HomeMy WebLinkAbout1956-03-20 PLANNING BOARD MEETING March 20, 1956 A regular meeting of the Planning Board was held in the Building Inspector' s Office, Town Office Building, on Tuesday, March 20, 1956 at 9:00 P.M. All members of the Board were present as was also Mr. Snow, Planning Director. Prior to the regular meeting, the Board met at 8:00 P.M. with the Appropriation Committee to discuss a request for an additional sum of $2000 for assistance in conducting a traffic survey in Lexington with par- ticular regard to a re-study of the need and possible relocation of Worthen Road. As the first matter of its regular business the Board tools under consideration the following Form A FORMS AI applications for determination of Planning Board jur- isdiction: #56-20, submitted on March 6, 1956 by Alfred P. Tropeano, attorney for owners; plan entitled ""Plan of Land in Lexington, Mass.," Scale l'" = 30' , dated Jan. 17, 1956, Miller and Nylander, C. E. ' s & Surveyors, Lexington, Mass. The above plan was one showing Lots 158 through 159 facing on Hayward Avenue and is part of a sub- division entitled "'Colonial Heights", dated March, 1910 and recorded in 1910. The Board endorsed the plan. #56-21, submitted on March 6, 1956 by Alfred P. Tropeano, attorney for owners; plan entitled "Plan of Land in Lexington, Mass.," Scale 1" = 30' , dated Feb. 1, 1956, Miller and Nylander, C. E. 's & Surveyors, Lexington, Mass . This plan was one showing lots 9, 10 and 11 on James Street and is part of a subdivision entitled "Park Heights, No. 3," dated June, 1922 but not re- corded until November 1E, 1929. The plan was endorsed by the Board with the notation that ''Lots 9, 10 & 11 do hot comply with the Lexington zoning By-Law" . The lots each have a frontage of 50 feet and Lot 9 contains an area of less than 7500 sq. ft. whereas the Zoning By-Law requires that any lot lawfully laid out and re- corded by plan or deed on or after March 18, 1929 and prior to August 8, 1938 must have a minimum frontage of 75 feet and an area of 7500 sq. ft. The Board next took under consideration a pro- posed scheme of residential development of Battle PROPOSED Green Village lands between Constitution Road, SCHEME Freemont and Harbell Streets. Mr. Snow discussed EXTENSION OF tim possible solutions which he had prepared since BATTLE GREEN the last meeting of the Board. The Board selected VILLAGE "Scheme C"' as one having the most desirable combina- tion of lotting and road profiles. A letter was prepared notifying Mr. Thomas, attorney for Mrs. Ross, of the Board' s informal opinion of the scheme proposed by Miller and Nylander and enclosing a copy of the Board' s suggestion for the development of the area. ZONING BY-LAW The remainder of the meeting was devoted to a ENFORCEMENT general discussion of Violations of the Lexington Zoning By-Law and the problems of its enforcement. It was decided that very soon after the annual town meeting the Board would invite the Building Inspector to a meeting of the Board to discuss matters relating to the enforcement of said By-Law.
