November 23, 1959
A regular meeting; of the Lexington Planning
Board was held in the office of the Board, Town
Office Building, on Mondavi, November 23, 1959 at
7:1O p.m. Present were dice Chairman Grindle,
Members Burnell and Mabee, and Planning Director
Snow. Town Counsel Stevens was -_resent also from
9:00 to 9:30 -.m.
The Board approved the minutes of its Novem-
ber 9, 1959 meeting.
Approved also by the Board were the following
bills which had been presented for payment: David
P Cooper, professional services Nov. 9 through
Nov. 19, $66.25; car allowance, $1.20-067.45;
Samuel P. Snow, car allowance November --120.00;
A.S.P.O., Planning Advisory Reports --$15.00; Int.
City Managers' Assn., Local Planning Administra-
tion -47.50.
Considered next were the following Form A
anplications for determination of Planning Board
jurisdiction:
#59-77, submitted November 20, 1959 by John-
stone Fitzgerald; plan entitled "A Subdivision
of Land Court Case No. 23040 Land in Lexing-
ton, Dass.", Scale: 1" = 40', dated November
I9, 1959, Tiller Nylander, C.F.'s & Sur-
veyors.
r59-76, submitted November 20, 1950 by
William H. Hamilton; plan entitled 'Plan of
Land in Lexinr^ton, Mass.", Scale: 1" = 201,

ACRES LAND Esco Builders, Inc. met with the Board to discuss

PURPOSES owned by said corporation. The Board offered Mr.
Spagnuola x;'-800 per acre for said land. He said this
ESCO offer was unacceptable. It was agreed, however, to

Mr. Spagnuola also discussed with the Board cer-
tain revisions he had made in a preliminary plan for
subdividing the former Higgins land fronting on
Maple Street, the land being owned by said Esco
Builders. (See May 251 1959 Planning Board minutes.)
Mr. Spagnuola was informed that before considering
the plan in detail the Board would like to have the
opinion of the Sunt, of Public Works of said plans in
view of the Board's understanding that the Superin-
tendent would not approve the preliminary plan as
originally submitted. It was agreed that when Mr.
Spagnuola made arrangements to discuss the revised
plan with the Superintendent, Mr. Snow would also be
present.
Taken under further consideration was Mr.

Manaselian's October 30, 1959 letter to the Planning

Board and the accompanying preliminary plans, dated

10-28-59, for an addition to the Lexington Inn. (See

minutes of Planning Board's meeting of November 2,

1959.) Of special concern to the Board was what
appeared to be limited narking facilities at the Inn
and the additional parking spaces which would be
needed in connection with said proposed addition. It
was decided to inform Mr. Manaselian that before the
Board gave consideration to the preliminary plans
that the Trust should verify the existence of automo-
bile parking space as required on the original Inn
site plan and the availability of an area for addi-
tional parking space. (See addendum.)
Mr. Stevens conferred with the Board from 9:00
to 9:30 p.m. in regard to current problems being con-
sidered.
GRANT ESTATES
He reported that he had received from Arlex

of easements as shown on the "Grant Estates Lexington,

Mass." definitive subdivision plan, dated July 3,
1959 and approved by the Board on October 26, 1959.

All matters appearing to be in order, the Board en-
dorsed said plan which was given to Mr. Stevens for
recording in the Registry of Deeds.
Mr. Stevens also reported that the Select-
men had received a petition for the acceptance of DIANA
certain streets within the Robinson Hill develop LANE
ment. He suggested that when the planning Board
gave consideration to this,matter of recommending;
these streets for acceptance, the Board might also
consider whether or not it wished to recommend
under the Betterment Act the laying out of the sec-
tion of Diana Lane from Wingate Road to Hill Street.
At the request of the Appropriation Committee,
the Boardd met with said Committee from 9:30 to 10:50 APPROPRIA-

The Board returned to its meeting at 10:55
p.m. at which time it considered the notice of a
public hearing to be held by the Historic Districts
Commission on rec.l, 1959. It was decided to take
no action in regard to said hearing.
Considered next by the Board was the latest
revised site plan study, dated 11-16-59, which Mr. VINE BROOK

ADDENDUM

Dear Mr. Manaselian:
Reference is made to -your October 30, 1059 letter.
It is understood that Mr. Snow has indicated to you
the present procedure under which The Associates
Realty Trust should submit, when it wishes to do so
formally, final plans to the Board of Appeals for a
determination as set forth in the Lexington Zoning
By-law. For more detailed information pages 25 and
26 of said by-law are attached. With the knowledge
that under this procedure the Planning? Board shall
submit a final ren_ort on the Trust's application and
plans, said Board has examined the preliminary plans
which ,you submitted with your letter. However, the
Board has decided that before it gives consideration
to these plans, the Trust should verify (1) the
existence on the site of 110 automobile parking spaces
having a minimum width of ten feet per space as re- ,
quired by the Planning Board in its approval of the
original Lexington Inn site plan, and (2) the avail-
ability on said site of an area for an additional
eight automobile parking spaces.
