residential use to a C 2 -general busi- ness use the George V. Morse, Mrs. M. A. Heywood, TROPEANO falter E. Bickford an, former !Jatholic Club"(now owned by Mr. Tropeano) properties numbered respective- ly, 1 Vine T3rook Fold and 72, 82 and 100 Waltham Street. Mr. Tropeano said he did not want to have rezoned his nronerty numbered 114 Jaltham Street for the reason that he would be able to '_peep it for professional use only. He said he intended to construct at 100 'Waltham Street an office building for other tran professional use but did not intend_ to use the bui.ld:i.nP for stores. Mr. Tropeano stated that there were not enough restric- tions in C 2 district zoning for his purposes -intend- ing to set the proposed building back from the street and side lines for yards for windows and lawn area. He said there would also be between 90 and 100 spaces for narking in the rear of his two buildings if his proposal was favorably acted upon. Should additional parking be necessary with the zoning of the Morse, Heywood and Bickford properties, Mr. Tropeano suggested that a municipal narking area might be created using the rear of his land and parcels of Rudd land behind lots on Vine Brook. The Planning Board endorsed the ]diddle Ridge MTDDLF Section 5 definitive subdivision plan which had been RIDGF approved by the Board on January 9, 1961. Mr.. All SFC. 6 matters appearing to be in order., upon motion duly made _ snd seconded, it was unanimously B?TSA VOTED: that the definitive subdivision plan entitled "Green Valle -,T Section Si.x LexlnT-ton, Mass.", dated Sentember 20, 1960, which was submitted to the Board by Antonio Busa on October 31, 19^,0, accompanied by an application for approval of definitive plan, Form C, dated October 31, 1960, be and herebv is annroved. Considered next and annroved by the Board was CASTOLDI the draft of a letter to Mr. John W. Cnstoldi _n reply to his letter of January 23, 1961. (See addenda.) This plan is in the form of a print entitled "Study Plan of Proposed. Lots in Lex- ington, Mass.", dated April f�, 1(60, drawn at a scale of 1" = 40', by Miller & Nylander) Civil Fngineers and Sur- veyors. It is the practice of this Planning Board not to approve or disapprove any -plan which is not submitted in accord- ance with Lexin7ton's subdivision regulations. Sometimes the Board expresses an informal opinion in regard to study -plans. In the case of your plan, however, there are no contours and road -profiles to indicate to the Board whether or not there are drainage or other problems in connection with the nro-posed development of the land. It is noted. on the plan that if the "Approximate Location of Proposed Emerson Road" were extended into the parcel marked "Town of Lexington" the pronosed location of a town recreation area would be cut in two. It is under- stood that Mr. Snow has discussed this matter with you a number of times and informed you that as soon as he com- pletes - in the order in which they were brought before the Board - other subdivision studies he will be able to devote the time to complete the assembly of data necessary for the preparation of detailed studies for the specific location of the proposed section of Fmerson Road.
