A regular meeting of the Lexington Planning Board was held on Tuesday, March 22, 1460 at 7 40 p.m. in the planning Board' s office, Town Office Building. Present were Chairman Burnell, Members Grindle, Mabee and Meyer, and Planning Director Snow. Considered first by the Board was Mr. Been- stierna ' s March 3, 1060 letter and its accompany- VINE BROOK ing site plan, dated. February 29, 1960, for the REALTY proposed Waltham Street garden apartment district . TRUST From 7 50 to 8.50 p.m. Mr Reenstierna met with the - Board to discuss said letter and site elan . After WALTHAM Mr . Reenstierna left the meeting it was decided to STREET write a letter to him setting forth the Planning GARDEN Board' s understanding of the conclusions reached at APARTMENT said meeting with him. From notes which were dic- DISTRICT tated, Mr. Snow was asked to prepare for the Chair- man 's signature a letter to Mr. Reenstierna as noted above. (See addendum. ) 111 The planning Board approved the minutes of MINUTES its February 29 and March 7, 1060 meetings Approved also were the following bills which had been presented for payment : Spaulding Moss Co. , BILLS printing of maps and drafting supplies--•;38.69: Joan C. MacDonald , assembling and binding zoning by- laws--P11.90 Considered next by the Board were the fol- lowing Form A applications for determination of FORMS A Planning Board jurisdiction: I60-20 , submitted March 21, 1960 by R. L. Higgins, Fngr. for the Town of Lexington, plan en- titled "Plan of Drain easement off Woburn Street, Lexington Mass. ", Scale : 1" = h0 ' , dated Feb. 17, 1960, John J. Carroll, Town Engineer. ll50-21, submitted March 21, 1060 by George J. Bailey, Mark Moore Jr. , Agent ; plan entitled "Plan of Land in Lexington, Mass.", Scale : 1" = 40 ' , dated March 8, 1060, Miller €- Nylander, C E ' s & Surveyors. 1160-22, submitted March 21, 1060 by Estate of Oscar B. Kenrick, hark Mnore Jr. , Agent ; plan entitled "Plan of Land in Lexington, Mass ', Scale 3-22-60 -2- 1" = 40 ' , dated March q, 1060, Miller 8- Nylander, C .r. ' s & Surveyors. Upon motion duly made and seconded, it was unanimously VOTFD: that the plans accompanving Form A applica- tions #60-20, #60-21 and #60-22 do not re- quire approval under the Subdivision Control Law, and that said plans be so endorsed. Witt reference to the petitions to be heard BOARD OF by the Board of Apneals on April 5, 1960, Mr.Snow APPEALS reviewed with the Planning Board information he had obtained in regard to the Travers ' petition. It was decided to take no action in regard to said petition. Reviewed next by the Board was the action TOWN taken on the previous night by the Town Meeting and WARRANT articles in which the Planning Board had particular interest and which were to be considered at the next adjourned town meeting. From 9 25 to 10 15 p.m. Mr. Stevens attended the Planning Board meeting and entered into discussion in regard to said articles and other matters currently before the board. Mrs Stevens reported that from the Adjutant PROPOSED General of the Massachusetts National Guard he had NATIOPTAL been informed that the Guard would like to locate GUARD an armory in the East Lexington section of town, ARMORY the requirement being that the Town must furnish the land for such an armory; that Washington desired a building site 5-10 acres in size while the Adjutant General believed 3-1i acres to be the minimum; that it was proposed to erect a building somewhat similar to that constructed on Concord Avenue in Cambridge, and that an artillery unit nresently located at the Commonwealth Armory would be available immediately to move into a Lexington armory. Mr. Stevens also reported that the General believed that the advan- tages of having an armory located in Lexington would be that the building would be available for municipal activities and that the unit would be available to the town in case of various town emergencies. Various members of the Board pointed out that in connection with such a unit there would be heavy trucking involved and for this reason the building would have to be located on a main street. Mr. Stevens said that he had discussed the matter with the Select- men and believed that the Planning Board would want to 3-22-60 -3- think about the possibility of the location of this armory and the whole matter in general. After a general discussion of other current matters before the Planning Board, it adjourned its meeting at 10 :30 p.m. 7a Irving H. Mabee, Clerk ADDENDUM March 24, 1960 Mr . Torsten H. Dear Mr. Reenstierna: The Planning Board appreciated the opportunity of dis- cussing with 'rou at its meeting on March 22 your letter of March 3, 1060 and its accompanying site plan dated February 29, 1960. It is the Board 's understanding that you are going to have prepared for its further considera- tion a new site plan for the Waltham Street Garden Apart- ment district . It is further understood that said plan will show the lane and building locations substantially as shown on the Board ' s site plan study of December 10, 1950 and Mr. Manaselian ' s study of December 28, 1959 but that the narking areas abutting the pavement on the inside of Cant. Parker Lane are to be eliminated and a new nark- ing area located southerly of the building restriction line adjacent to the southerly side of said lane .
