October 27, 1958
A regular meeting of the Lexington Planning
Board was held in the Planning Board Office, Town
Office Building, on Monday, October 27, 1958 at
7:45 p.m. Present were Chairman Grindle, Members
Abbott, Burnell and Soule, and Planning Director
Snow. Town Counsel Stevens was present from 9:30
until 9:50 p.m.
The Board approved the following bills BILLS
which had been presented for payment: H.B.McArdle,
office supplies --$8.65s Terrence J. Boyle, pro-
fessional services, Oct. 14 throu Oct. 20, 1958--
$14-501 Oct. 21 through Oct. 25--130.00.
There was next held a general discussion of
current problems being considered by the Board.
Mr. Eugene Roberts of 77 Woodridge Road,
Wayland, Mass. and Mr. Wilbur C. Nylander came to MIDDLE

nary subdivision plan of Middle Ridge, Section 3s SEC. 3
revised Jan. 3, 1957 and conditionally approved
.by the Planning Board on February 11, 1957. (See
Minutes of the Board's meeting of said date.) Mr.
Roberts gave to the Board for its information a
print of the above plan showing all the land he had
purchased from Techbuilt, Inc. He also showed the
Board a modified scheme for developing the proposed
Section Three of the development. It was the opin-
ion of the Board that this modified scheme eliminating
a road located in the center of the proposed section
was an improvement of the original proposal.
He requested the Boardâ–ºs informal opinion as
to whether it would consider the extension of Turning
Mill Road in a northwesterly direction to provide
for a minimum construction of 13 lots fronting on
said road. The Board raised the question of how the
drainage of said road would be taken care of without
extending the drain system northerly all the way to
the Middle Ridge Section 2 subdivision. The Board
explained its policy of not extending dead end streets
beyond a length of 500 feet until such time as a
second means of access is provided for a subdivision.
' Mr. Roberts was advised that the Board would take the
plans under consideration and notify him of its deci-
sion in regard to his request.

Messrs. Roberts and Nylander left the meeting
at 8:20 p.m.
In discussing the matter further it was decided
that until such time as Turning Mill Road was extended
all the way through Section 3 from Section 1 and Sec-
tion 2, that the Board would not allow an extension of
said road in a northerly direction for a distance more
than 640 feet, such distance allowing for the laying
out of three lots on the westerly side and four lots
on the easterly side of Turni.ng Mill Road. Mr. Snow
was asked to draft a letter for the Chairman's signa-
ture setting forth the Board's decision in regard to
Mr. Robert's request.
At 9:05 p.m. Mark Moore, Jr. and Wilbur C.
BURNHAM Nylander came to the meeting to discuss a modified
FARMS preliminary plan for the Burnham Farms Section 3
SEC. 3 subdivision. Shown to the Board was a proposal for
a dead end street extending northeasterly from
Thoreau Roads said dead-end street being located so
that parts of lots 8s 9s and 10 could be used to
create additional lots which could be included in the
Section 3 subdivision. It was suggested that the plan
be modified further to include part of lot 11, Mr.
Moore presenting his proposal to the Board of Appeals
for a variance to subdivide lots 10 and 11 fronting on '
Lowell Street in such a manner that said lots would
not have the required area under the subdivision con-

consider its previous decision that there be no further

extension of Lillian Road in a northeasterly direction

until such time as said road was constructed all the
way to Nowell Street. (See minutes of December 30s
1957.) Mr. Busa was told that the Board did not wish
to modify its previous decision and suggested to Mr.
Busa that he extend his Green Valley development by
constructing Lillian Road in a southwesterly direction
beginning at Lowell Street. After a discussion of the
general problems involved in the developing of his
land, Mr. Busa left the meeting at 8:50 p.m.
Considered next by the Board was the matter of
RECREATION
nominating a person to the Recreation Committee. From
COMMITTEE
a list of possible candidates the Board had informally
discussed on previous occasions, it was decided to
select four names and see if the persons involved
would be interested in serving on said committee.
At 9:05 p.m. Mark Moore, Jr. and Wilbur C.
BURNHAM Nylander came to the meeting to discuss a modified

SEC. 3 subdivision. Shown to the Board was a proposal for

' trol law. It was understood that Mr. Nylander would
prepare a new scheme which he would discuss with Mr.
Snow before the revised Section 3 plan was submitted
to the Planning Board for its consideration.
Messrs. Moore and Nylander left the meeting
at 9:30 P.M. Mr. Stevens came to the meeting at the
same time.
Mr. Stevens ave to the Board a copy of Chap-
ter 6262 Acts of 1998, General Court of Massachusetts,
said chapter being entitled "An Act providing that
certain meetings of certain public boards and commis-
sions shall be open to the public." He pointed out
that the act was approved on Oct. 7, 1958 and the
effective date of the act would be January 5s 1959. He
recommended that the Planning Board study the act with
particular reference to Sections 1 and 4. He said
that he would in the meantime study the act himself
and advise the board of procedures to be followed when
meetings of the Planning Board become open to the
public.
Mr. Stevens left the meeting at 9:50 p.m.
Considered next by the Board were the notices
of petitions to be heard by the Board of Appeals on
November 4* 1958. With the exception of the Connelly
& Livingstone and Reiss petitions it was decided to
take no action on the petitions to be heard on said
date. After discussing the two petitions cited, Mr.
Snow was asked to prepare for the Board's considera-
tion drafts of letters to the Board of Appeals indi-
cating the Board's opposition to the granting of said
petitions and setting forth the reasons for said
opposition.
The Board continued its discussion of the
previous week (see minutes of October 20s 1958
meeting) in regard to the Town Map which the firm of
Wright & Pierce had been preparing for the Board. Mr.
Snow was requested to write another letter to Mr.
Wright asking him to suggest a date when he would be
in the Boston vicinity and could meet with the Plan-
ning Board to discuss the work done on the map.
The meeting adjourned at 10:45 p.m.
