March 14, 1960
A regular meeting of the Lexington Plan-
ning Board was held in the office of the Board,
Town Office Building, on Monday, March lli , 1960
at 7 35 p.m. Present were Chairman Burnell,
Members Grindle, Mabee, Meyer and Soule, and
Planning Director Snow
Mr . Snow was asked to act as temporary
chairman of the meeting for the purpose of re- ORGANIZA-
organizing the Board. Upon motions duly made TION OF THE

H. Mabee Clerk of the Board. Mr. Burnell then
presided for the remainder of the meeting

Mr. Soule came to the meeting during the con-
sideration of said Form A anolications.
Unon motion duly made and seconded, it was
unanimously
VOTED: that the Lexington Planning Board determines
that the plans accompanying Form A applica-
tions #60-13 through #60-19 do not require
anproval under the Subdivision Control Law,
and that said plans be so endorsed.
It was reported that the Millican petition to
BOARD OF be heard by the Board of Appeals on March 16, 1960
APPEALS had been withdrawn. Upon receiving this information
the Planning Board decided not to write a letter to
the Board of Appeals in regard to said petition.
The Board then considered a draft of a letter
to the Board of Appeals in regard to the Zirpolo
netition to be heard on said date. The 90erd
approved said draft which was signed by the Chairman.

Considered next were the petitions to be
heard by the Board of Anneals on April 5, 1960 . it
was decided to take no action on the petitions to be
heard with the possible exception of those of J. J.
McCormack, William J. Corcoran and Henry J. Travers .
Mr . Snow was asked to assemble data in regard to the

three named petitions for consideration by the
Board at its next meeting .
Read to the Board and discussed by it was
a letter dated March 9, 1060 from the Board of SALARY
Selectmen in regard to a salary schedule which SCHEDULE
said Board had approved for the employment of FOR CLERK
clerks The letter was nlaced on file for future
reference
Also read to the Bo-rd and considered by
it was a letter dated March 9, 1960 from the Board
of Selectmen with reference to a petition ad- ROBINSON
dressed to the Board of Selectmen and dated March HILL STREET
7, 1°60, which had been filed by a majority of the EXPENSES
inhabitants of the Robinson Hill subdivisions -

ever necessary action be taken in order that the CO.
streets in the Robinson Hill development could be
laid out and accepted at a town meeting. Mr.Snow
was asked to prepare for transmittal to the Board
of Selectmen a complete report in regard to the
situation in the Robinson Hill development.
Considered next was the request of Wyn-
wood Associates for the planning Board' s informal WYNWOOD
opinion in regard to the Associates ' proposal for ASSOCIATES
revising the third section of the Oak Hill Es-
tates development. (See Planning Board minutes OAK HILL
of February 23, 1°60 1 Mr. Snow discussed his ESTATES
recommendations for a modification of the street SEC . 3
layout plan and a draft of a letter to said Asso-
ciates in regard to said request . The Board
approved said draft which was signed by the
Chairman . (See addendum. )
The attention of the Board was called to LAATD FOR
a copy of Town Counsel' s letter of March 9, 1960 RECREATION
to the Town Clerk, enclosing an instrument PURPOSES
wherein Meryl Robert and Lucky Penny Trusts -
granted to the town an option to acquire at a PEACOCK FARMS
price of ,5300.00 Lot A on Peacock Farm Road in SEC. 5
the Peacock Farm, Section 5, subdivision. It
was noted that this parcel approximately 40 feet WAYMINT
wide would provide an access to the land ac- REALTY
quired for school and recreation purposes under TRUST
Article 42 of the March, 195P Town Meeting.
The attention of the Board was also
called to a copy of Town Counsel Stevens ' letter
of March 10, 1060 to the Town Clerk enclosing an

instrument wherein on March 7, 1960 Waymint Fealty
Trust granted to the Town an option to acquire at a
price of $20,000 a certain parcel of land situated
on Turning Mill Road for playground and recreation
purposes. (See Planning Board minutes of November
2, 1959. ) It was noted that authority to acquire
Parcel A and the Waymint Realty Trust Co . land
referred to above was to be sought under Articles
38 and 44 respectively at the 1°60 Annual Town Meet-
ing. In regard to this and other articles in which
the Planning Board had an interest, Town Counsel
Stevens came to the meeting at 9:25 to discuss said
articles with the Board. At 10 :00 p.m Messrs
Stevens and Snow left the Planning Board meeting.
The Planning Board then met with the Select-
MFETTNG NTTH men to discuss the Planning Director ' s 1960 salary,
SELECTMEN and the Appropriation Committee' s approval of a 5%
increase rather than the Planning Board' s request
for a l0c increase. It was decided to meet with
the Appropriation Committee to discuss this further.
Recognizing the extra demands on the Planning
Director for planning assistance to authorized town
committees the Planning Board stated their intention
to study further the need for staff reorganization
and to make additional recommendations in regard to
the same to the next town meeting. The Planning
Board left the Selectmen ' s meeting at 11:05 p.m. at
which time its own meeting was adjourned.

Board of Appeals
Town of Lexington Re Petition of Mrs . Anne Zirpolo
Massachusetts Permission to erect sign
ientlemen:
The petition of Mrs . Anne Zirpolo to erect a sign
30" x 16 ' on the facade of the Battle Green Inn has
been given careful consideration by the Planning
Board. The Board sets forth for your consideration
its views in regard to said petition.

The Battle Green Inn is a place of lodging and as
such is certainly entitled to so advertise. It is
the Planning Board ' s view that other uses in connec-
tion with this and any other hostelry should be inci-
dental to the principal ouroose of the building It
would follow tht the advertising in connection with
these incidental uses should be secondary also . How-
ever, it appears to some members of the Board that the
character and scale of the Newgent Associates sign
is such that it first attracts attention rather than
the Battle Green Inn sign advertising the principal
use of the building
The sign the petitioner nr000ses to erect of equal size
to that of Newgent Associates would be not only over
the entrance to the restaurant but also over the lounge
of the inn itself It would appear that twn such signs
30" and 16 ' would completely dominate the facade of the
building and make the Battle Green Inn sign of incidental
importance. It is the feeling of the Planning Board that
these two signs, together with the already somewhat
cluttered series of signs on or in the building, would
be erected in non-observance of the intent of the zoning
and sign by-laws and are not in keening with the envi-
ronmental standards Lexington is endeavoring to estab-
lish and maintain. The Planning Board recommends,
therefore, denying the petition.

"eference is made to your request of February 23, 1960 for
the Plann}ng Board' s informal opinion in regard to your clan
entitled 'Proposed Revision of Part of Section Three, Oak
Hill Estates, Lexington and Woburn, Mass.", dated Feb. 16,
1960.
The Board has given careful consideration to your plan and
has decided that
1. In keeping with its policy, it will require that Douglas
Road be laid out and constructed under the Subdivision

Control Law to the common boundary line between the
Wynwood Associates land and that now or formerly of
John and Elizabeth Porter; and
2 It would approve the horizontal alignment of the roads
shown on the plan subject to the modification marked
on said plan in colored pencil.
In giving its informal opinion, theBoard calls your atten-
tion to the fact that it is not rendering any opinion in
regard to the vertical alignment of any roads shown on said
plan until such time as there is submitted to the Planning
Board profiles of proposed streets showing existing and
proposed grades along the center lines .
There is being returned herewith one cony of the print of
the plan you filed with the Board, said print being marked
as noted above.
