HomeMy WebLinkAbout1955-09-12 PLANNING BOARD MEETING September 12, 1955 A regular meeting of the Planning Board was held in the Town Engineer' s Room, Town Office Building, on Monday, September 12, 1955 at 7:145 P.M. Chairman Adams, Messrs. Hathaway, Grindle, Irwin,aAd Abbott were present as was also Mr. Snow, Planning Director. Mr. Stevens, Town Counsel, was present from 9:00 to 9:40 P.M. and Mr. Jaquith from 10:00 to 10:145 P.M. The Board discussed the rough drafts of the minutes of the four previous meetings and the final form in which it wished to have future minutes presented. ItAPPROVAL OF was decided that these should be in more detail than MINUTES they have been written generally in the past but in not so much detail as those of the last four meetings. Mr. Snow was asked to rewrite these records with the sec- retary. Mr. Hathaway moved, Mr. Grindle seconded the motion and it was unanimously voted that the minutes of the August 1 meeting be approved. At 8:15 the Chairman read a notice from the Waltham Board of Survey and Planning in regard to public hear- ings to be held by that board on September 14, 1955. WALTHAM Of particular interest was a petition for a proposed ZONING zone change from a Residence k-3 to a Limited Cotmner' HEARING tial District of land bounded appoximately by Trapelo Road, Route 128, the Waltham-Lexington line and Smith Street. However, the Board decided to take no action in regard to the hearings. Mrs. Ruth Morey, Chairman of the High School Build- ing Addition Committee, met with the Board at 8:30 with site plans for the new wing to the school. She felt HIGH SCHOOL that the Board might be interested in the plan in view ADDITION IN of the proposed location for -Worthen Road. It was RELATION TO pointed out that the new wing would be about 35 feet WORTHEN ROAD from and parallel to the approach drive from Waltham Street. It was understood that this drive is a town road and was designed to extend northwestward toward the playing field. The question was raised as to whether or not this extension was to be used to ful- fill the agreement made a number of years ago with Mr. Ryder to build a road to Waltham Street when the Ryder land was developed as a subdivision. It was thought that Worthen Road, which was to be located somewhat to the south of and parallel to the high school drive would serve the subdivision better and eliminate through traffic from t he approach road. Mr. Snow was asked to discuss the road location with Mr. Baskin who recently purchased the Ryder property, to prepare a compiled site plan of the high school and the adjoining playground property, and to study the relation of the approach road and proposed Wor- then Road to possible future development in the area. Mr. Snow asked Mrs. Morey to supply him with a print of thEr building committee' s plan so that he would be able to assemble a complete plan. Mr. Stevens arrived at 9:00 whereupon the Board FORMS A. took under consideration the following Form A ap- plications for determination of planning board juris- diction: #55-68, submitted on September 6, 1955 by Robert L. and W. H. Lyon; tracing entitled "A Subdivision of Land Court Case No. 15874, Land in Lexington, Mass.," Scale 1" : 140' , dated July 27, 1955, Miller and Ny- lander, C. E. 's & Surveyors, Lexington, Mass. It was pointed out that the right of way shown on the tracing was taken by the State Department of Public Works to give access to its land on Route 128 opposite Howard Johnson' s and also to gine access to Parcel 2, originally Cacciola land. #55-69, submitted on September 12,. 1955 by Bernard J. Belcastro; tracing entitled "Subdivision of Land Court Case No. 6666, Land in Lexington, Mass., * Scale 1" : 40' , dated Aug. 19, 11955, .Miller and Nylander, C. E. ' s & Surveyors, Lexington, Mass. Mr. Irwin moved, Mr. Hathaway seconded the motion and it was unanimously VOTED: that the tracings accompanying applica- tions #55-68 and #55-69 be signed bear- ing the endorsement "Lexington Planning Board approval not required under sub- division control law". Before leaving the meeting at 9:140 Mr. Stevens MINUTEMAN summarized the Minuteman Highlands subdivision sit- HIGHLANDS nation as matters stood reporting that he had mailed SECTION 4 to Mr. Daly, Mr. Carrig' s lawyer, a draft of a pro- posed agreement which stated that the construction of Worthen Road need only be brought to subgrade. Mr. Grindle moved, Mr. Irwin seconded the motion and it was un- animously voted that the bill be approved. At 9:50 the Chairman read the Board of Appeals BOARD OF notices for hearings to be held on September 27, 1955. APPEALS It was decided that the Board would take no action NOTICES on the petitions to be heard. Mr. Jaquith arrived at 10:00 P.M. The remainder of the meeting was devoted to a review of the work accomplished to date on the basic studies for the Board' s long range development plan.
