HomeMy WebLinkAbout1960-07-25I PLANNING BOARD MEETING July 25, 1960 A regular meeting of the Lexington Planning Board was held on Monday, July 25, 1960 at 7:40 n.m. in the Board's office, Town Office Building, Present were Chairman Burnell, members Grindle, Mabee, Meyer and 30oule, and Planning Director Snow. The Board ann_roved the minutes of its meet- ings of June 20 and 27, 1960. Approved for payment were the following bills which had been submitted: Harry W. Porter, Jr., professional services July 11 through. 22, 1960--x`175.00; Daley Office Supply Co., office sunplies--612.93; James J. Carroll, 1°60 Poll Book --w1.25. The Board also confirmed Mr. Snow's action in nreviously annroving for -navment a bill of 5120.00 from Design Snecialties, Inc, for three sets of rubber stamps. It was noted that the subdivision consisted of 27 lots fronting on part of Hickory Street which would eventually be extended to Kimball and Vaille Avenues and two completed unnamed streets. Mr. Snow read into the record a letter, dated July Upon motions duly made and seconded, it was unanimously VOTED: that the Lexington Planning Board deter- mines that the plan accompanying Form A '60-50 does require approval under the Subdivision Control Law. VOTID: that the Lexington planning Board deter- mines that the plans accomnanying Form A annlications #60-52s #60-53s #60-54s #60- 55 and #60-56 do not require approval under the Subdivision Control Law, and that the plans be so endorsed. At 8:00 p.m, the Board held a public COUNTRY hearing relative to the application of Pond Realty CLT7B MANOR Trust for approval of a definitive subdivision SFC, 1 plan entitled "Country Club Manor Section One Lex-ington, ^ass.", dated Feb. 23, 1960, the aronosed POND REALTY subdivision being located on a portion of said TRUST trust's land southwesterly of Reed Street and southeasterly of Garfield Street. Sixteen per- sons attended the hearing. The Chairman read the notice of the hearing as it has been sent to all abutting property owners and as it had been pub- lished in the July 7, 1960 issue of the Lexington_ Minute -man. He then explained the procedure to be followed in conducting the hearing. He stated that since a representative of the Trust was not present to discuss the plan, he had asked Messrs. Soule and Snow to do so. It was noted that the subdivision consisted of 27 lots fronting on part of Hickory Street which would eventually be extended to Kimball and Vaille Avenues and two completed unnamed streets. Mr. Snow read into the record a letter, dated July ri, 1 7-"-`0 Mr. Snow was requested to file with the Town Clerk the original of said agreement and the certi- fied check. The Board teen executed a Partial Re- lease of Covenant which was notarized by the Town Counsel. Mr. Snow was asked to give the original of the partial release of covenant to Mr.DeVries for recording. After Mr. Stevens left the meeting the Board discussed the Gabriele and Hamilton petitions to be heard by the Board of An on July 26, 1960. It was decided not to write letters to the Board of Appeals in regard to said petitions. Mr. Burnell was asked, however, to discuss the petitions with the Chairman of the Board of Appeals and to indicate the Board's opposition to the granting of said Gabriele and Hamilton petitions. The attention of the Board was called to Mr. Stevens' letter of July 13, 1960 to the Chairman of the Board of Selectmen stating that pursuant to the option obtained by the Planning Board and exer- cised by the Board of Selectmen as authorized by vote adopted under Article 43 of the warrant for the 1960 annual town meeting, title had now been ac- quired from Donald K. Irwin of approximately 14 acres of land situated on Grove Street, Lexington. It was noted that this was the parcel of land which the Board h"ed recommended be acquired for playground, recreation and other public purposes. (See minutes of Planning Board meeting of November 30, 1959.) Mr. Snow exhibited studies which he and the staff had made relative to the redevelopment of the Hillside Avenue area including the abandonment of a portion of Hillside Avenue and the proposed con- nection between Hillside Avenue and Bruce Road. The Board anproved these studies and asked Mr. Snow to prepare in final form a memorandum setting forth his recommendations for the development of the area and to prepare for the Board's consideration a letter to the Board of Selectmen transmitting the studies and recommendations to the latter Board. Dear Mr. Bellizia: The Lexington Planning Board has requested that I inform you that it has received your letter of July 10 and read It into the record of the public hearing held on July 25, 1960 relative to the Country Club Manor subdivision. The Board believes that you have a misunderstanding of the proposed subdivision's drainage system. There appears to be no indication that surface runoff will drain onto the Pine Meadows land but instead will connect to the Town's storm drain system.
