' January 9, 1961
A regular meeting of the Lexington Planning
Board was held in the Board's office, Town Office
Buildings on Monday, January 9, 1.961 at 7:40 p.m.
Present were Chairman Burnell, members Mabee, Meyer,
and Soule, and Planning Director Snow.
Considered first were the following Form a
applications for determination of Planning Board
jurisdiction:

#60-95 Planning Board meeting.)
Upon motion duly made and seconded, it was
unanimously
VOTED: that the Lexington Planning Board determines
that the plans accompanying Form A applica-
tions #60-94 and #60-95 do not require
approval under the Subdivision Control Law,
and that said plans be so endorsed.
' Considered next was Mr. Antonio Busa's letter
of January 6, 1961 requesting that the Board extend
the time within which it must act on his application
for approval of the Green Valley, Sec. 6 subdivision
plan. Upon motion duly made and seconded, it was
unanimously

Valley Section Six Lexington, Mass.", dated
Sept. 29, 1060, be and hereby is further ex-
tended to and including January 301 1961.
The Board confirmed the action of the Plan-
ning Director in aporovi_ng for payment the follow-
ing bills: (From 1959 Carry-over) The United Sales
Co., rebuilt cutawl-4,130.00; chisels --$19.40; Rail-
way Express Agency, bill of lading --$5.14. (From
1960 Carry-over General Expenses) Donald C. Richard-
son, professional services, December 22 through
January 3-415h.00; Mariner Books, book --X2.50;
Spaulding -Moss Co., slide rule--14�7.20; L.M.Foster,
Tnc., office supplies --$7.51; Wallace B. Mitchell
Co., drafting supplies --$2.93.
The attention of the Board was called to the

Town Counsel's letter of January 51 1961 to the
Planning Director enclosing an original and conformed '
copy of an instrument, dated December 301, 1960,
wherein Turning Mill Associates, Inc. assumed the
obligations of the subdivider in reference to the
Middle Ridge Sec. 5 subdivision which is secured by a
bond of said corporation. Mr. Snow pointed out that
the Board of Health had approved the subdivision in a
letter, dated December 29, 19603 to the Planning
Board. All matters appearing to be in order, upon
motion duly made and seconded, it was unanimously

REZONING presented by Dr. Short at a special meeting held by
the Board on January 71 1961. It was the unanimous
SHOET opinion of the members that they were opposed to
general business In the Naltham Street area adja-
cent to the Lexington town line not wishing to see
such a business development as there existed on the
Waltham side of the town line spread into Lexington.
It was the opinion of the Board also that the parcel
of Short land had Insufficient area for a C 3 dis-
trict, that there was insufficient area available to
provide vehicular parking planned for the net rent-
able office space, and that the Board was not in
favor of writing or having written a special zoning ,
district just to accommodate the proposed office
park. These points were incorporated in the draft
of a letter to Dr. Short setting forth the Planning

deed recorded in Middlesex South District
Reistry of Deeds, Book 9718, Page 412, and
said Turning Mill Associates, Inc. having
assumed all obligations of the applicant,

The Lexington Planning Board has considered carefully
your proposal to rezone the Short land on Waltham Street
In order to create an office park. The Board was
Pleased to see such well designed preliminary plans and
the fine model which Mr. Gensemer presented.
It is the unanimous opinion of the members of the Board,
however, that general business should not be permitted
in the Waltham Street area adjacent to the Lexington town
line, that this land should riot be rezoned for C 2 use
which would permit general business. The Board agrees
' with you that your parcel of land has insufficient area
for a C 3 zone. In any event, the Board feels there is
insufficient area involved to provide adequate vehicular

Considered next was a letter, dated January 51
1961, from Mrs. Stephen Crandall, the Metropolitan

Planning Council representative in Lincoln of the

Discussed next was a series of proposals
for articles to be inserted in the warrant for the

parcel of land and does not wish to make an exception in
this case.
The Board intends to review the land use for the general
area including your parcel and in so doing will keep your
proposal in mind.

Reference is made to your letter of December 20, 1960 to me
In regard to articles to be inserted in the Warrant for the
1961 Annual Town Meeting. Set forth below is a list of ar-
ticles the Planning Board recommends for insertion.
1. Authority for Planning Board to obtain options for lands
for schools, public recreation and future street location
purposes.
2. Transfer of land between the Town and Hayden Recreation
Center.
3. Acquisition of parcels of land fronting on Woburn Street
for future location of Emerson Road.
4. Acquisition of Lot 12 and a portion of Lot 112 Moreland
Avenue, from Pasquale Luongo for future street location
purposes.

5. Abandonment of a drain easement in Lots 10 and 11 in Glen I
Estates subdivision, Waymint Realty Trust.

6. Abandonment of a portion of =Jestview Street between re-
located portion of said street and Bedford Street.
7. Revision of Waltham Street A 1 district so as to elimi-
nate that portion of district located northeasterly of
proposed extension of Worthen Road.
8. Rezoning of M 1 district to C 3 use.
9. Rezoning of certain C 1 districts to R 1 use.
10. Change zoning By-laws regarding; the conduct of business
in an R 1 district.
11. Revision of automobile parking restrictions as set forth
in C 1 districts under Sec. 8 (b) of the Zoning By-law.
The Planning Board has released bonds upon completion of
the required work to be done in certain subdivisions in which
are located the followinE- streets which are recommended for
acceptance, and layout without betterments. Since so many
street plans are already being; prepared under the direction of
the Sunerintendent of Public Works for consideration at the
1961 Annual Town Meeting, it may be that the acceptance of
many of these streets should be postponed until a later town
meeting.
