HomeMy WebLinkAbout1958-10-14PLANNING BOARD MEETING I October 14, 1958 A regular meeting of the Lexington Planning Board was held on Tuesday, October 14, 1958 at 8:15 p.m. in the Planning Board office, Town Office Building. Present were Chairman Grindle, Members Jaquith and Soule, and Planning Director Snow. The Board approved the minutes of the May 26 and 28, and October 6, 1958 meetings. Approved also were the following bills which had been presented for payment: Terrence J. Boyle, rofessional services, Oct. 6 through Oct. 13, 1958-- 32.50; Allen Stationery Co., drawer dividers -43.40; L.M.Foster,Inc., office supplies --$11.78; Harvard Cooperative Society,Inc., book --116.75. Wright Lexington, Mass.", Scale: 1" = 40', dated July 21, 1958s Richard J. Gayer, Town Engineer. #58-68, submitted on October 14, 1958s by John E. Ryan for Alfred A. and Jessie W. Robbins; plan entitled "Plan of Land in Lexington, Mass.", Scale: 1" = 401, dated Sept. 27, 1958s Miller & Nylander, C.E.'s & Surveyors, Lexington. BOARD OF APPEALS Upon motion duly made and seconded, it was unanimously VOTED: that the Lexington Planning Board determines that the plans accompanying Form A applica- tions #58-67 and #58-68 do not require approval and that said plans be signed bearing the en- dorsement "Lexington Planning Board approval under the Subdivision Control Law not required." ' Considered next were the notices of petitions to be heard by the Board of Appeals on October 21, 1958. It was decided that no action be taken on said petitions. BOARD OF APPEALS 10-14-58 Read to the Board was Mr. Mark Moore Jr.'s September 29s 1958 letter to the Planning Board in regard to matters concerning the Hancock Heights and Burnham Farms developments and proposed acquisi- tions by the Town. OPTION FOR In regard to the proposed Vine Brook -North LAND FOR Street recreation areas Mr. Jaquith was authorized RECREATION to negotiate with Mr. Willard P. Grush for an option PURPOSES for the Town to purchase from the trustee of the Reginald W. Ellis property the remaining portions of lots 3 through 7 not taken for the construction of State Route 3. STREET With further reference to Mr. Moore's letter ACCEPTANCES and one from the Selectmen, dated October is 19581 Mr. Snow was asked to draft for the Chairmants sig- nature a reply to the Selectmen's letter, said reply being based on the Planning Board's discus- sion of the situation in regard to street accept- ances in the Moore Realty Trust developments named above. (See addendum.) TOWN DUMP The Board considered next the October 7s 1958 letter from the Selectmen in regard to the possible use of the Reiss land between Hinchey Road and West- view Street as a town dump. Mr. Snow was asked to prepare for the Chairman's signature a draft of a letter incorporating the -main points of the Board's discussion in regard to the communication from the Selectmen. (See addendum.) ZONING The attention of the Board was called to the BY-LAW Town Counsel's October 10, 1958 letter to the Town AMENDMENTS Clerks copy of which letter was sent to the Boards in regard to the amendments to the Zoning By-law adopted under Articles 2, 3s 4, 8, 9, and 10 of the warrant for the special town.meeting held September 151 1958. It was noted that these amendments were approved by the Attorney General on Oct. 8, 1958s and that the Attorney General had not acted as of said date on the amendment to the Zoning By-law adopted under Article 7 of the warrant. WORTHEN The Board considered next a preliminary plan, ROAD dated August 15, 1958, and prepared by the planning staff showing a proposed location for Worthen Road between Waltham Street and Marrett Road. Dis- cussed particularly were the possible locations of said road across the land of Vine Brook Realty Trust and Colonial Development Corp., and of Swenson and Baptistes the latter property being located just southerly of Marrett Road. Consideration was also WZ 1 C i 10-14-58 -3- ' given to the possible extension of Highland Ave. to connect with said proposed location of Worthen Road. It was decided that Mr. Snow should prepare this proposal in its final form and prepare a memorandum for discussion by the Board and presentation to the Selectmen. Maloney, Chairman ' Board of Selectmen Town Office Building Re: Street Names & Acceptances Lexington 73, Massachusetts Moore Realty Trust Dear Mr. Maloney: The Planning Board has discussed your October 1, 1958 letter in regard to Mr. Moore's communication. The Planning Board received from Mr. Moore -a similar letter concerning street acceptances. Burnham Road and Emerson Road from Adams Street to Vine Brook are ready for acceptance as town ways. These roads are in the "Burnham Farms, Section One" subdivision. The Board sees no reason at this time why the remaining por- tion of Emerson Road, including the box culvert, Thoreau Road.. and Aloott Road, all of which are in the "Burnham Farms, Sec- tion Two" subdivision, cannot be ready for acceptance at the Annual Town Meeting. Before said ways are ready for accept- ance, however, the work in said subdivision should be com- pleted to the satisfaction of the Superintendent of Public Works and the Town have obtained from Moore Realty Trust grants of utilities and all necessary easements in Section Two. ' Portions of Crawford Road and Linmoor Terrace are in the "Han- cock Heights Section Two" subdivision. It is the Planning Board's understanding that while the Moore Realty Trust ob- ,LG -i--58 .4- tained drain', water, and sewer easements between Crawford I Road and Ballard Terrace for the purpose of completing said subdivision, the respective grants �of these ea_aom a,#s _ __7 _ _ �_ ___ heimer and Mr. and Mrs. Savoner. It is recommended, here- fore, that no action be taken on the acceptance of Craw- ford Road and Linmoor Terrace until the Town Counsel ob- tains for Lexington the grant of utilities in said subdivi- sion from the Moore Realty Trust and the grants of easements from the Hofheimers and Savenors. In regard to the suggestion that Linmoor Terrace and Crawford Road be combined into one street, it is the Plan- ning Board's opinion that this should not be done. It would appear that Linmoor Road would be a better name than Lin - moor Terrace and that Ballard Terrace and Crawford Road be combined into Ballard Road. If thec enterline of Ballard Terrace were projected, it would overlay the centerline of Crawford Road. It is only 77 feet between said ways as measured along the centerline projection. With reference to the last suggestion in your letter, the Planning Board will assume the responsibility of noti- fying the Selectmen when subdivision streets are ready for acceptance by the Town. Maloney, Chairman Board of Selectmen Town Office Building Lexington 73, Massachusetts Re: Town Dump Dear Mr. Maloney: With reference to your letter of October 7, 1958, the Planning Board has reviewed the situation in regard to town dumps, particularly in regard to previous reopm- mendations made to the Selectmen in a letter dated Janu- ary 231 1958. The Board believes the possible use of the Reiss land for a town dump is a matter worth looking into fur- ' ther. It is the opinion of the Planning Board, however, that the present dump should be filled in first. 10-14-5e -5- It is suggested that at the time the use of the Reiss land is investigated, that there also be considered the need of locating a dump in the easterly section of town, the cost of operating two or three dumpss and the possibility of cooperative costs of operating an incinera- tor in Belmont in the Concord avenue vicinity. Of the Planning Board's earlier recommendations for a town dump, as noted above, the Massamilla land has been purchased for Christian High Schools the Utica sand pit is still available, and the North Street location at the Burlington line is impractical because of land takings for State Route 3.
