January 30, 1956
A regular meeting of the Planning Board was held
in the Town Engineer's Room, Town Office Building, on
Monday, January 30, 1956 at 7:40 P.Y. Chairman Adams,
Messrs. Abbott, Grindle, Hathaway and Jaquith were pres-
ent. Mr. Snow, Planning Director, and the secretary
were also present.
The Chairman read the following bills presented
for payment: John L. McAdams, 3 reams of paper, $15.30;
George Smith, artist' s materials, $6.18; John C.
Lichtenberg, for revision of population map, $32.00; BILLS
Anne H. Milliken, secretarial services, $5.00. It
was moved by Mr. Grindle, seconded by Mr. Jaquith, and
unanimously voted that the bills be approved as read.
The following Form A applications were taken
under consideration: FORMS A
1 #56-4, submitted on January 26, 1956 by Joseph
E. Casey. This plan is identical to the one accompany-
ing Application 55-50 and was submitted to the Board
for signatures so that the plan might be filed in the
land court. The plan was approved and endorsed on the
same day by four members of the Board.
#56-5, submitted on January 25, 1956 by Francis
Keefe, attorney for John Donovan and Cora A. Donovan,
plan entitled "Plan of Land in Letington, Mass.,"
Soale 1" : 20' , January, 1956, Jos. J. Sullivan C. E.,
16 Gloucester St., Arlington, Mass.
#56-6, submitted on January 27, 1956 by C. L.
LaPorte, plan entitled "Plan of Land in Lexington,
Mass. ," Scale 1!" : 40' , December 20, 1955, Miller &
Nylander, C. E. ' s & Surveyors, Lexington, Mass.
It was moved by Mr. Jaquith, seconded by Mr.
Grindle and unanimously
VOTED: that the plans accompanying Applications
#56-5 and #56-6 be signed bearing the endorsement
"Lexington Planning Board approval not required
under subdivision control law".
BOARD OF The Chairman read the Board of Appeals notices
APPEALS for hearings to be held on February 16, 1956. No
NOTICES action was taken on the petitions.
The Chairman read a letter from the National
NATIONAL Historic Sites Commission concerning a special
HISTORIC meeting at the Federal Building on Monday, February
SITES 6, 1956 at 2:00 P.M. It was moved by Mr. Abbott,
COMMISSION seconded by Mr. Hathaway and unanimously voted that
Mr. Jaquith attend the meeting and be empowered to
speak for the Board.
At 8:00 P.M. Messrs. Nylander, Robert C. Merriam
BATTLE GREEN and Edward R. Thomas, attorney for Mrs. Eleanor Ross,
SUBDIVISION met with the Board seeking an informal opinion con-
EXTENSION cerning plans which they presented showing a further
subdivision of Battle Green Village. The proposed
subdivision of ten lots, all to be sewered, is to con-
nect Constitution Road with Freemont and Harbell
Streets. Speaking for the group, Mr. Nylander stated
that there was the possibility that ledge may exist
underground and, if it does, that there is some doubt
as to the financial feasibility of the plan. However,
the Board was asked to study the scheme particularly
with regard to the grades of the proposed roads. Two
sets of profiles were submitted, one at 10% and the
other at 12%. Mr. Thomas said that it was intended to
investigate the ledge situation and that in the mean-
while it would be appreciated if the Board would send
him a letter in regard to its decision.
Messrs. Thomas, Merriam and Nylander left the
meeting at 8:25 P.M.
The Board next took up the matter of the Corrigan
subdivision of former Burgoyne land. This plan was
CORRIGAN submitted on January 6, 1956. Discussed were the pro-
SUBDIVISION posed 20-foot set back of the existing house, the
FORMER length of the dead-end street, its lack of a leveling
BURGOYNE LAND area at the North Hancock Street intersection, the pro-
posed widening of North Hancock Street, the proposed
road' s 12% grade up the hili and 11% down on the other
side to the end of the cul-de-sac, the question of pub-
lic safety in getting out over the hill during hazardous
conditions, etc.
Mr. Snow prepared a plan showing a proposed modi-
fication of the Corrigan plan suggesting use of a strip
of adjacent land owned by Mrs. Morey and access to
Ballard Terrace across property of Messrs. Hofheimer
and Taisey. At the request of the Board the abutters,
Mr. Richard Taisey and Mrs. Ruth Morey, met with the
Board at 8:50 P.M. to discuss this plan and various
alternatives. They left the meeting at 9:20 P.M.
In view of the fact that the Corrigan plan did
not conform to the Lexington Subdivision Rules and
Regulations in a number of specifications, it was
moved by Mr. Hathaway, seconded by Mr. Grindle and
unanimously
VOTED: that the preliminary subdivision plan
submitted on January 6, 1956 by Ernest
J. Corrigan be disapproved for the reasons
that the lot having an existing house does
not have sufficient set-back from the pro-
posed road as required by the Lexington
Zoning By-Law and that said road does not
comply with the Lexington Subdivision
Rules and Regulations in regard to the
length of the dead-end streets, grades,
and leveling area.
The Board next took under consideration the
latest draft of proposed Historic Districts legis- HISTORIC

The meeting adjourned at 11:00 P.M.
