A special meeting of the Planning Board was held REGIONAL
in the Town Engineer's Room, Town Office Building, on SHOPPING
June 7, 1957 at 7:30 p.m. Present were Chairman Grindle, CENTER
P,embers Burnell, Jaquith and Soule; Planning Director Snow
and Tot,:7n Counsel Stevens.
The ?purpose of the meeting was to discuss the pro-
posed amendments to the Zoning By-law to provide for
regional shopping center districts and a change in land use
and to determine i�,hat action the Planning Board would take
in regard to the amendments. Each Board member exp_ ressed
his opinion on various aspects of the amendments. It was
the unanimous opinion of the members present that the amend-
ments as proposed presented three major problems: (1) the
potential size of the proposed shopping center over what
was understood to be the original proposal; (2) the large
volume of traffic to and from the center on Spring Street
between Shade Street and Route 2 and the effect of the center
traffic on other streets in the town; and (3) the proposal to
allow non-professional business buildings as permitted uses
' subject to permission from the Board of Appeals. At the con-
clusion of its discussion upon motion duly made and seconded
it was unanimously
VOTED: that the Board not recommend to a Town Meet-
ing the adoption of the amendments to the
Zoning By-law as proposed in the notice for
the public hearing held on June 6, 1957.
At 9:15 p.m. the Board met with the Selectmen who
were informed of the foregoing decision of the Board. The
members of the Planning Board discussed with the Selectmen
their individual opinions regarding the proposed amend-
ments. It was decided that the Planning Board should pre-
pare a written statement setting forth its decision on the
amendments: that -ir. Stevens would convey said decision to
Mr. Brocni, Attorney for Filene's, and request him to notify
the Town as to whether Filene's desired to have the proposed
amendments presented at a town meeting this spring.
The meeting adjourned at 10:30 p.m.
